Abstract

Lahan rawa merupakan lahan marginal yang memiliki berbagai kendala fisik, biologis, sosial dan ekonomi sehingga pengembangannya memerlukan perencanaan dan penanganan yang cermat. Permasalahan kebutuhan air minum pada pemukiman daerah rawa sangat terkait erat dengan sumber air yang dapat dimanfaatkan untuk memenuhi kebutuhan tersebut. Air pada lahan rawa sangat berlebihan, namun air minum yang berkualitas sangat sulit diperoleh. Pengadaan air minum di pemukiman daerah rawa membutuhkan perhatian yang khusus, karena daerah rawa mempunyai karakteristik yang sangat komplet. Pada kebanyakan jaringan rawa, suplai air untuk kebutuhan rumah tangga merupakan kombinasi air hujan yang dipergunakan untuk minum dan masak, dan air saluran atau air sumur dangkal yang dipergunakan untuk mencuci, mandi dan kesehatan pribadi. Pemilihan teknologi dan bahan-bahan yang akan dipergunakan disesuaikan dengan kondisi setempat dan aspirasi serta keahlian masyarakat yang akan mempergunakan dan memelihara sistem tersebut. Disain sistem pengadaan air untuk rumah tangga disesuaikan sesuai kodisi jaringan dan tergantung atas ketersediaan bahan dan keahlian. Kebanyakan gagalnya sistem pengadaan air minum pada pemukiman daerah rawa pada masa lampau adalah, akibat pemeliharaan yang tidak baik sebagai akibat dari teknologi yang tidak sesuai.

Abstract

The land use devoted to the community activities is increasing in line with the increasing number of population in many cities. It is usually by changing the available open spaces such as forests, agricultural, and swamp areas. Consequently, it would lead to the increasing size of the areas likely experiencing water flooding since the amount of open spaces decrease. Based on this condition, it is necessary to assess the likely impacts of this phenomenon toward the flooding distribution in urban areas, by identifying the land use pattern and intensity, followed by analyzing the development of the flooding distribution and intensity, as well as investigating the relationship between land use development and flood distribution. A study was conducted and it is found that the flooding affected area in several urban areas is increasing annually. It is identified that the flooding area was contributed by the decreasing capacity of land in absorbing and receiving rain water due to shift in the land use, leading to increasing amount of surface water. Generally, the flood occurred in an urban area was caused by high sedimentation and erosion in the downstream of the flood affected area. The flood was also occurred in the area of low altitude where the possibility of flood to occur is high. Poor condition of urban drainage due to sedimentation as well as water flow blocked by rubbish is also suspected as one of the reason behind the increasing area affected by water flood.

Abstract

Batang Mahat watershed has a total area of 772.87 km2 with a total length of the main rivers around 44.06 km. With the topographic condition on the upstream side was a mountainous terrain and steep slope relatively into downstream. The problem was can be classified as river siltation, narrowing of the river, and riverbank erosion that has caused flood and threaten a public facilities. Numerical simulations using the application of the HEC RAS model were conducted to determine the capability of the river storage capacity into various discharge values. The results of the analysis show that with the discharge condition Q2 there has been flood caused by the high surface elevation of water that was overtopping of the left and right embankments elevation at the upstream and midstream areas. The water surface elevation will increase with the increasing of flood discharge. River normalization efforts with additional depth and widening of river channel were recommended.
