Abstract

The deliveryof public servicesinIndonesia is stillfarfrom theexpectations ofcitizens. Their aspirationstoobtaingoodqualitypublic servicesseemsstillunclear when it willhappen. To realizegood public serviceas expectedcitizensmustbe supportedbygood performance. Torealize theincreasing demands ofgood performanceis notan easy matterfor the region, needsimprovementeffortsstill need tobe implementedtoachievea quality service. Public servicesplay a critical roleinanorganization, becausethe good and badof an organizationdepends onthe services provided tothe communityas well as possible, so that peoplereceivetheservicescanbe satisfiedwith the services provided.The purpose of this study was to analyze the Public Service Performance At Camat Office Rumbai Pekanbaru. To analyze the performance of public services in the District of Tassel views of responsiveness, responsibiltas, and accountability.This research was conductedat theHead OfficeRumbaiPekanbaru Citywho becameinformantsin this studyis asub-district, sub-districtsecretary, Head ofGovernment,Head ofthe Public Service, Head ofpeaceandpublic order, Head ofFMD, Head ofSocial Welfare. Abstract

In this case the researchers behind on the phenomenon of the number of heavy tonnage trucks passing in Pekanbaru city on a busy schedule of vehicles and the number of trucks that are just passing not passing through a predefined path . The purpose of this study was to determine how the effectiveness of the implementation of the control of heavy tonnage trucks in Pekanbaru and the factors that influence the implementation of the demolition truck tonnage in Pekanbaru with the aim of creating security , comfort in traffic .The theory used in this research is the theory according to Gibson on measuring the effectiveness of an activity. Informants in this study is the Department of Transportation, Communication and Information Unit Pekanbaru and Pekanbaru Traffic Police. The method used in this research is descriptive qualitative data collection techniques through observation, interview and literature study.The results showed that the effectiveness of the implementation of the demolition of heavy tonnage trucks in Pekanbaru has not done well. In other words, there are still many problems that arise in its implementation. Such as lack of equipment, careful planning, special programs and surveillance systems. This causes the control does not run as expected. The factors that affect the implementation of the control of heavy tonnage trucks, among others, the lack of human resources, funds, and awareness of the driver. It has a very important influence on the effectiveness of policing heavy tonnage trucks in Pekanbaru.Keywords: Effectiveness, Implementation, Control.

Abstract

We still find many illegal mining that is happenedin Kampar regency espectial in Tapung sub-district,most of all mining in Tapung sub-district do not have business permit based on data do not have bisiness permit most in Tapung sub-district. Department of Energy and Mineral Resources together with judicial team controlling illegal mining in Kampar sub-district, the problem in this research is how to controlling olegal mining of minerals rocks (entrenchment C) in Kampar regency and the factor which influence it.Theoretical consept that reaserches use is repressive control theory according to Manullang (2008) with indicator to set of measuring instruments (standard), assessment action and take corrective action. Whereas of factors which influence it researcher uses descriptive qualitative method, then presentation and data can be described by using interview , observation and get the conclusion.The result of research can be conclude that the contloll of illegal mining in Kampar regency especially in Tapung sub-district still not running maximumly, still have limitation in standard setting, assessment and remedial action has not run maximumly, and the factors that influence the control of illegal.Keywords: Control, illegal mining

Abstract

Development Strategy of turism at Bukittinggi City. Bukittinggi City Tourism Development is an area of the city and one of the main tourist destination in West Sumatra with the introduction of Bukittinggi as a "City Tour" starting since March 11, 1984. Field of tourism in the regions designated as potential Bukittinggi based on natural and geographical conditions of Bukittinggi, its strategic position is a triangle crossing to the north, east and south of Sumatra that eases access tourists or people who want to visit a small city with myriads of this story. Besides having the natural beauty of the city of Bukittinggi is also a struggle that many stores the value of history and cultures in it.Under these conditions, formulated the problem of how the development of tourism in the city of Bukittinggi and the factors that influence the development of tourism in the city of Bukittinggi. This study uses the theory Elittan to determine strategies used in the development of tourism in the city of Bukittinggi, qualitative research with descriptive method. Researchers are trying to reveal the facts in accordance with the reality. This study did not look for or explain ties, not test hypotheses or make predictions. Data will be explained with apaa danya to obtain an understanding. From the results of this study concluded that the strategy of development of tourism in the city of Bukittinggi to involve the whole among the noble of the Stakeholde, community stempat and the nomads with the concept of Tourism-based community that creates a sense of tourism awareness and stepping to the strategy undertaken in the development of tourism can run well , but still a bit constrained in the implementation on the ground in the form of regional financial, qualified human resources, limited investment in tourism, the lack of development of tourism products as well as coordination across sectors that have not been together but slowly but surely constraints faced in the development of tourism in the city of Bukittinggi will be minimized so that tourism in the town Bukttinggi can provide maximum service and bestKey word : Strategy ,Turism Development, Tour City

Abstract

The implementation function of correctional in a correctional institution class IIA Pekanbaru is based on act No. 12 year 1999 about correctional. But the practice it is not running optimal yet because the condition of the correctional institutioan that over capacity and the number of officers who do not fit with the standards. This research aims to know the implementation function of correctional in a correctional institution class IIA Pekanbaru. The concept of the theory used in this research adopted actuating theory from some experts.This research using qualitative descriptive method with data collection techniques observation, interview and documentation. Researcher tried to express the fact according to the reality without intervention the real condition.From the data analysis in qualitative descriptive can be seen that the implementation function of correctional in a correctional institution class IIA Pekanbaru has not done well. Activities that will stand have not been able to touch the convict to be better. In this research known factors that affect the implementation is human resources, budget, infrastructure, cooperation and the convict.Key word : actuating, correctional institution, guidance

Abstract

Occupational health and safety program is one of an important part that should be introduced in project implementation in the field of well service and the warehouse. The risk of an accident and occupational disease often occurred because of human resources who do not implement the occupational helath and safety program well. However this can impact on decreasing productivity level of workers and losses to Company.This research aims to known about the implementation of occupational health and safety program and the factors that affect the implementation OHS program in PT. Bias Nusatama Pekanbaru. This research using methods descriptive qualitative with data collecting technique in the form of an interview, observation and a study literature.Research of the results is the implementation of occupational health and safety program in PT. Bias Nusatama Pekanbaru not run well this is because the disobedience of employees against the rules given and not running of routine procedures and not the achievement of the goal of the program which is zero accident. Factors that affect the implementation of OHS is the minimum of quantity a human resources which owned by the Company and Department of Labor and bureaucratic structure that does not run efficiently by employees in carrying out standart operating procedure (SOP).Keywords : Occupational Health and Safety, Program, Routine Procedure

Abstract

Seberida District Office is a government agency or public organizations in the implementation refers to standardization in the service of showing the duties and functions of each part that is in Head Office Seberida. As a government agency that includes the human resources that employees who work at the institution. Camat Seberida Indragiri Hulu implement development programs work performance of employees. However, if viewed directly in the field then theres also a mismatch with their responsibilities. The work should be completed in a short time could be delayed, employee professionalism in providing services to the community is still poor and own problems that occurred.This study used qualitative research methods to study descriptive data. The concept of using the concept of performance theory. Theory Dwiyanto in Pasolong (2008:203) and Mangkunegara (2010:13). In collecting the data, the researcher used interview, observation, and documentation. By using key informants as a source of information and triangulation techniques for analysis data.These results indicate that the district office employee performance Seberida still not working optimally. Still, there are employees who work not in accordance with its function and follow the vision and mission of the District Seberida. District of Seberida employees also have the ability / level of education that is not in accordance with the job description. Required training for office workers to enhance the performance and capabilities Seberida district office employees to comply with the Mission Vision of the District Seberida.Keyword : Perfomance, Training, Mision Vison

Abstract

Consistency is one of the important key in the process of policyimplementation due to the successful achievement of specified goals withcontinuous action. The problem of street vendors into a phenomenon that is stilldifficult to overcome. In this case the Civil Service Police Unit of Pekanbaruresponsible for regulating street vendors. Lack of resources and supportinginfrastructure of labor, lack of existing regulations and lack of adherence to thelaw society will be a major obstacle in efforts Pekanbaru City municipal police inrunning public order. Basically consistency can be measured by indicators of thestability program, compliance with the program of action has been set, andcommitment. If these indicators are met, then with a good level of consistency thatcan achieve the goals that have been set.The purpose of this study was to determine the consistency of PekanbaruCity Government in maintaining public order, case studies Street Vendors inPekanbaru and also to determine the factors that influence the consistency memPekanbaru City Government in maintaining order umu, especially street vendors.In this study the authors using Snowball Sampling. Data collection techniques inthis study namely through observation, interviews, and documents. Indicators inthis study that affect the consistency of Pekanbaru City Government inmaintaining public order, the case study of street vendors is a personal number,SOP, unfamiliarity will rule society.Results of this study concluded that the Civil Service Police Unit ofPekanbaru has not been consistent in maintaining order five street vendors in thecity of Pekanbaru. This is due to lack of resources, facilities and infrastructurework and public awareness of the regulations that affect the consistency inimplementing the rules that have been set. Through this study the authorsconclude that the Civil Service Police Unit of Pekanbaru has not been consistentin maintaining order five street vendors in the city of Pekanbaru. Abstract

Based on Law No. 39 of 1999 on Human Rights stated that decent housing is a basic right of citizen of Indonesia. Currently in Pekanbaru has a number of houses uninhabitable reach 2120 homes. So the Pekanbaru city government to implement a development program simple house habitable conducted with the pattern of community empowerment.This study aims to determine how the implementation and factors - factors that affect the implementation of the housing development with the pattern of community empowerment in Pekanbaru 2013. This study used a qualitative descriptive approach using purposive sampling method with data collection using interviews, observation, and documentation.Results of this research is the implementation of the Housing Development Patterns Community Empowerment in Pekanbaru City in 2013 has not been entirely successful. Abstract

Based on Government Regulation No. 53 of 2010 Concerning Civil Servant Discipline described in Chapter II Obligations and Prohibition Article 3, paragraph 11, 12 and 17 affirmed that the civil servants, including teachers, are required to come to work and comply with the terms of working hours and the civil service employee shall achieve the goals set forth and obey the rules set by the official authorities. Field observations there are problems in SMK Negeri 1 Tanah Putih among others, the teachers are often not present in the teaching, the teacher was present and did not come home on time for no apparent reason, the class that does not implement the learning process. This study aims to determine labor discipline teacher in SMK Negeri 1 Tanah Putih Rokan Hilir District and the factors that hinder the implementation.The author uses the theory of discipline according to Anwar Prabu Mangkunagara that preventive discipline (attempt to work the discipline) and corrective discipline (implementation of disciplinary sanctions). This study used a qualitative descriptive approach using key informant with data collection using interviews, observation, and documentation.Work Discipline research results Teachers SMK Tanah Putih 1 Rokan Hilir is still not discipline, it is because SMK N 1 Tanah Putih has not been able to exercise the discipline of preventive and corrective discipline optimally.Inhibiting factors in the discipline of teachers, among others: the persistence of negligence on the part of teachers in implementing the obligation of the school, the lack of responsibility of a teacher to his students in the learning process, a lack of supervision and the imposition of sanctions by the school, the salaries are slightly obtained by the highest honor teachers only 1 (one) million. With salaries like that principals can apply less rigor because the discipline does not fit what is acceptable to the responsible work. Still the teachers who do not master science and technology. There is still a lack of facilities and infrastructure SMK Tanah Putih N 1 is of means of information (internet) as well as practice equipment.Keywords : Discipline, Work, Teachers
