Abstract

In general the function ofcommunication is toachieve thesense one to another, to build trust, to coordinateactions, to planstrategies, to perform division of labor, to perform a groupactivity, and to share the same sense. As thecommunication of government bureaucracy tasks are to serve, to regulate, to supervise, and to gain the relationshipbetween the governmentand thesociety, just imaginewhen thegovernment bureaucracydoes notinterpretthe importance ofcommunication, of course,the service process, the regulation, the supervision as well as the relationshipbetween the governmentand the societywill not run. In the end there come problems ofbothtrivialanddue toalack ofcommunicationwithin thegovernment bureaucracy. This makes the changes in the organizational culture in the government on the one hand can improve performance, but on the other hand can also fail if not properly maintained and prepared. However, what to watch is to know when the right time to make a change organizational culture is. The change in organizational culture is required in case if there is an un-avoided development in the environment. On the other hand, the changes become the internal need of the organization; it is perceived as a necessity. It is also required an understanding of how to have proper process to run the organizational change and to know what obstacles might be encountered. Errors can result in the emergence of resistance and failure in the attempt to change the organizational culture.

Abstract

This research is inquiring the relationship between Javanese immigrant and indigenous Lampungese community phenomenon in South Lampung concerning to intercultural communication. This research uses qualitative paradigm (case study) in which in-depth interview, participant observation, documentation studies are used as data compilation method. The data gathered is then analyzed descriptive qualitatively. The research concludes that Javanese immigrants use three strategies in adapting Lampungese : formal adaptation, natural adaptation, and ethnic identity manipulation. Other than expecting being accepted as Lampungese community, Javanese immigrants use manipulation strategy for economic and politic orientation. In the process of adaptation Javanese faces language, psychological and socio cultural barries. In the interaction, every individuality from each ethnic group has his own perspective and different attitude on their existence and relation toward other ethnic group. Some of Javanese and Lampungese perceive  that all ethnic groups are similar and willing to have equivalent relationship, behave openly and having no distance with other ethnic group. Such type of Javanese and Lampungese are called inculusive Javanese and inclusive lampungese. On the other hand, exclusive Javanese and Lampungese are those who think that his own ethnic group is better than the other one and asking for special treatment for that reason. The research also concludes that communication  and interaction dynamics between Javanese and Lampungese is going on circularly in various aspects of life, such as religion, economics, politics and social. The on going communication between the two ethnic groups can be colored by cooperation and competition. Competition is only psychological, it is not resulting conflict. Cooperation is motivated by politics, economics and relegion. For the reason of achieving the same interest, they can break the border of different ethnic group. Javanese and Lampungese ethnic groups in transmigration area in South Lampung are able to manage cultural differences so wisely that they can communicate harmoniously.

Abstract

Penelitian ini dilatarbelakangi oleh semakin banyaknya konflik antarsukudi Indonesia khususnya di Provinsi Lampung. Beberapa diantaranya adalah pembakaran pasar Probolinggo Lampung Timur oleh Suku Bali; pada 29 Desember 2010, Perang Suku Jawa/Bali dengan Suku Lampung berawal dari pencurian ayam; pada September 2011 suku Jawa dengan Suku Lampung; Januari 2012, Sidomulyo Lampung Selatan Bali dengan Suku Lampung; pada Oktober 2012, Sidomulyo Lampung Selatan. Tujuan penelitian ini adalah untuk mengetahui lebih mendalam mengenai bagaimana interaksi antara penduduk suku asli Lampung dengan suku pendatang serta penyebab konflik antarsuku di Kecamatan Sidomulyo Lampung Selatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Dilaksanakan pada Bulan Januari hingga Maret 2014 di Desa Sidowaluyo Kecamatan Sidomulyo Lampung Selatan. Subjek penelitian adalah seluruh warga penduduk di Kelurahan  Sidowaluyo berjumlah 2597 KK, Teknik pengumpulan data menggunakan teknik observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa konflik antar suku yang terjadi di Desa Sidowaluyo Kecamatan Sidomulyo Lampung Selatan disebabkan oleh adanya kesenjangan ekonomi di antara penduduk asli dan pendatang, kenakalan remaja dan prasangka sosial yang negatif dari suatu kelompok terhadap kelompok yang lain.This research is motivated by the increasing number of inter-ethnic conflict in Indonesia, particularly in Lampung province. Some of them are the burning of Probolinggo market in East Lampung by Balinese; in December 29, 2010, a Civil War between Javanese/Balinese with Lampungnese which was originated from stealing chickens; in September 2011 there was a dispute between Javanese with Lampungnese; in January 2012, in Sidomulyo, South Lampung, there was a fight between Balinese with Lampungnese; and in October 2012, in Sidomulyo South Lampung. The purpose of this study is to investigatein depth about the interaction between the indigenous populatio n(Lampungnese) with tribal settlersand the cause of conflicts between tribes in the district of Sidomulyo SouthLampung. This study used a qualitative approach with descriptive method. It was implemented in January to March 2014 in the village of Sidowaluyo of district Sidomulyo, South Lampung. The subject of the research was all members of the population in Sidowaluyo Village which was amounted of 2597 family; the data collection techniques used observation, interviews, and documentati on studies. The results showed that theinter-tribal conflict sthat occurred in the Village of Sidowaluyo, Sidomulyo District, South Lampung was caused by several factors such as the economic gap between natives and immigrants, juvenile delinquency and negative social prejudices of agroup against another group. Intercultural communication activities carried out had not been running maximally and still tended to lead to an attitude of ethnocentrism.

Abstract

Acculturation and assimilation are two very importantconcepts in sociology and anthropology that describecross cultural effects on both minorities as well asmajorities in societies that are multi ethnic and multicultural in nature. There are two different views aboutthe tendencies of acculturation and asimiliasi in thecontext of inter-ethnic interaction. Two trends thatview is constructed two models of ethnic identity,ethnic Exclusive and Inclusive. Exclusive assessethnicity as ethnic tribes should be given priority,assess ethnic inclusive as a rival, and that sometimes,hampering the progress of ethnic for acculturation andassimilation. Because of exclusive ethnic tend to keepa distance, on the contrary, the inclusive one judgehimself has an equal position to the other.

Abstract

Orang Minang di Bandar Lampung memiliki system kekerabatan yang terdapat dalam kehidupan adat masyarakat Minangkabau yang kebanyakan bermukim di Bandar Lampung, dalam kata lain nagari adalah wilayah atau sekumpulan kampung yang dipimpin oleh seorang penghulu atau datuk (Ninik Mamak). Keberadaan negari memang merupakan hal yang penting dalam system masyarakat Minangkabau. Tidak hanya Wali Nagari sosok Ninik Mamak yang tergabung dalam Kerapatan Adat Nagari (KAN) juga sangat berpengaruh bagi keberlangsungan dan juga bagi masyarakat Nagari tersebut. Salah satunya masyarakat Minang di Bandar Lampung yang banyak masyarakat yang masih kental adat istiadatnya dimana masyarakat masih sangat mengikuti ajaran adat yang diberikan oleh petuah adat mereka. Melihat dari hal tersebut penulis juga ingin mengetahui apakah semua kaum atau masyarakat Minang di Bandar Lampung masih berpedoman pada petuah adatnya dalam bidang politik, sosial, ekonomi, hal ini ingin penulis lihat dari fenomena dimana pada masyarakat Minang di Bandar Lampung masih mempertahankan identitasnya. Tujuan tulisan ini ingin mengetahui apakah persamaan identitas ninik mamak dengan anak kemenakannya di Bandar Lampung masih mempertahankan identitasnya. Penelitian ini memberikan pengetahuan kepada masyarakat terkait dinamika identitas masyarakat Minangkabau di Bandar Lampung dan Memberikan informasi adat istiadat dan budaya Minang, dalam hal ini tentang dinamika identitas yang sesungguhnya didalam sebuah perantau.
