Abstract

National and provincial road networks have a major role to provide high accessibility and mobility to all community. Their services both functional and structural, therefore, need to improve continuously. Current figures show that from 2002 to 2003 the length of the road networks increased 8.07%. During these years, it was found that the road investment increased 28.61% and AADT increased 8.80%.  However, it was not followed by the road networks performance, such as the IRI increased 39.5%, the road networks with SDI>50 increased 84.01%, and the road network in bad condition increased 64.92%.  The purpose of this paper is to highlight and review technical aspects of the road networks performance particularly their quality standard achievement. Finally this paper discusses reasons of decreased quality performance of the road networks whilst increased investment and maintenance cost occurred. Abstract

Nowadays, the government plan to develop toll road intercity network, which connect Jakarta and Surabaya city, Either Roadway or toll road that connecting one town to another represent supporting tools towards economic activity. Lacking in road connetion services, can cause high expense economics which finally encumber society as a whole.  In the last decade, government find difficulties to increase road connection service, either from capacities or also from its qualiaty side. Recent years, the maintenance cost allocation seems to short to fulfill the requirement standard of maintenance. Therefore the toll road constructed by private sector should be mobilize as one of the society participation form in the infrastructure development, besides reduce the monetary burden to government. It is need to learn furthermore, whether the toll road construction oppose against the principle of environment conservation. Principles of sustainable development also consider to the economics aspect. Both aspects, economic and environment have to be considered and in line together. In evaluating a big project, there are some method which could direct or indirectly calculate its cost benefit. Its should be recognized whether the toll road construction comply with the financial, economics and social aspects. In the view of economics, toll road construction investment could mobilized a big amount of money and offering many vacancies. While in economics critism which produce a high unemployment, it should stimulate the growth of economics in a broad way. Abstract

ABSTRACK The structure of the city including the variables that affect the city's transportation system. In this case, the structure of the city associated with transport and fuel consumption, which consists of vast areas of administration and woke up, population, population density (net and gross), and GDP (constant and valid). The purpose of this study was to analyze the variable structure of the city, urban transportation systems, and fuel consumption as well as analyzing the relationship between urban transport systems on fuel consumption metropolitan cities, major cities, and towns are in Java. Biplot analysis is descriptive statistical technique multiple dimensions (multivariate) that can be presented visually to present simultaneous observations of n objects and p variables in the space plane (dimension 2), so that the characteristics of variables and object of observation and the relative position between object observations with variables can be analyzed. Biplot analysis results showed that each metropolitan and large cities have different characteristics of urban structure, while the city was relatively similar characteristics. The existence of a positive linear relationship and a very strong connection between population and consumption of premium, that is, the consumption of premium will increase if the population is also increasing. Keywords : City structure, fuel consumption, biplot analysis ABSTRAK Struktur kota termasuk dalam variabel yang mempengaruhi sistem transportasi kota. Dalam hal ini, Struktur kota yang terkait dengan transportasi dan konsumsi bahan bakar, yang terdiri dari luas administrasi daerah dan terbangun, penduduk, kepadatan penduduk (netto dan brutto), dan PDRB (konstan dan berlaku). Tujuan dari penelitian ini adalah untuk menganalisis variabel Struktur kota, sistem transportasi perkotaan, dan konsumsi bahan bakar serta menganalisis hubungan antara sistem transportasi perkotaan terhadap konsumsi bahan bakar kota metropolitan, kota besar, dan kota sedang di Jawa. Analisis Biplot adalah teknik statistika deskriptif dimensi ganda (multivariate) yang dapat disajikan secara visual guna menyajikan secara simultan n obyek pengamatan dan p variabel dalam ruang bidang datar (dimensi 2), sehingga ciri-ciri variabel dan obyek pengamatan serta posisi relatif antar obyek pengamatan dengan variabel dapat dianalisis. Hasil analisa biplot menunjukkan bahwa setiap kota metropolitan dan kota besar memiliki karakteristik Struktur perkotaan yang berbeda, sedangkan kota sedang memiliki karakteristik yang relatif sama. Adanya hubungan linear positif dan sangat kuat antara penduduk dan konsumsi premium, artinya, konsumsi premium akan meningkat jika populasi juga meningkat. Abstract

ABSTRAK Pintu keluar tol Ungaran saat ini masih sering menimbulkan kemacetan. Hal ini disebabkan arus lokal di sekitar jalan tersebut cukup tinggi sehingga menyebabkan jalan lokal dengan kapasitas 9 meter untuk 2 lajur 2 arah tidak lagi mampu menampung arus lalu-lintas pada arus puncak. Penerapan sistem sinyal di simpang Sidomulyo oleh Dinas Perhubungan yang diharapkan mampu mengurangi kemacetan belum menunjukkan perubahan yang signifikan. Berdasarkan fakta tersebut, peneliti bermaksud menyusun program rencana penanggulangan kemacetan pintu keluar tol Ungaran. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kemacetan lalu-lintas di Jalan Letjend Soeprapto Ungaran, sehingga dapat disusun program rencana tindakan yang dapat dilakukan untuk menangani permasalahan kemacetan lalu lintas tersebut. Penelitian ini merujuk pada Manual Kapasitas Jalan Indonesia (MKJI) 1997 dan didasari teori simpang sebidang bersinyal dan teori simpang sebidang tak bersinyal. Penyusunan penelitian dilakukan dengan analisis permasalahan berdasarkan data hasil survai lapangan dan data lalu lintas Dinas Perhubungan, dikombinasikan dengan solusi logis dari tinjauan pustaka yang ada. Berdasarkan hasil analisis, diketahui bahwa penurunan kinerja simpang Sidomulyo Ungaran disebabkan oleh; 1) Peningkatan fungsi Jalan Letjend Soeprapto yang merupakan jalan lokal dan digunakan untuk arus lokal, terbebani oleh arus luar kota sehingga volume kendaraan secara otomatis meningkat, 2) Perkembangan kawasan industri dan perumahan di kota Ungaran, 3) Berdekatan dengan alun-alun yang merupakan pusat aktifitas dan hiburan masyarakat Ungaran dan sekitarnya. Dengan melihat fakta-fakta yang ada, peneliti dapat memberikan program rencana untuk mengatasi permasalahan tersebut dengan membandingkan dua skenario; 1) melakukan pelebaran jalan sepanjang 1,5 meter per ruas dengan cycle time tetap, 2) melakukan pelebaran jalan sepanjang 1,5 meter dengan cycle time dihitung ulang. Dari hasil analisis diketahui bahwa perubahan pengaturan pergerakan dan penyesuaian waktu siklus memberikan suatu peningkatan kinerja terhadap sistem lalu-lintas yang ada di persimpangan Sidomulyo. Pada skenario 1 waktu tunggu lebih banyak (dengan cycle time 100 detik) dibandingkan skenario 2 (dengan cycle time 85 detik). Selain itu dari data rekapitulasi yang diperoleh dapat dilihat bahwa rata-rata DS antara skenario 1 dan skenario 2 tidak jauh beda, akan tetapi skenario 2 memiliki delay yang lebih baik sehingga skenario 2 lebih cocok digunakan dibandingkan dengan skenario 1. This is due to the local flow around the road is high, causing a local road with capacity of 9 meters for two-lane two-way no longer able to accommodate the traffic flow at a peak flow. The application of the signal system at Sidomulyo intersection by the Department of Transportation that expected to be able to reduce congestion has not shown significant changes. Based on these facts, researchers intend to develop a prevention plan program to address the congestion in the toll exit of Ungaran. This study aims to analyze the factors that affect the traffic jam on Letjend Soeprapto Street of Ungaran, so the program can be set up to do an action plan to address the problem of traffic congestion. This study refers to the Manual Kapasitas Jalan Indonesia (MKJI) 1997 and based on signaled plot intersection theory and non-signaled plot intersection theory. Compilation of research carried out by the analysis of problems based on the data from surveys and the traffic data of the Department of Transportation, combined with a logical solution of the existing literature. Based on the analysis, it is known that the performance degradation of Sidomulyo intersection of Ungaran caused by the: 1) function improvement of the Letjend Soeprapto Street which is a local road and used for local stream, burdened by the current out of town so it automatically increases the volume of vehicle, 2) development of industrial zones and residential in Ungaran city, 3) adjacent to the plaza which is the center of activities and entertainment of Ungaran society and its surrounding. By looking at the existing facts, researchers can provide a program plan to address these problems by comparing two scenarios: 1) widening 1.5 meters of road per segment with a fixed cycle time, 2) widening 1.5 meters of road with recalculation of the cycle time. From the analysis can be known that the setting movement changing and adjustment of the cycle time provides a performance improvement against the traffic system on the Sidomulyo intersection. In scenario one more waiting time (with a cycle time of 100 seconds) compared to scenario 2 (with a cycle time of 85 seconds). In addition, the recapitulation of the obtained data shows that the DS average between scenario 1 and scenario 2 is not much different, but the scenario 2 has a better delay so that the second scenario is more suitable compared to the scenario 1. Abstract

Abstrak - Wilayah perkotaan di Semarang cenderung berkembang ke pinggiran kota, hal itu meningkatkan kebutuhan untuk bertransportasi karena pusat kegiatan berada di pusat kota. Seiring dengan meningkatnya kebutuhan bertransportasi ikut meningkat pula kepemilikan kendaraan bermotor, tetapi hal ini tidak diikuti penambahan jaringan jalan dan pelebaran jalan yang memadai sehingga dikhawatirkan akan terjadi kemacetan lalulintas dibanyak ruas jalan di Kota Semarang. Adanya BRT (Bus Rapid Transit) sebagai angkutan umum massal diharapkan dapat mengurangi kemacetan yang timbul akibat perkembangan kota itu sendiri. Bus BRT Trayek Mangkang-Penggaron Koridor I adalah trayek bus besar dengan 33 seat dan dapat menampung ± 80 penumpang yang melayani daerah pemukiman pinggiran kota. Tujuan penelitian ini adalah mengidentifikasi persepsi atau pandangan terhadap kinerja atau pelayanan BRT dari segi pengguna maupun non penggunanya Trayek Mangkang – Penggaron, serta mengevaluasi kinerja pelayanan Koridor I berdasarkan parameter yang telah ditetapkan oleh Pemerintah SK.Dirjen 687 Tahun 2002 yang disebut Standar Pelayanan Minimum. Dari pengamatan yang dilakukan untuk Trayek Mangkang-Penggaron dengan panjang rute ± 30 km nilai Load Factor yang didapat pada hari Senin 45,46% ; Kamis 47,65% ; Minggu 41, 09 % dengan standard SK.Dirjen 687 Tahun 2002 (70-110) %, maka dapat dikatakan bahwa BRT masih kurang optimal dalam melayani pergerakan penumpang. Sedangkan kategori pengguna BRT adalah kelompok pelajar yang belum berpenghasilan dan pegawai swasta, dengan tujuan terbanyak dari Terminal Mangkang sampai Terminal Penggaron. Selain itu headway yang terjadi secara keseluruhan sudah cukup baik memenuhi standard dari SK.Dirjen 687 Tahun 2002. Hasil dari penelitian ini adalah perlu dilakukan perbaikan yaitu mengutamakan ketepatan waktu dan kedisiplinan pegawai untuk melayani kebutuhan masyarakat. Lalu untuk peningkatan kualitas pelayanan, sebaiknya di setiap shelter diberikan petunjuk kedatangan bus seperti Running text yang menunjukkan posisi bus agar pengguna mengerti waktu kedatangan dan Untuk menambah flexibilitas daya jelajah angkutan BRT, sebaiknya untuk pengembangan koridor selanjutnya armada yang digunakan diganti bus sedang, dikarenakan kondisi wilayah jaringan jalan kota Semarang yang ruas jalannya belum begitu besar. Sehingga peran BRT sebagai angkutan umum massal dapat dioperasikan dan digunakan lebih baik oleh pengguna maupun non pengguna yang akan beralih ke BRT nantinya. Along with the increasing needs transportation take ownership of motor vehicles also increased, but this is not followed by the addition of roads and widening of roads so that traffic congestion is feared will happen in many streets in the city of Semarang. The existence of BRT (Bus Rapid Transit) as a mass public transportation is expected to reduce congestion caused by the development of the city itself. BRT Bus Route Corridor I Mangkang- Penggaron is a major bus route with 33 seats and can accommodate ± 80 passengers serving suburban residential area. The purpose of this study is to identify the perceptions or views on the performance or BRT service in terms of users and non users Route Mangkang - Penggaron, and to evaluate the performance of the service corridor I based on parameters set by the Government SK.Dirjen 687 of 2002 called the Minimum Service Standards. From the observations made for the Route Mangkang-Penggaron with ± 30 km long route Load Factor values ​​obtained on Monday: 45.46%, Thursday: 47.65%, Sunday : 41, 09% with a standard SK.Dirjen 687 of 2002 (70 - 110)%, it can be said that the BRT is still less than optimal in serving the movement of passengers. While BRT is a category of users who have income student groups and private employees, with the aim of most of the Terminal Mangkang to Terminal Penggaron. Besides the overall headway going well enough to meet the standard of SK.Dirjen 687 of 2002. The results of this study is necessary to give priority to improving the timeliness and discipline of employees to serve the needs of the community. Then to improve the quality of service, should be given instructions on each arrival of a bus shelter as Running text showing the position of bus arrival time so that users understand and to increase the flexibility of BRT transport cruising, its best to further the development corridor bus fleet is being replaced is used, due to the condition of the Semarang city road network is not very large segment of the course. So the role of BRT as a mass public transport can be operated and used better by the users and non users who would later switch to BRT. Abstract

ABSTRACT Semarang and Surakarta have different characteristic on structure and urban growth. This difference affects on urban public transport service in those cities. Aim of this research is to know the difference characteristic of urban public transport service between Semarang and Surakarta. The analysis method is comparing urban public transport service generally with transportation service and especially with public transport service, those are effectiveness and efficiency. Result of this research can be used for local government as one of the review on making of urban public transport system insight. The result of this research shows that the difference on urban structure of Semarang and Surakarta affect on urban public transport service. The urban structure of Semarang with concentric design and add with its ring radial road network cause almost all of public transport track through the down town area as the centre of all activities, mean while the urban structure of Surakarta with its grid road network tendency to spread the movement into all over the town that cause people activity spread relatively. These circumstances cause urban public transport track also spread all over the town following road network up to its hinterland. Some proposed to ascend urban public transport system service in Semarang needs an evaluation of urban public transport service more efficient with reduce or change public transport moda with that whose have bigger capacity so that can reduce traffic problem in down town area, mean while Surakarta needs to cooperate with its hinterland because almost all of urban public transport that are operating in Surakarta having the beginning and ending terminals outside of its jurisdiction. Abstract

ABSTRACT To determine the fare of city transport, the local government as a regulator has to consider two different interests those are interest of  the operator and interest of  the user. The operator wishes the fare would give high profit, while the user affected wishes the cheapest fare. The factors to the fare rate are vehicle operation cost, and ability to pay of the users. This study is focussed as the discussion of the ability to pay of the users.Two approaches were used to find and the ability to pay of users those are the ability based on user perception (willingness to pay) and ability based on budget allocation for transport (ability to pay).The factors used to determine the Ability To Pay and Willingness To Pay are house size, family income, transportation needs, total transportation cost and trip distance. Data was collected by questioner and interviewing the respondent at four kecamatan i.e. Gayamsari, South Semarang, East Semarang and Central Semarang. It was found the public transport which was dominated by man, of  20 – 50 year old, and elementary education level. Keywords : Willingness to pay, ability to pay

Abstract

The high vehicle passes on Kalibanteng Intersection as one of main road to reach West Semarang area decreasing the traffic performance. One of the strategies to improve the performance is by building a flyover and widening aprroach. The results of the degree of saturation analysis before flyover was build reaches 1,08 on Sudirman Street, 0,92 on Pamularsih Street, 0,71 on Abdulrahman Saleh Street, 0,93 on Siliwangi Street, 1,08 on Bandara Ahmad Yani Street and 0,52 on RE. Martadinata Street. Widening aprroach done by add 2 meters on Siliwangi Street and 4 meters on Sudirman Street. Beside that, also displacing access to Ahmad Yani Airport into Maerokoco. Based on the analysis with widening the aprroach and displacing airport access, road performance is improved, shown by the degree of saturation on Siliwangi Street is less than 0,79, on RE. Martadinata Street less than 0,18, on Sudirman Street less than 0,41, Pamularsih Street less than 0,83 and Abdulrahman Saleh Street less than 0,65. It was concluded that widening the aprroach and displacing airport access produce a better performance than before there is no flyover.

Abstract

The Problems Of Transportation that problem occur all this time was traffic jams. One of the traffic jams have been occur at Profesor Soedarto, SH Street which was caused by the movement of the vehicle turning direcyion and volume and traffic in the street. The movement of the vehicle turning direction was causing delays and queues on the roads. At this study, the analisis was done by using the referance based on the rules of indonesian Highway Capacity Manual and descriptive statistic analysis. The purpose of this study was to identify the level of service roads, identify the characteristics of delay and queue that occur due to variations in the duration of the vehicle turning direction at the and of the median, as well as provide an alternative solution. The method used to improve services an the area of roads is traffic management. The result of this study showed that the level of the service road can’t accomodate the number of vehicles passing on the roads. It can be seen from the degree of saturation (DS) which was more than one. Average delay stopped in the road to reach 10.19 seconds and result in long queues of 22 meters.. Best alternative solution of this study is the road widening.

Abstract

Public Transport is one of the solutions to resolve the traffic in urban area, particularly in Semarang City. Therefore, Semarang City Government provided the public transports in the form of Bus Rapid Transport (BRT) Corridor I (the route of Mangkang – Penggaron) and Corridor II (the route of Ungaran – Terboyo Bus Station). According to the service performance evaluation to BRT Corridor I by Adyan and Salman in 2012, it was found that the Load Factor was 44,73%, and it did not meet the standard of PP.No.41/1993 and SK. Dirjen no.687 stating that the minimum load factor is 70%. Though the service provided was better than other public transportation. Therefore, an evaluation is required to the service performance on BRT Corridor II to determine whether BRT corridor II has the same problem as BRT Corridor I and how the solution to be used as a reference to the next corridor. This research applied the methodology of Dynamic Survey on BRT, Static Survey, Origin Destination Survey and Home Base Survey. Based on the survey and analysis results, it was obtained that the Load Factor by 23.51% is below the standard. In conclusion, the service performance of BRT Corridor I and BRT Corridor II was experiencing the same problem from the aspect of efficiency and effectiveness which is in accordance with the applicable standards but it was found in the field that the load factor was less than 70%. Based on the Home Base Survey, the non-users who are around BRT Route suggested that the manager should be more intensive in socializing BRT to communities and pay attention on the punctuality of BRT travel time. There are still a lot of transport other than BRT operating on the same route, which also resulted in a lack of BRT Load Factor because people tend to choose the transport that can stop anywhere, and it is in contrary with the purpose of the Public Transport. The researcher suggested that BRT and public transports other than BRT are under one management in terms of all the transportations stop in the shelters and have the same service standard. According to survey and analysis, Route from Ungaran to Pemuda and Raden Patah to Ungaran use BRT, whereasPemuda to Terboyo and Terboyo to Raden Patah use feeder transport in other to minimalize cost and make time around become quick, and according to analysis load factor from corridor I and II, prove BRT not too effective presents in Semarang City.
