Rancang Bangun Sistem Informasi Manajemen Kepegawaian dengan Metode the Open Group Architecture Framework (Toga F)

Abstract

The personnel administration process for functional staff follow bureaucratic procedures that is time consuming and often difficult to monitor. Further, the process will be prolonged if the process is handled manually. These conditions are often limit staff managers at unit level, technical implementation unit (UPT), or functional staff who need the information timely in a precise and accurate format. Manual handling cannot support the information speed, because staffs have to manually track file(s) or documents in the chain of bureaucracy that is complex and tedious. Delays in the process of obtaining such information could lead toadverse consequences in financial terms if for instance the termination in functional status and monthly salary occurred. One solution to this problem is to develop an online personnel information system (SIMPEG) to accelerate personnel information services. The Design of the online SIMPEG development utilized the method of open group architecture framework (TOGAF) while the system development implemented prototype method. Further the prototype is tested using developed questionnaires. In general the results of this study contribute to personnel information service acceleration. The promotions process (KP) was accelerated to 66.67% i.e. from 11-12 months to 4-3 months. Personnel time off and personnel reinstated (ABK) also accelerated by 66.67% that is previously taken 5-6 months to 2 months. While the process of scholarship approval was accelerated by 50% compared to the old system which was 3-4 months to 2 months.Keywords: System analysis and design, human resources management information system, enterprisearchitecture, TOGAF.

Abstract

Pendidikan merupakan faktor yang penting dalam memajukan kehidupan setiap bangsa, karena salah satu tujuan pendidikan adalah untuk mencerdaskan kehidupan bangsanya. Untuk membantu mewujudkan tujuan pendidikan tersebut dibuat suatu bentuk kerjasama negara-negara Asia Tenggara yang diberi nama Southeast Asian Ministers of Education Organization (SEAMEO) dalam hal ini Regional Coalition of School on Quality and Equity in Education (RCS-QEE). Untuk mempromosikan adanya SEAMEO RCS-QEE perlu dibuat suatu sistem informasi yang berbasis web. Sistem informasi yang berbasis web SEAMEO RCS-QEE sebenarnya sudah ada tetapi dianggap kurang menarik dari segi interface dan perlu ditambahkan informasi lagi sehingga dilakukan penyempurnaan terhadap sistem yang berbasis web. Sistem informasi yang berbasis web mengalami perubahan dari segi interface dan penambahan menu, diantaranya dengan menambahkan informasi profil sekolah anggota SEAMEO RCS-QEE, informasi jumlah siswa perkelas sekolah anggota SEAMEO RCS-QEE yang ditampilkan dalam bentuk grafik, foto-foto kegiatan SEAMEO RCS-QEE maupun kegiatan sekolah anggota SEAMEO RCS-QEE dalam bentuk gambar, informasi statistik jumlah siswa sekolah dalam kurun waktu tiga tahun dalam bentuk grafik, serta forum komunikasi antar sekolah. Sistem informasi yang berbasis WAP dirancang untuk pengguna telepon selular yang telah memiliki fasilitas WAP dan telah di setting agar dapat melihat profil sekolah anggota SEAMEO RCS-QEE melalui telepon genggam. Penelitian ini menghasilkan penyempurnaan Sistem Informasi Kolaborasi Manajemen Pendidikan berbasis web serta membuat Sistem Informasi Kolaborasi Manajemen berbasis WAP. Melalui kedua sistem informasi tersebut dapat diperoleh informasi mengenai SEAMEO RCS-QEE yang ditampilkan dalam bentuk web serta informasi sekolah anggota SEAMEO RCS-QEE yang ditampilkan dalam bentuk web dan WAP.

Abstract

Penelitian ini dilakukan untuk mengidentifikasi tingkat debit sumber mata air berkualitas. Debit mata air dihitung berdasarkan jumlah tanaman, tingkat air tanah, dan sudut topografi dengan menggunakan metode inferensia fuzzy Sugeno. Untuk memverifikasi analisis dan hasilnya, telah dikembangkan aplikasi yang menggunakan aplikasi APMA-Fuzzy. Data survei lapangan yang digunakan diperoleh dari desa Balumbangjaya dan Situgede. Selanjutnya, data dianalisis dengan menggunakan fungsi keanggotaan fuzzy Sugeno. Aturan fuzzy dibuat dengan bantuan seorang ahli mata air. Konsep aturan adalah bahwa semakin besar nilai masukan, semakin besar pula nilai keluarannya. Analisis canggih dilakukan untuk menentukan akurasi dan reliabilitas metode fuzzy Sugeno yang digunakan dalam aplikasi. Hasilnya adalah bahwa setiap data dari tiga belas data survey lapangan memiliki akurasi lebih dari 50%, sedangkan akurasi rata-ratanya adalah 77,53%. Dengan demikian, aplikasi yang dikembangkan dalam penelitian ini layak dan aturan yang telah dibuat juga terbukti benar.Kata kunci: fungsi keanggotaan, fuzzy Sugeno, mata air, tingkat debit.

Abstract

Information technology application of in libraries functionsin a variety offorms, one of which shaped by the utilization of libraryi nformation system to enablet he processing of data and reports quickly. Therefore the libraryi nformation system is in dispensable in determining business decisions. The development of library information systems are needed to carried out in accordance with the need of the business process. The purposeof this research is developing feature reports SliMS at President University Libraryto meet business process. SLiMS has been chosenasone of the development library information system to creat the enrichment of the report feature.  They are Annual Circulation, Circulation per Capita, Membership Report, Registration as a Percentage of Population, Visitor perYear, Library Visit perCapita, Growing of Collection, with using the method of prototyping model.The Testing sistem results the enrichment of report feature can help to create library report with user friendly dan based on decision making for future library planning at President University Library.Keywords: Management Information System, Reporting SLiMS, Prototyping, University Library.

Abstract

Directory of Indonesianist is one of the reference collections that a library must provide.  Only a few libraries provide it. The second fact is the directory of Indonesianist is an old publication that never has a new version. This directory is printed material and limited edition, it makes the library-user difficult to find the Indonesianist data. Until this time, there is no one of directory of Indonesianist administered online. This research purposed to build an online web based directory of Indonesianist database by using SLiMS Cendana. This research has five steps: (1) preliminary investigation; (2) choosing the sample of Indonesianist data and publication using googlescholar, scholarometer and googlebooks; (3) studying SLiMS, (4) making a prototipe based on study about SLiMS in the previous step; (5) examination of the recall and precision of the "search engine"  of the directory of Indonesianist database that has been created. The making of the application uses prototyping method by modifying SLiMS, the process prototyping using flowchart and data flow diagram (DFD), and the data prototyping using entity relationship diagram (ERD). The Indonesianists data can be presented by name, domicile, social sciences, topics research, areas of research, background of education, research titles, titles of journals, and the office where Indonesianis worked.
