Abstract

Peningkatan kapasitas, distribusi bandwidth dan daya merupakan beberapa isu penting untuk aplikasi local area network (LAN). Saat ini, teknologi fiber optik sudah dapat mendukung jaringan akses dengan kecepatan tinggi untuk layanan multimedia diantaranya teknologi OCDMA dan WDM. Penambahan kapasitas transmisi LAN bisa dilakukan dengan penggabungan sistem transmisi OCDMA dengan WDM. Untuk itu, paper ini mengusulkan konsep dan kinerja dari sistem hybrid OCDMA/WDM. Sistem hybrid OCDMA/WDM ini bertujuan untuk meningkatkan bandwidth dan kemampuan akses serta tingkat keamanan yang tinggi untuk LAN. Selanjutnya kinerja dari sistem OCDMA/WDM dibahas secara teoritis. Kemudian pembuatan simulasi numerik dilakukan untuk mendapatkan karakteristik kinerja sistem hybrid OCDMA/WDM. Hasil simulasi numerik untuk kinerja OCDMA/WDM dibandingkan dengan kinerja OCDMA dan WDM. Dari perbandingan tersebut didapatkan bahwa kinerja OCDMA/WDM lebih baik dibandingkan dengan kinerja OCDMA atau WDM.

Abstract

A study of relationship between state and religion includes three paradigms: integralistic, symbiotic, and secularistic, which are products of legal reasoning to Quranic messages in the context of human history. In the case of Indonesia, it embraces Pancasila, which is neither based on religious nor secular systems. However, muslim communities in Indonesia become political targets due to the factors which include the weakness of Islamic politics that is uprooted from Islamic fundamental values in terms of political aspirations, and the application of western democracy that is not compatible with the traditions and cultures of Indonesia.Kata Kunci: pemikiran Islam, Negara, agama

Abstract

In Islam, marriage is sacred. Thus, the procedures of a marriage and of a divorce are arranged in Islam. One of the Islamic regulations on divorce is  ta’lik talak. Ta’lik talak in Islamic law is a marital contract declared by a husband in marriage through which a divorce will occur when the husband breaks the contract. In the Compilation of Islamic Law in Indonesia, we also find the so-called marital contract that has some similarities and differences from ta’lik talak. Ta’lik talak and marital contract can be done and can be a reason for executing a divorce when it is violated by the husband. However, ta’lik talak cannot be canceled as long as the marriage is intact. This is not the case with the marital contract where it can be canceled based on the agreement of the two (husband and wife), in spite of their intact marriage. Kata Kunci: Ta’lik talak, fikih, perjanjian perkawinan, Kompilasi   Hukum Islam

Abstract

AbstractThis study aims to determine the implementation NOBLE with murabahah financing and rahn in sharia mortgage Dompu according to Islamic law. This legal research using non-doctrinal legal research / sociological qualitative descriptive using legal source of primary, secondary and tertiary in the assessment. The collection uses a variety of materials such legal literature in the form of research literature and interview data dianlisis using logic data reduction, data presentation and conclusion of data. Based on research and discussions with the Implementation of Financing NOBlE murahabah and rahn contract in Shari’ah pawnshop Dompu according to Islamic law, has not been carried out based on the principles of murabaha as regulated in law Number 21 Year 2008 on Islamic Banking and MUI Fatwa No. 4 / DSN-MUI / IV / 2000. In the murabahah should pawnshop Sharia (as seller) was really the owner of the goods (milkut-tamm) or acting as a buyer to a third party after the buyer from the buyer (customer), but that happened this contract done before the goods become the property of pawnshops Sharia. pawnshop Shariah efforts in ensuring NOBlE with murabahah financing and rahn by the rules of Islamic law has not been effective, because the effort is done only based on the requirements and procedures for granting a loan or mortgage financing has been determined by the Shari’ahAbstrakPenelitian ini bertujuan untuk mengetahui pelaksanaan pembiayaan MUlIA dengan akad murabahahdan rahn di pegadaian syariah Dompu menurut Hukum Islam.Penelitian hukum ini menggunakanpenelitian hukum non doktrinal/sosiologis yang bersifat deskriptif kualitatif dengan menggunakansumberhukum primer, sekunder dan tersier dalam pengkajiannya.Adapun pengumpulan berbagai bahanhukum tersebut menggunakan studi literatur berupa data wawancara¸ riset kepustakaan dan dianlisisdengan menggunakan logika reduksi data, penyajian data dan penarikan kesimpulan data.Berdasarkanpenelitian dan pembahasan Pelaksanaan Pembiayaan MUlIA dengan akad murahabah dan rahn diPegadaian Syari’ah Dompu menurut Hukum Islam, belum dilakukan berdasarkan prinsip murabahahsebagaimana yang diatur dalam Undang-Undang Nomor 21 Tahun 2008 tentang Perbankan Syariahdan Fatwa MUI Nomor 4/DSN-MUI/IV/2000. Dalam akadmurabahah  seharusnya pihak PegadaianSyariah (sebagai penjual) bener-bener sebagai pemilik barang (milkut-tamm) atau bertindak sebagaipemesan kepada pihak ketiga setelah ada pemesan dari pembeli (nasabah), akantetapi yang terjadiakad ini dilakukan sebelum barang menjadi milik Pegadaian Syariah. Abstract

Abstract. The development of information and communication technology is growing rapidly, particularly in the transmission of digital information. The process of transmitting digital information through the communication channel will be interferenced by noise, distortion and multipath fading so that the information is likely to experience an error or incorrect detection at the receiver, which can decrease the system performance. This research proposes the design and simulation of encoder-decoder based on the number nine to transmit digital information reliably and precisely. The goal of this research is to design and simulate the encoder decoder as a scheme of error detection and correction and to reduce bit error rate that occurs during the process of transmitting digital information. The research method uses design and computer simulation where the encoder-decoder is modeled mathematically, design is structured and a computer simulation is developed for the performance of encoder-decoder based on the number nine in the transmission of digital information. The result of this research shows that the proposed encoder-decoder can detect the errors transmission and correct the errors at receiver.Keywords: Digital information, encoder-decoder, coding scheme, and transmission information. Abstrak. Perkembangan teknologi komunikasi dan informasi saat ini sangat pesat, khususnya dalam teknologi transmisi informasi digital. Proses transmisi informasi digital melalui kanal komunikasi akan mendapat gangguan seperti noise, distorsi, interferensi dan multipath fading. Sehingga informasi yang dikirim kemungkinan akan terjadi kesalahan atau salah deteksi pada penerima, yang menyebabkan penurunan kinerja dari sistem. Penelitian ini mengusulkan suatu desain dan simulasi encoder-decoder berbasis angka sembilan untuk transmisi informasi digital, yang mampu bekerja secara handal dan tepat. Adapun tujuan penelitian ini adalah untuk merancang dan mensimulasikan encoder-decoder berbasis angka Sembilan sebagai skema deteksi dan koreksi kesalahan serta mengurangi bit error rate yang terjadi pada saat proses transmisi informasi digital. Metode penelitian yang digunakan adalah perancangan dan simulasi komputer, dimana prosesnya adalah pemodelan secara matematis, perancangan encoder-decoder, pembuatan simulasi kinerja encoder-decoder berbasis angka sembilan untuk transmisi informasi digital. Hasil penelitian ini menunjukan bahwa encoder-decoder yang diusulkan dapat mendeteksi kesalahan transmisi dan mengoreksi kesalahan pada penerima.Kata Kunci: Informasi digital, encoder-decoder, pengkodean kanal, transmisi informasi.

Abstract

Propinsi Aceh mengalami banyak ancaman bencana alam seperti gempa bumi dan tsunami pada tahun 2004, banjir yang melanda beberapa daerah kabupaten, gunung merapi dan lain-lain. Bencana-bencana tersebut telah mengakibatkan kerugian yang sangat besar terhadap manusia, lingkungan dan ekonomi di Aceh. Pemeritah Aceh belum punya sistem informasi ancaman alam yang dapat digunakan sebagai tool pendukung keputusan dan untuk meningkatkan kesadaran publik dalam upaya pengurangan dampak dari ancaman tersebut. Oleh karena itu, paper ini mengusulkan desain konseptual dan pembangunan prototipe dari sistem informasi multi ancaman bencana alam (SIMABA) di Aceh. SIMABA merupakan sistem informasi berbasis Web Geographic Information System (GIS) yang mampu menyediakan peta-peta multi ancaman bencana alam sebagai acuan perencanaan pembangunan di Aceh berbasis pengurangan risiko bencana dan juga sebagai wadah disiminasi informasi daerah multi ancaman bencana alam ke publik sebagai isu peringatan dini. Peta multi ancaman bencana alam merupakan suatu proses overlay beberapa informasi ancaman alam yang saling terkait pada daerah tertentu, sehingga penanganan bencana bisa dilakukan secara komprehensif untuk daerah tersebut. Dalam membangun prototipe SIMABA, kebutuhan sistem, desain dan pengujian dibahas dalam paper ini. Hasil dari prototipe SIMABA adalah visualiasi peta multi-ancaman dari beberapa ancaman alam yang ada di Aceh. Terakhir, kesimpulan memberikan beberapa perspektif akan pentingnya sistem informasi ini untuk diimplementasikan di Aceh.

Abstract

The present study was aimed to elucidate the spatial pattern in the beta diversity of marine bentic for Echinoidea and Asteroidea that assemblages the coastal area of Tomia Island, Wakatobi Marine National Park, Indonesia. The two transect lines of 460 and 260 m in length with small quadrats of 1m2 wide were placed at the open and unopen beaches perpendicularly to the coastlines. The important value index and similarity index SI of organisms on these taxa were estimated in each the transect. Echinometra mathaei was the most dominant Echinoidea at open and unpen beaches, while Protoreaster nodusus was the most dominant Asteroidea at both areas. Most of SI values of Echinoidea at open beach were estimated less than 50%, which was lower than SI values that of organisms at unopen beach. On the other hand, most of SI values of Asteroidea at both areas were estimated more than 70% representing high similarity degree of its species composition among sites. The disimilarity index of organisms in the taxa of Echinoidea and Asteroidae was increased significantly as increasing the distance of among stands, which suggested that pettern in beta diversity of these taxa was associated with the spatial heterogenity.

Abstract

Currently, many communication technologies use wireless media because it can provide seamless connectivity and mobile access. In the implementation, wireless communication system faces many challenges, one of them is fading. The effect of fading on a wireless channel will also add power consumption on mobile devices and can reduce the information signal power. However, fading can be overcome by using a cooperative communication system which is a method that utilizes antenna from other users (relays) with the principle of diversity, so the performance of wireless communication system can be improved. This paper proposes power saving on two-way cooperative communication system based on data rate ratio. The method of setting the value of this data rate ratio aims to minimize power consumption in a two-way cooperative communication system, i.e., a full-duplex communication system with quantized and forward (QF) relay protocol. To obtain a minimum power consumption, the ratio of the data rate must be set on the assumption that the value of the transmit power of each source and the relay is equal. The result shows that the system performance is improved, the system SNR value becomes lower, and the power is more efficient by adjusting the ratio of data rate compared to the conventional system without power control.

Abstract

 The purpose of this study was to determine the supervision by the public to the legislative elections in 2014 in Pangkep. This type of research that is qualitative, as well as data collection was performed using observation and interview techniques. The results showed: public scrutiny of legislative elections in 2014, through direct supervision is done by visiting and performing in locations where objects are monitored as: DPT, campaigning, voting and counting; and Direct supervision is not done without visiting the place of work or object of the supervision is to access the documents of the election by the executive committee elections. This is done to create a fair election, clean, honest and democratic.  Tujuan penelitian ini adalah untuk mengetahui pengawasan yang dilakukan oleh masyarakat terhadap pemilihan umum anggota legislatif tahun 2014 di Kabupaten Pangkep. Tipe penelitian yakni kualitatif, serta pengumpulan data dilakukan menggunakan teknik observasi dan wawancara. Hasil penelitian menunjukkan: pengawasan masyarakat terhadap pemilu legislatif 2014, melalui pengawasan langsung dilakukan dengan cara mendatangi dan melakukan pemeriksaan di tempat terdapat objek yang diawasi seperti: DPT, kampanye, pemungutan suara dan perhitungan suara; dan pengawasan tidak Langsung yaitu dilakukan tanpa mendatangi tempat pelaksanaan pekerjaan atau objek yang diawasi yaitu mengakses dokumen-dokumen pelaksanaan pemilu melalui panitia pelaksana pemilu. Hal ini dilakukan untuk menciptakan pemilu yang adil, bersih, jujur dan demokratis.

Abstract

 Penelitian ini mengevaluasi beberapa algoritma rate adaptation untuk mendapatkan algoritma yang paling sesuai digunakan pada jaringan wireless mesh network (WMN). Pada beberapa penelitian terdahulu, evaluasi terhadap algoritma-algoritma rate adaptation masih terbatas pada kinerja algoritma rate adaptation secara umum dan pada jaringan yang sederhana, sedangkan untuk penelitian ini dikhususkan pada kenaikan nilai throughput yang disebabkan oleh penerapan algoritma rate adaptation dan pada jaringan yang lebih kompleks yaitu WMN. Algoritma rate adaptation yang dipilih untuk dievaluasi adalah algoritma-algoritma yang sudah umum digunakan, yaitu algoritma auto rate fallback (ARF), adaptive auto rate fallback (AARF) dan collision aware rate adaptation (CARA). Evaluasi dilakukan melalui serangkaian simulasi menggunakan software NS-3 untuk mengetahui nilai throughput yang dihasilkan oleh masing-masing algoritma pada kondisi jaringan WMN dengan jumlah node yang berbeda-beda. Hasil evaluasi menunjukkan bahwa kinerja algoritma CARA mampu melampaui kinerja dua algoritma lainnya, yaitu ARF dan AARF untuk kondisi jaringan WMN yang kompleks (grid 4x5 dan 5x5).This paper attempts to evaluate some rate adaptation algorithms in order to find the most suitable algorithm to be used in the wireless mesh network (WMN) environment. In some previous researches, the evaluation on these algorithms is still limited on a general rate algorithm performance and in a simple network, while this research was devoted on the increase in throughput value due to the implementation of rate adaptation algorithm and in a more complicated network, WMN. The rate adaptation algorithms evaluated in this research were auto rate fallback (ARF), adaptive auto rate fallback (AARF) and collision aware rate adaptation (CARA), which are the most commonly used algorithm. The evaluation was carried out through a series of simulation using NS-3 software to find out the throughput value resulted by each algorithm.
