Abstract

On-street parking leads to reduced road capacity and decreased traffic performance of the certain road. Therefore, this study was conducted to evaluate the feasibility of on-street parking based on road performance. The study was conducted at Central Business District namely Peunayong, Banda Aceh. Based on the Indonesian Highway Capacity Manual (IHCM) one of the performance parameter values is Degree of Saturation (DS). The data needed for calculation of DS are the geometric conditions, traffic volume and the side frictions. The results indicate that on-street parking facilities on segment 2 of Khairil Anwar Street should be evaluated, as the DS value is greater than 0.75 (unstable road condition), by changing parking patterns into a parallel configuration or eliminating parking facilities. Furthermore, the parking configuration of R.A. Kartini Street also needs to be rearranged. Despite the stable road performance, this road is uncomfortable to pass because there is only one lane remained due to unfeasible parking patterns and existence of street market along the segment. The road performance of Khairil Anwar Street (segment 1), Ahmad Yani Street, W.R Supratman Street, T.P. Polem Street, Twk. Daudsyah Street and Ratu Safiatuddin Street is in stable condition, with DS < 0.75. This indicating that on-street parking facilities can be maintained. While as for the W.R. Supratman and Ahmad Yani Street should be evaluated in year of 2019 to avoid traffic jam along this corridors.

Abstract

Abstract: Consumer seldom redesign their property from developer. Therefor need a study to get dominant factors cause of redesign. The location for this research is Villa Citra and Bumi Permata Lamnyong Residence in Banda Aceh and Aceh Besar. Based on research, the dominant factor cause of redesign in Bumi Permata Lamnyong Residence are house size (type 36 and type 70), “availibility of fund” (type 45 and tipe 50) and need of family (type 130). the dominant factor cause of redesign in Villa Citra residence are need of family ( type 36), amount of room (type 50), house size (type 70) and esthetics factor (type 130).Keywords : Redesign, houseAbstrak: Pembeli (konsumen) rumah sering melakukan perubahan desain rumah yang dibeli dari developer. Untuk itu perlu suatu studi yang bertujuan untuk mencari faktor-faktor dominan yang menjadi penyebab perubahan desain yang sering dilakukan oleh konsumen perumahan. Penelitian dilakukan pada komplek perumahan Villa Citra dan Bumi Permata Lamnyong yang berlokasi di wilayah Banda Aceh dan Aceh Besar. Hasil diperoleh faktor dominan penyebab terjadinya perubahan desain untuk masing-masing tipe rumah pada Perumahan Bumi Permata Lamnyong  adalah perubahan karena ukuran ruang (tipe 36 dan tipe 70), perubahan karena ketersediaan dana (tipe 45 dan tipe50) dan perubahan karena keinginan keluarga (tipe 130). Sedangkan pada Perumahan Villa Citra faktor yang dominan adalah perubahan karena keinginan keluarga (tipe 36), karena jumlah ruang (tipe 50), karena ukuran ruang (tipe 70) dan karenaestetika/keindahan/tampak (tipe 130).Kata kunci : perubahan desain, rumah standar.

Abstract

Abstract: Cost control is one of the important thing in construction project. If the cost of construction is uncontrollable, it will cause cost overrun. Cost overrun can be caused by many factors such as material, man power and heavy equipment cost. This research want to investigate the dominant factor that cause cost overrun. Data was collected by  questionaires that consists of 66 Variables. The variables were divided in 3 phases, 33 variables in planning phase, 23 variables in implementation phase and 2 variables in maintenance phase. Assesment of dominant level on this research were carried out in 5 measurement scale: 1 (very not dominan), 2 (less dominant), 3 (rarely dominant), 4 (dominant)  and 5 (very dominant). The  questionaires were distributed to contractor  grade 5, 6 and 7 that execute the construction project in Aceh. Data analysis were done by calculating the  average value (mean). The results shown that there are 51 variables cause of cost overrun with “dominant”  category  consisting of 13 variables at planning phase, 37 variables at implementation phase and 1 variable at maintenance phase with mean of 3,75 ≥ x ≥ 2,5. While 15 variables is categoried as " less dominant". Further more, this research found that there are additional 18 cost overrun variables beyond the questionaires.Keywords : Construction Project, Cost Overrun, ContractorAbstrak: Pengendalian biaya adalah salah satu hal penting dalam proyek konstruksi. Bila biaya konstruksi ini tidak dapat dikendalikan, maka akan menyebabkan cost overrun atau pembengkakan biaya.  Peningkatan biaya dapat disebabkan oleh banyak faktor seperti biaya material, biaya upah dan biaya peralatan berat yang tidak terkontol. Penelitian ini bermaksud  untuk mengetahui penyebab dominan terjadinya cost overrun. Pengumpulan data dilakukan dengan metode penyebaran kuesioner yang berisi 66 variabel penyebab cost overrun. Variabel-variabel tersebut dibagi dalam 3 tahapan yaitu tahap perencanaan, tahap pelaksanaan dan tahap pemeliharaan. Penilaian dilakukan dalam 5 skala pengukuran dari 1 (sangat tidak dominan) sampai 5 (sangat dominan). Kuesioner diisi oleh perusahaan kontraktor grade 5, 6 dan 7 yang menangani proyek konstruksi di Aceh. Analisa data dilakukan dengan cara mencari nilai rerata (mean). Hasil pengolahan data diperoleh variabel yang “dominan” menjadi penyebab cost overrun sebanyak 51 variabel dengan rincian 13 variabel pada tahap perencanaan, 37 variabel pada tahap pelaksanaan dan 1 variabel pada tahap pemeliharaan dengan nilai mean 3,75 ≥ x  ≥ 2,5. Sedangkan 15 variabel termasuk dalam kategori “cukup dominan”. Lebih lanjut terdapat 18 variabel lain yang menjadi penyebab cost overrun selain variabel yang ada pada kuisioner.Kata kunci : Proyek Konstruksi, Cost Overrun, Kontraktor

Abstract

Due to improper public transport services in Banda Aceh City, most students tend to use motorcycle for daily activity, in particular to school. Those who use public transport are rarely found. As a result, it will contribute to traffic congestion. This study aimed to investigate mode choice model of students to school. The location takes place at Kecamatan Meuraxa, Banda Aceh City, limited to high school students that use motorcycle and public transport to school. Primary data was done by conducting home interview survey. The method used were binomial logit difference and ratio take into account  travel time, cost and waiting time as the independent variables.  The results showed 67% students used motorcycle to school, and those who have SIM C was about 59%. Both models showed, when the cost of both modes are equal, about 50-60% of students used motorcycle to school.

Abstract

The earthquake and tsunami that hit Aceh in December 2004 have come to represent the worst natural disaster in living memory. Post-disaster housing reconstruction was one of the concerns in re-building a better and safer Aceh. The rehabilitation and housing reconstruction works pose an immense challenge because of lack of expertise, resources, and coordination. This research was aimed to evaluate the housing rehabilitation and reconstruction process after one decade. Focus Group Discussion (FGD) was selected as the main data collection technique to achieve comprehensive discussion among all actors involved in the reconstruction process. It was concluded that there are four indicators that poses as strains and support of post-disaster housing rehabilitation and reconstruction process in Aceh. They are (1) housing delivery process, (2) community participation in housing design and supervision, (3) procurement for building materials and skilled labors, and (4) government involvement and policy. Coordination is also a significant factor that was neglected. Suggestions for better future practices are presented, such as ensuring the accuracy of beneficiaries’ data to avoid overlapping; intensifying the role of government at every stage of the reconstruction processes; engaging the community to be actively involved in rehabilitation and reconstruction process.

Abstract

Suzuya Mall Banda Aceh is one of the shopping center in the city of Banda Aceh. This mall is located onJln. Teuku Umar street. Daily activities of community cause the increasing of trip, including the attraction trip to this mall. However, the availabililty of parking space can not be accommodated by the mall, especially during the peak hours. The purpose of this study are to analyze the characteristics, capacity and demand parking of Suzuya mall.The results analysis of this study are showed: for motorcycles, peak hour vehicle arrival is on Saturday 20.00-21.00 pm at 285 veh/h with a volume of 1751 veh/day. The average length of the highest parking on Sundays at 0.96 h/veh. The highest accumulation on Sunday of 219 veh between 16:00-17:00 pm. The highest parking capacity on Thursday by 517 Unit Parking Space.

Abstract

Comprehensive stated preference (SP) experiment was conducted in Jakarta (a capital of Indonesia), where proposal for congestion charge (CC) has been considered as a way to reduce acute traffic congestion. With the government planning a CC scheme, public support is regarded as a prerequisite for its implementation. Therefore, a framework of structural equation model (SEM) is used to search explanatory power for the appropriateness of CC considering unobserved variable (latent variable) from psychometric data obtained from SP questionare.  Causal paths among psychological determinants and their strength are measured and analyzed along with proposal acceptability from a psychological perspective. The findings from analysis with a SEM approach shows that a number of psychological determinants provide an explanation for the acceptability of the proposed scheme. The findings from analysis with a SEM approach shows that a number of psychological determinants provide an explanation for the appropriateness of the proposed scheme. Latent variables representing the validity of the CC scheme, such as ACE, APC and REC appear to have a significant explanation. These emerge as psychological determinants contributing a positive correlation with enhancement of appropriateness CC policy. Empirical result further shows that males have positive scores for the latent variables of car dependency (CDC) and inhibition freedom of movement (IFM). Furthermore, the variable of annual income, it has a positive correlation with recognition of the effects of CC in mitigating congestion and environmental problems (REC), car dependency (CDC) and awareness of the problems of cars in society (APC). This means that respondents with higher incomes are more concerned with the problems manifested by motorization while, on the contrary, the path coefficient between annual income (AI) and car dependency (CDC) has a value of 0.270. This discloses an automobile dependency. These findings should provide insight that designing a more acceptable policy in respecting to the acceptance of public in large.

Abstract

Transportasi merupakan salah satu yang tidak penting dalam menunjang pembangunan. Salah satu prasarana transportasi adalah jaringan jalan. Jaringan jalan ini memiliki peran penting untuk memperlancar distribusi orang dan barang dari satu tempat ketempat lainnya. Hal ini akan mendorong pertumbuhan ekonomi, sosial, budaya dan keamanan nasional serta pemerataan pembangunan. Banda Aceh adalah ibukota Provinsi Aceh yang menjadi pusat berbagai kegiatan seperti perdagangan, pendidikan dan jasa lainnya. Penelitian ini membahas tentang evaluasi Struktur Jaringan Jalan di Kota Banda Aceh. Di Kota Banda Aceh dan Kawasan Sekitar 5 Pusat Kawasan Primer dan 9 Kawasan Sekunder penting. Jaringan Jalan di Kota Banda Aceh terdiri dari 11 ruas jalan Arteri Primer, 12 ruas jalan Kolektor Primer, 4 ruas jalan Arteri Sekunder dan 13 ruas Jalan Kolektor Sekunder. Struktur Jaringan Jalan dapat diumumkan dengan baik, karena semua Pusat Kegiatan Primer Utama dan semua Kawasan Sekunder Utama menyetujui dengan baik oleh Ruas-ruas Jaringan Jalan sesuai dengan Fungsinya.

Abstract

Abstract : Transportation or transport can be defined as a process of movement or displacement of people/goods from one place to another with the intent and purpose, including for education. To fulfill the need of education there is a movement to reach the school or campus based on the level of satisfaction offered by each transportation modes. This study aimed to analyze the characteristics of users, the characteristics of the movement, and the characteristics of the students’ mode of transport facilities to campus between motor cycles and public transport. This research is located at University of Syiah Kuala in Darussalam, Banda Aceh. The method used was interview by distributing questionnaires to students. Data analysis used is descriptive statistics with SPSS.Results from 285  questionnaires, 83% chose motorcycles for their transportation mode to campus, 17% chose public transport. The numbers of students who use motorcycle are 237 students (83% of all respondents), there were 74%  already have SIM C and 25% of them do not have it. Based on the amount of allowances, there were 86% having up Rp. 500.000 and 14% of them having less than Rp. 500,000. Based on the distribution, the student having allowance up Rp.500,000, 72% of them select motorcycles, while the students who choose labi-labi with an allowance of up to Rp.500,000 had the least percentage of 3%.Keywords : students, motorcycles, public transportAbstrak : Transportasi atau pengangkutan dapat di definisikan sebagai suatu proses pergerakan atau perpindahan orang/barang dari suatu tempat ke tempat lain dengan maksud dan tujuan tertentu termasuk dalam hal pendidikan. Dalam pemenuhan kebutuhan akan pendidikanterjadilah suatu pergerakan untuk mencapai sekolah atau kampus berdasarkan tingkat kepuasan yang ditawarkan tiap moda angkutan. Studi ini bertujuan untuk menganalisis karakteristik pengguna, karakteristik pergerakan, dan karakteristik fasilitas moda angkutan mahasiswa menuju kampus antara sepeda motor dan angkutan umum. Lokasi penelitian yaitu Universitas Syiah Kuala yang terletak di kawasan Darussalam, Banda Aceh. Metode yang digunakan adalah metode wawancara dalam bentuk kuisioner yang disebarkan kepada mahasiswa. Analisis data yang digunakan adalah statistik deskriptif dengan bantuan software SPSS. Hasil data kuesioner terhadap 285 sampel diperoleh mahasiswa yang memilih sepeda motor sebesar 83% dan 17% yang memilih angkutan umum. Jumlah mahasiswa yang menggunakan sepeda motor yaitu 237 pelajar (83%) didapat sebanyak 74% mahasiswa sudah memiliki SIM C dan 25% mahasiswa tidak memiliki SIM C. Berdasarkan besarnya uang saku, mahasiswa dengan uang saku > Rp 500.000 sebanyak 86% dan 14% untuk mahasiswa yang memiliki uang saku sampai dengan Rp 500.000. Berdasarkan pendistribusian diketahui mayoritas mahasiswa dengan uang saku > Rp 500.000 memilih sepeda motor sebesar 72%, sedangkan mahasiswa yang memilih labi-labi dengan uang saku sampai dengan Rp 500.000 memiliki persentase terkecil yaitu 3%.Kata kunci : mahasiswa, sepeda motor, angkutan umum

Abstract

Transportasi merupakan salah satu sektor yang mengalami kemerosotan seiring dengan laju pertumbuhan ekonomi masyarakat. Kemampuan masyarakat membeli kendaraan pribadi menjadi penyebab ketergantungan pada moda transportasi pribadi di Banda Aceh. Keterbatasan prasarana jalan dan tingginya permintaan perjalanan menyebabkan kemacetan dan naiknya angka kecelakaan. Strategi handal yang telah berhasil meminimalkan dampak negatif kemacetan adalah perpindahan dari moda transportasi pribadi ke moda umum. Langkah ini telah ditempuh di Jakarta dan dipromosikan/diterapkan di kota-kota lain di Indonesia, termasuk Banda Aceh yaitu Trans Koetaradja (TK). Untuk memastikan kebijakan ini tepat sasaran bagi pengguna/masyarakat maka kajian dari bawah (harapan masyarakat) perlu dilakukan guna menangkap dan merumuskan informasi-informasi penting dari para pengguna Trans Koetaradja. Oleh karena itu penelitian ini bertujuan untuk mengkaji persepsi masyarakat terhadap kebijakan TK dengan studi kasus pada koridor 1 (Pusat Kota – Darussalam). Metode pengambilan data yang digunakan adalah Stated Preference (SP) dengan jumlah 150 responden secara acak bertingkat (stratified random sampling). Kuesioner SP berisikan informasi tentang sosial-ekonomi, perilaku perjalanan, dan persepsi responden. Pemodelan yang digunakan adalah Multiple Indicators Multiple Causes (MIMIC) yang parameter regresinya di kalibrasi menggunakan software Lisrel 9.2. Hasil model empiris menunjukkan bahwa terdapat hubungan kausal yang signifikan antara variabel sosial-ekonomi, perilaku perjalanan terhadap laten determinan akseptasi publik kebijakan TK.
