Abstract

The implementation of the development planning meeting (MUSRENBANG) in each region including the Malang district is often not optimal in the process so that the development development that is expected by the community through musrenbang does not have a good impact and does not give satisfaction to the residents. In the process of the Musrenbang, of course, it cannot be separated from the supervision and escort of the poor district government apparatus to begin with fiscal, program, process, legal and outgoing accountability in its implementation. So that the expectations of researchers through this paper can provide a brief summary of the accountability of the Musrenbang implementation process so far. This type of research uses a qualitative descriptive type of research. The results of this study on the implementation of policy formulation in the musrenbang in the poor district bappeda in the implementation process have been carried out well, directed, integrated and responsive to change, in accordance with what is already in the regent's vision and RPJM. However, this is also related to the supporting and inhibiting factors in the implementation process so far including among others citizen participation and the budget which are often the maximum constraints to the implementation of the musrenbang and insufficient budgets are also obstacles to its implementation.

Abstract

Gallium nitride (GaN) semiconductor thin films have been successfully deposited on Si substrate (004) by sol-gel method. Gel prepared from the crystal gallium-citrate-amines. These crystals formed from a solution containing the ions Ga+3 and citric acid (CA). Gel in place on the substrate and then rotated with a speed of 1100 rpm. The gel layers are obtained and then placed on the programmable furnace. Deposition temperature varied of 800, 900 and 1000oC in a nitrogen gas environment during 2 hour. The crystal quality of GaN thin films have characterized by XRD measurement. The surface morphology and cross section of the films observed by SEM. The film compositions determined by EDX characterization. The results showed that all the GaN thin films on silicon substrate have oriented polycrystalline structure. The crystal quality of GaN film is formed is influenced by the deposition temperature. In a deposition temperature range is used, increasing the deposition temperature can improve the crystal quality of GaN films.   Keywords: GaN Thin Films; Spin-Coating Technique; Silicon Substrate

Abstract

High Glycaemic Food Formula For Under Nourished Children.Background: The reported prevalence of undernounshed children is highly increase since economic crisis. Six months food intervention based on skim milk only improved 65% of the undernourished children. Since gastrointestinal tract of such childrents incapable of digesting high molecular weight of carbohydrate and protein, there is a need to develop an easily digested food formula which has high glycaemic index.Objective: to produce high glycaemic index formula using dextrinized carbohydrate and fermented skim milk that is easily digested for undernourished children.Method: Two groups of subjects, each consists of 34 and 33 undernourished children were given either high glycaemic index formula (test group) or skim milk formula (control group) for 4 months. The food formula compliance, anthropometric measurement, blood and fecal component were analyzed.Results: There were increase in body weight of test group even though not changing their nutritional status based on Z-score. The blood and fecal component data indicated that the high glycaemic formula can be digested well by the undernourished children.Keywords: high glycaemic formula, undernourished

Abstract

Korupsi telah dianggap sebagai hal yang biasa, dengan dalih “sudah sesuai prosedur”. Koruptor tidak lagimemiliki rasa malu dan takut, sebaliknya memamerkan hasil korupsinya secara demonstratif. Perbuatan kejahatankorupsi merupakan pelanggaran terhadap hak-hak social dan hak-hak ekonomi masyarakat, sehingga kejahatankorupsi tidak dapat lagi digolongkan sebagai kejahatan biasa (ordinary crimes) melainkan telah menjadi kejahatanluar biasa (extra- ordinary crimes). Sehingga dalam upaya pemberantasannya tampak masih memerlukanperjuangan berat dan tidak lagi dapat dilakukan “secara biasa”, tetapi dibutuhkan “cara-cara yang luar biasa” (extraordinarycrimes). Dengan adanya tindakan oleh aparat penegak hukum, diharapkan kejahatan korupsi tidak semakinmeluas. Bilamana penegakan hukum kurang baik seperti sekarang ini maka kejahatan semakin berkembang, korupsisemakin marak, kasus suap terjadi dimana-mana, penyalah gunaan narkotika, dan sebagainya hanya dapatdikendalikan dari lembaga pemasyarakatan. Akhirnya, sebaik apapun peraturan perundang-undangan yang ada padaakhirnya tergantung pada aparat penegak hukumnya.Kata-kata Kunci : Korupsi, Pemberantasan Korupsi, Penegakan Hukum

Polysulfone Membrane with UV-Photografting Technique and it Application at Soya Milk Filtration Processing

Abstract

In the separation process of solution containing protein, interaction between membrane surface and protein can cause fouling irreversibely. So, efficiency of filtration process will decline. In this research, to improve the effeciency of filtration was done by modification of membrane using UV-photografting technique. Acrylic acid had been introduced topolysulphone membrane via this technique. The hydrophylic membrane was obtained. The membrane performance was evaluated in soymilk fouling test. The first step of research had obtained PSF membrane optimation about PSF 18%. In second step, the research was focused on the modification and characterization of PSF membrane by UV-Fotografting tehchnique. In this technique, monomer concentration and radiation time was used as variable. As the result, PSF membrane had been modificated succesfully by UV- photografting tehchnique with optimum condition in 15 minutes time radiation and concentration of acrylic acid 5%. Performance of modified membranes (flux and permselectivity) were better than unmodified membranes. The fouling test showed that the modified membranes have reduced fouling degree significantly. Abstract

Aktivitas Gunung Ijen pada bulan Desember 2011 sampai dengan Maret 2012 menarik untuk dikaji karena aktivitas selama bulan tersebut mengalami perubahan status dari kondisi normal menjadi  waspada  kemudian  meningkat  menjadi  siaga.  Tujuan  penelitian  ini  untuk  mengetahui karakteristik gempa vulkanik (tipe A dan tipe B) dan tremor harmonik serta melakukan identifikasi kantong  magma  dan  proses  internal  Gunung  Ijen  terkait  dengan  seismisitasnya.  Analisa  data dilakukan pada data rekaman sesimik dari gempa vulkanik (tipe A dan tipe B) dan tremor harmonik yang didapatkan dari 3 stasiun seismik yaitu Ijen (Ijen), Terowongan Ijen (TRWI) dan Kawah Utara Ijen (KWUI). Sinyal diseleksi berdasarkan waveform dan dianalisis spektralnya untuk mendapatkan kandungan frekuensinya. Analisis hiposenter dilakukan untuk mengetahui kedalaman gempa-gempa vulkanik yang digunakan sebagai dasar identifikasi kantong magma dan proses internal Gunung Ijen. Berdasarkan analisa terhadap data rekaman sinyal seismik didapatkan karakteristik gempa vulkanik dalam (VA) memiliki ciri sinyal dengan amplitude berkisar 5–46 mm, lama gempa berkisar 6–45 detik, kandungan frekuensi berkisar 3,4 Hz dan kedalaman sumber gempa berkisar 2.500 – 4.000 meter dibawah Kawah Ijen. Gempa Vulkanik Dangkal (VB) memiliki ciri sinyal dengan amplitude berkisar 3–46 mm,  lama  gempa  berkisar 5–25 detik,  kandungan frekuensi berkisar 2,6  Hz  dan kedalaman sumber gempa berkisar 0 - 2.500 meter dibawah Kawah Ijen. Untuk Tremor vulkanik kandungan frekuensinya berkisar 0,83 Hz, amplitude berkisar 0,5 – 45 mm dan sumber berada di bawah kawah. Aktivitas Gempa Vulkanik Gunung Ijen mengalami peningkatan tinggi ditandai dengan peningkatan gempa vulkanik dalam (VA) dan gempa vulkanik dangkal (VB) diikuti oleh tremor harmonik  serta  peningkatan  energi  gempa  vulkanik  yang  terkai  dengan  proses  internal  yang merupakan proses pergerakan magma dari dalam bumi menuju permukaan disebabkan oleh adanya kegiatan tektonik disekitar gunung yang menyebabkan adanya suplai magma dari kantong magma dalam yang diperkirakan berada pada kedalaman lebih dari 4000 meter dibawah permukaan laut.

Abstract

More than 60% of students in SMP Negeri 2 Pulosari were not interested in following Civic lesson. This action research is aimed at improving the student’s interest in following the civic lesson. The research was done in two cycles each of which consisted of planning, acting, observing, and reflection. Data was collected through observation, questionnaire, and test. Based on the data analysis it could be concluded that STAD (student team achievement division) was effective in improving students’ activeness; the average of which being 63.33% in cycle 1 and 80% in cycle 2.Key words: improving, interest, Civic, STAD.

Abstract

Understanding the independence proclamation is an abstract thing which most SMP Negeri 2 Polosari student find it difficult to discern. That was the reason behind this classroom action research. The aim was to improve the student understanding of the meaning of independence proclamation for them and to motivate learning. This was done to class VII B, with 34 students. Consisted of four stages (planning, action, observation, and reflection). In the action stage students had to discuss a topic in which photographs of the 64th independence celebration in pemalang was the focus. Data was taken through observation, questionaire and test. The result was that the use of photographs improved students understanding on the meaning of independence proclamation. This was based on the fact that students participation increased from 71,42% in cycle I to 90,47% in cycle II. The result of the questionaire and the observation showed increase in student motivation from 70,35% in cycle I and 79,85% in cycle II. Similiar tendency was also shown the average result of the test which was 66,62 in cycle I and 75,44 in cycle II. This also hapenned to the mastery level which showed increase from 50% in cycle I and 91,18% in cycle II.Key Words: photo’s medium, meaning of the independence proclamation

Abstract

Teknik membran ultrafiltrasi mempunyai peran sangat penting dalam kemajuan industri pangan, misalnya dalam proses pemekatan susu kedelai dari isolat protein kedelai. Material yang dipakai dalam teknik membran ultrafiltrasi pada umumnya bersifat hidrofobik karena tahan terhadap bahan kimia, sifat mekanik yang baik dan mempunyai kestabilan termal yang baik. Pada penelitian ini telah dilakukan pembuatan, karakterisasi dan optimasi membran berdasarkan variasi prosentasi polisulfon dalam membran. Hasil yang diperoleh menunjukan bahwa melalui analisis morfologi, Struktur membran yang diperoleh berbentuk asimetrik, yang memiliki dua lapisan pori yang berbeda. Lapisan kulit yang lebih rapat dibanding sub lapisannya. Hasil uji  fluks air maupun larutan dekstran menunjukan bahwa semakin besar komposisi polimer dalam membran nilai fluksnya semakin turun. Kecenderungan sebaliknya teramati pada hasil uji permselektifitas membran. Nilai MWCO 580 kD dicapai oleh dua jenis membran dengan komposisi polimer 18% dan 20%. Dengan mempertimbangkan dua aspek utama kinerja membran yaitu fluks dan permselektifitas membran, membran dengan komposisi polimer 18% akan dipakai sebagai membran dasar untuk proses modifikasi membran pada tahap selanjutnya dengan teknik UV-fotografting.

Abstract

Analyzes    about    characteristics    of    quotient   functionQ(x) = (1- x)/(l  + x)  have been done, where x was scalarvariable.  The result  of  the  analyzes showed  that  quotient function had inverse character and it can be developedfor two variables of multiplication or more. Application of quotient function   in  electrodynamics for   calculation  of  reflection coefficient on reflection wave on boundary plane producessimpleformulation for  r TE  and r TM.    The result is very useful, because mathematics calculation can be done easily.Keywords: quotientfunction, electrodynamics.
