Abstract

This research aims to describe of process or mechanism and formulation model of RencanaPembangunan Jangka Menengah Desa (RPJMDes) Buluh Cina 2011-2015. This research is descriptivetype with used qualitative method. The data on this research obtained are depth interview with informanand documentation study. From this research obtained result that on formulation Rencana PembangunanDesa (RPJMDes) Buluh Cina 2011-2015 pass through Musrenbangdes. Abstract

This research purpose to analize roles and relation form between Village Head and BadanPermusyawaratan Desa (BPD) Buluh Cina Village on making decision expecially Village regulation. Thisresearch is case sudy with qualitative method. The data in this research collected with observation, depthinterview and documentation study. Based the research show that Village head and BadanPermusyawaratan Desa (BPD) have a role in active on making Village regulation. Abstract

This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. Abstract

This study wants to investigate and analyze the implementation of Withholding Tax on Land and Building sector in Rural and Urban In Sub Medang Kampai Dumai (Comparative Study Before And After Management of the Autonomous Year 2012-2013).And the purpose of this study was to determine the implementation of land and building tax collection sector in Rural and Urban District of Medang Kampai Dumai before and after managed autonomously Year 2012-2013 and to know what are the factors that affect not optimal for collection of the Property Tax Sector in Rural and Urban District of Medang Kampai Dumai after managed autonomously .This study uses qualitative research methods to include an assessment of descriptive data . Intake of informants in this study was purposive sampling that data source retrieval techniques with particular consideration , particular consideration is the person who is considered the most out of what we expect or as a ruler that will allow researchers to explore the object / social situation under study .Based on the research that has been done is used the theory of regional autonomy . Researchers concluded Implementation of Tax Collection Earth And Building sector in Rural and Urban District of Kampai Medang Dumai (Comparative Studies Before and After Managed Autonomous Year 2012-2013) have not worked well because it has been a decline in realized PBB - P2 after managed by region. Still there are constraints faced by the City of Dumai are problems associated with the ability of local government officials , taxpayers awareness is still low and Updates Database Systems passive .Keywords: Autonomy, Tax Management of Land and Building Rural and Urban

Abstract

Supervision is very important in all work, what else in the government, lack of supervision is a phenomenon that is polemical and losses for various parties, this phenomenon also occurred in the village of Bandur picak Koto Kampar District of Hulu Kampar, where BPD Monitoring of Implementation Regulation of the Village About APBDes less maximum due to the realization of village finances has not been running well and there are many community organizations that have not received funding because the funding provided is not sufficient. The authors wanted to examine further on the Control of Village Consultative Body of Implementation Regulation of the Village About Budget village Village In the village of Koto Kampar District of Bandur picak Hulu Kampar Regency in 2012.The purpose of this study was to determine the performance of BPD in carrying out surveillance of Village Regulations About APBDes and determine the factors inhibiting the performance of BPD. The method used is descriptive qualitative. Informants in this study is the Head Koto Kampar Hulu, picak Bandur village chief, village secretary, BPD Chairman, Vice-Chairman of the BPD, Desa Bandur picak Kaur, Chief LPM, Kadus, Ninik Mamak and picak Bandur Village Society, the Data Collection Techniques Interviews to find out the extent to which the BPD Supervision Regulations village, qualitative data analysis technique that is performed on the data, in this case the qualitative data in the form of information, a description in the form of prose language other then associated with the data to gain clarity on the truth.Results from this study, the Village Consultative Monitoring Regulatory Agency Village About Budget Village in the Village Bandur picak already implemented properly and in accordance with existing regulations, only lack of education BPD, BPD lack of understanding of the duties and functions, lack of facilities and lack of Inhibiting factors form the village fund BPD in carrying out their duties, as well as other factors, such as mental attitude, and indigenous factors / kinship that exist.Keywords: Monitoring, BPD, Village Regulati

Abstract

To protect the public interest in sectors of industry and trade is necessary to guarantee the correctness of measurement as well as their order and legal certainty in the use of units of measure, unit standards, measurement methods of measuring tools, measure, weigh and equipment (UTTP). To the Regional Government of Riau Province Riau Provincial Regulation imposes No. 2 of 2011 on Service Fees Tera / Tera Repeat with the aim of improving regional levies by as many people in the truth and protect the measuring instrument, measure, scales, and equipment, provide consumer protection, improve the smooth trade and realizing healthy competition.The purpose of this research is to provide an overview of Policy Impact Tera / Tera Repeat in Riau province, especially in Pekanbaru. To achieve the objectives of this study, the type of research is qualitative descriptive that is to give a clear picture of the issues under study, interpret and explain the data systematically. The research approach is qualitative, by interviewing the informant that contains questions related to this study.The results showed that the policy applies Riau Provincial Regulation No. 2 of 2011 on Service Fees Tera / Tera Repeat, is to provide protection to the people in terms of their correctness measuring instrument, measure, weigh, and equipment (UTTP), and collect fees with a maximum the amount to increase the regional revenue (PAD). An implementation of Tera Policies / Tera Repeat is not optimal due to limited calibration expert, inadequate technical equipment, and the geographic location makes the implementation of Tera / Tera Repeat has not run optimally.Keywords: Impact, Tera Policies/Tera Repeat

Abstract

In the current era of village autonomy, PADesa an important benchmark for the villages ability to organize and menujudkan village autonomy, also reflects the independence of a village because PADesa is a source of pure acceptance of the village. However, if walking is not optimal PADesa it will be difficult for the village to carry out the process of governance and development independently, without the support of other parties. This occurred in the village of Batang Batindih in optimizing its income receipts. Especially PADesa sourced from Land Kas village, so the village was not optimal in receiving the income generated from the land of the village of Kas. The purpose of this study was to determine the constraints and efforts in optimizing the village of Batang Batindih Pades sourced from Cash Land Village.The theory used in this research is autonomy village, Policies, and Institutions. The method used in this study is a qualitative approach. The technique used for collecting data are observation, interview, and documentation, then analyzed using descriptive analysis method. Source interviews in this study came from informants by using purposive sampling technique Informanyaitu parties know the constraints and the village of Batang Batindih efforts in optimizing the potential of the ground the village treasury.Results from this study indicate that the village of Batang Batindih has a huge potential source of income for villagers who came from the village of Kas Land. Constraints in optimizing cash income rural land in the village of Batang Batindih form; Village Regulation (Perdes) which has not been ratified, Perdes here synchronizes with the theory of Village Autonomy. The main key of Village Autonomy participation, proactive and community initiative and self-reliance. Implementation of institutional authority have not been up that includes; Low competence village government officials, as well as the level of public education is still low. Authority here synchronize with the policy theory. There are several characteristics of policies, namely; there must be tujuanya policy, the policy does not stand alone, the policy is what the government and the policy should be based on the law. Institutional capacity is not maximized village which includes; lack of capacity, initiative, creativity and tenggung responsible for the ground the village treasury. Here institutional synchronizes with institutional theory There are five (5) opinion regarding the institutional system; communications systems, economic systems, the system agreement,the system of authority and power sharing and ritual system to maintain social ties that ada.Sedangkan efforts to address these obstacles in the form; Increase community participation in the form; deliberation, rapat.partisipasi is associated with the theory of village autonomy. Enhance Institutional Capacity in the form of village government; Training, discussion. Institutional is associated with institutional theory. And empower communities to participate in the Cash Land Village. Empower is associated with the policy theory.Keywords: ground the village treasury, revenue village.

Abstract

In this study can be found some of the impact of the conflict between labor and management PT.Duta Palma Nusantara Benai District of Kuantan District Singingi than in 2011-2014, namely, theGovernment tried to mediate the two sides but PT. Duta Palma never ignore what the Government, LocalGovernment several times to try to mediate again, but failed because the PT. Duta Palma did not come in theinvitation, PT. Duta Palma has negotiate it conflicts with other labor representatives, but the results are alsoworkers demands were not met.This study uses a qualitative method with descriptive data assessment. In collecting the data theresearcher used interview, observation and documentation. By using key informants as sources of information.The results showed that on the Role of Government in Industrial Relations Conflict Resolution at PT.Duta Palma Nusantara is bipartite settlement which biparit settlement or by consensus have been conductedand the agreement has been designed to be but one of the negotiating parties do not meet the demands thathave been agreed upon. Mediation has been done by the parties concerned with the involvement ofgovernment as penengahnya all the problems have been submitted and obtained a decision to meet thedemands of both parties desired. The Government has given a pleasant decision for both parties but as aresult of the settlement made by the company does not provide information to workers that demands that theworkers agreed. The workers do a submission to court for the settlement of the conflict with the results of thecompany will fulfill our demands, with the settlement we submitted to court we will get a win and demandsthat we wanted.Keywords : Conflict Resolution, Industrial Relations, The Role of Government

Abstract

The background of this study by no completion of the construction of roads in the village to the village Melai Kedabu Rapat Meeting. The second village is an outlying village Government Kepulauan Meranti, so the road construction affects the lives of border communities. Development Planning Meeting Melai Kedabu Rapat already started in 2000, when the Government Bengkalis, however the project is dormant and unresolved. Meranti Islands District began planning the construction in 2013 until today the project has not been resolved The purpose of this study to determine function Meranti Islands District Government in the construction of the road.The method used is qualitative research. Qualitative research can be regarded as the research that produced the data descriptive of the words spoken and written san behavior that can be observed from the people studied. In the research problems using the theory of functions of government and local government management.Based on the analysis the authors of the roads in the village Melai, are not optimal Local Government in carrying out its functions, it can be seen from the Regional Government management is not maximized in the implementation of the road. Abstract

The purpose of this thesis is to find out the effectiveness of family card service, identity card/electronic identity card and birth, certificate at Rimba Melintang districk, and to find out the influencing factors of the effectiveness of family card service, identity card/ electronic identity card and birth certificate at Rimba Melintang district. Academic side hopes the public administration getting the benefit. In development side. This research used field research methodology giling description about the effectiveness of family card service, Electronic identity card and birth certificate at Rimba Melintang district of Rokan Hilir regency. The data collecting technigue used observation technigue, interview and guestionnaire by choosing informan which technically and functionally in giling service to the society. The data analysis technigue is gualitative and support by guantitative data.From this research describe that the service implementation expecially in society administration and civil registration done as the mechanism and the rule, by using some service indicators as simplicity. The Clarity and Certain ty for procedure and fee. The safety and comfortness intrastructure The ease of getting information and the role of service. The economy fee of family card service, Electronic identity card and birth certificate is in category of Rp.10.000 - Rp.15.000, the balance justice, the puctuality is in category of 1-2 days and the efficiency is in right category. The influencing factors are, 1) official resource, 2) infrastructure, 3) society awarness.Key Words : Effectiveness, Public Services
