Abstract

Aceh province heavily relies on the road transportation to support its economic development. Freight movement carried out by land transport (mostly on road) is more than 95% in this province. This condition is even worsened by trucks which tend to carry overload. This study is conducted to evaluate pavement performance in the east corridor of roads in the Aceh Province caused by overloading trucks, using the AASHTO method. The pavement preservation cost analysis is based on the pavement design life of 10 years. The results show that the preservation costs for 2-axle colt truck is Rp. Rp. 847/ton-km, for 2-axle engkel truck is Rp. 1,377/ton-km, for 3-axle tronton truck is Rp. 789/ton-km, and for 3-axle intercooler truck is Rp. 1,086/ton-km.Keywords: Aceh, preservation, performance, damage, highway.

Abstract

Determination of road maintenance involves complex multi-criteria in decision making process. Analytical Hierarchy Process (AHP) method has been used to determine the weight of criteria in evaluating the road maintenance priority. In this study, the priority decisions for maintaining collector roads in Banda Aceh city were determined using the AHP method. The objective of this study is to describe the decision making process in determining the road maintenance handling priority accurately involving the key persons. There are 4 (four) criteria used, namely road condition, traffic volume, policy, and land use factors. The results showed that the highest criteria weight was achieved by road condition with a score of 0,454, followed by traffic volume (0.255) and land use (0.158), respectively. Surprisingly, the lowest score was obtained by policy factor. It was really beyond expectation since road maintenance priorities were usually relied on the government policy. The results indicated that road condition and traffic volume were the main factors in determining the road maintenance priorities.Keywords: road handling priority, road condition, traffic volume, AHP method

Abstract

More than 95% of freight movement in the Province of Aceh is done by the road mode. As most of the land in the province is surrounded by sea, the freight movement could have been done by sea transportation. Railway was already in the Province of Aceh long time ago, it began to operate in 1906, but the operation was closed in 1982. The Central Government and the Aceh Provincial Government want to revitalize the railway and there is also a plan to build a new Jalan Raya from Banda Aceh to North Sumatra border. However, there is a constraint in the costs of building these infrastructures so that multimodal and intermodal transportation can not take place. As a result, road transportation remains to be a major transport choice and this condition is even worse with vehicles on the road also tend to carry overload. This study was conducted in connection with the overload effect of the freight transport using trucks and how these trucks cause road deterioration and increase road maintenance costs in the Province of Aceh. The results suggest that multimodal/intermodal freight transportation, specifically road and railroad combined transport, could provide more efficient freight transport and, most likely, is the best option for the province.Keywords: freight transportation, multimodal/intermodal transportation, overload

Abstract

More than 90% of freight movement in Indonesia is carried out by land transportation (mostly highway mode). Meanwhile most nation land is surrounded by water, in which the movement could have been carried out by sea transportation. There are rail network in Java Island and some parts of Sumatera Island where multimodal/inter-modality system can be applied. However, lack of sea and rail transportation infrastructure and management makes highway mode the main choice among other transportation modes. This study investigated the impact of overloading trucks in the freight transportation system in Indonesia, because the government still allows trucks to carry up to 50% of the normal maximum load. This policy has greatinfluence on road deterioration, creating the vehicle damage factor approximately 5 times higher than that of the normal one. This overloading has a big impact on the maintenance of the road and will increase themaintenance budget.

Abstract

Pedestrian bridges are provided by the government to make it easier for pedestrians to cross over crowded roads. The phenomenon that occurs under the mind is used for motor crossings. Prepare the purpose of this study to determine the types of socio-economic communities for crossings in Banda Aceh City. The data retrieval method used was Stated Preference (SP) with 180 respondents taken randomly stratified (random sampling) with target of user and society respondents around pedestrian bridge. Processing and data analysis using descriptive statistics. The results of descriptive analysis of socio-economic characteristics of the public’s on the effectiveness of pedestrian bridges, the most dominant cause is the majority of male gender, aged 20-29 years old, primary, junior and senior high school, civil servant, private employee, self-employed, student, monthly income below 2 million rupiah, travel purpose for work / office, sales, cargo / freight, trader, school / college / study. Judging from the government policy in the application of pedestrian bridges, the result is that most people agree with the implementation of the pedestrian bridge in Banda Aceh City, and most respondents have also used pedestrian bridges to cross the road to the destination.

Abstract

Flexible Pavement often experience an early collapse resulting from high temperatures and heavy loads in the field. One way to overcome the damage, by using added materials to modify the asphalt. In this study the added ingredients used were Buton Granular Asphalt (BGA) as an asphalt and aggregate substitution on AC-WC mixture and utilization of ash waste of palm kernel shell (APKS) as filler substitution material. The purpose of this research is to know the comparison of AC-WC mixture’s characteristics with and without BGA and APKS as substitution materials. The first step of this research was to examine the physical properties of bitumen and aggregate, then made the specimens for determination of Optimum Asphalt Content (OAC) either without or with variations of BGA percentage of 4%, 6% and 8%. After OAC using the BGA acquired then OAC were varied to OAC-0,5; OAC and OAC+0,5 for subsequent test specimens with APKS filler and portland cement respectively 50% of total filler’s weight by Marshall method. Based on the result of this research, OAC value obtained in the mixture without BGA and APKS was 5,31%, whileeffective asphalt content value with BGA and APKS substitution obtained at 6,54% atlevel of 8% BGA. The Marshall’scharacteristic values using APKS and BGA tended to be better than those without BGA and APKS. Stability value of asphalt mixture without substitution was 1,602.84 kg while using BGA and APKS was 2,223.93 kg. Value of density, flow and VFA increased with increasing asphalt content in the mixture, while VIM, VMA and MQ value decreased. The durability value of AC-WC mixture with effective BGA was 95.90%, while the durability value without BGA and APKS was 92.76%. Durability value without and with substitution of BGA and APKS hadfulfilled requirement that was >90%.
