Abstract

Credit aid programs can be used as a mean to improve the contribution of fishery sector. The impact of such credit on traditional fisheries was determined on the fishery productivity and their traditional fisherman income in Sulawesi Tengah Province.  The research result showed that the credit was needed as an additional capital for the fishery sustainability.  With such credit, the productivity of the fisheries increased as shown by sufficiently high incremental benefit which the fishermen achieved.  The credit also affected the fisherman household in making decision related to such economic behaviors as productivity activities, working time, income and expenditure.  Thus these behaviors were analyzed using an econometric approach with a simultaneous equation.   Key words: tradisional fisheries, household economics behavior, credit, policy of developing fishery catch

Abstract

This article reported risk preferences and the consequences on tobacco farming in Pamekasan.  Frontier production function model with heteroskedastic error structure estimated by maximume likelihood estimation developed by Kumbhakar  was adopted to  analyze the goals.  This model can capture the effect of risk preference on input allocation, inefficiency and productivity.  Four hundred fifty samples were drawn by cluster sampling method.  The results show that risk preferences were not depended on agroecosystem and farming system, but they were determined by farm size.  Most of the farmers prefered to avoid production risk.  The consequences were input allocation under optimum condition, technical and allocative efficiencies at a low level, and depleted productivity.   Key words: productivity, production risk, risk preference, inefficiency

Abstract

The purposes of this research were, (1) to analyze fiscal policy impact on food security performance and (2) to determine strategic policy on food security in North Sumatera Province.  Model of fiscal policy in North Sumatera Province which was built with the dynamic simultaneous equations system and used 2SLS with SYSLIN and SIMNLIN procedures.  In this study we also used pooled data in 1990-2007 period.  The results of this study showed that (1) factors of  fiscal performance in North Sumatera, i.e. local tax and tax sharing were influenced by local GDP positively, otherwise general alocation funds and local retribution were not  influenced by local GDP; (2) during fiscal policy, food security performance increased, which was interpreted with increasing on live expectation age, decreasing infant mortality number, and malnutrition number; (3) in simulation section, decreasing of illiteracy and health expenditure gave better impact on food security and also increasing local GDP than other simulation.  Fiscal policy, especially in health and education sector, will stimulate quality social life in the future.   Key words: local fiscal policy, food security, simultaneous equations

Abstract

Household  farmers have allocated the family labour resources to their cattle farming that contribute to farmers’ income generation and distributed to their household expenditures.  Household farmers face the transaction cost during the production process.  The highest transaction cost, the least income allocation. The objectives of the study were (1) to develop household  economy model in the corn-cattle farming system include transaction cost and (2) to analyze factors influencing the input use, output, income generation and expenditures of household farmers.  A survey was used to gather and collect information of 194 household farmers that sampling by simple random.  Simultaneous equations model with to SLS method was used to estimate the parameter.  The result showed that household economy model could describe promptly the impact of transaction cost.  The transaction cost significantly affected the farmers behavior on production decision, the use of production input and family labor as well as consumption expenditures.  A change on the policy of increasing output price, transaction costs of the cattle intermediaries and corn transport cost have affected the farmer’s household economic performances.   Key words: transaction cost, household economics, corn-cattle farming systems

Abstract

The increasing consumption of fossil fuels and the limitation of its availability are twomajor causes of the fluctuating trends of fossil fuels prices. They are also believed tohave created instability of certain feedstock prices since alternative energy used as thesubstitution of fossil fuels is based on this feedstock as well. This research is aimed onreviewing the correlation between the dynamic movement of the prices of crude palmoil (CPO) which is used in the production of biodiesel and the government policy ondeveloping renewable fuels using dynamics system approach. In particular, this researchwill examine whether policy to try increase CPO export tax to 20 % and to allocate 50%of CPO production for domestic need will influence the effort of fullfilling mandatorytarget for biodiesel to contribute at least 5% of the total national energy consumption by2025 and CPO prices trends.Keyword: dynamics system, CPO, biodiesel, fossil fuel

Abstract

Production inefficiency usually is analyzed by using two efficiency approaches, technical and allocative efficiency. This study performs direct calculations of the technical efficiency of rice farming in Java by using the stochastic frontier and inefficiency that influence on a model. The data consisted of the 2007 Patanas Data released by the Center for Socio Economic and Agricultural Policy, Agricultural Research and Development Agency, Ministry of Agriculture, conducted in three provinces of West Java, Central Java and East Java that are implemented in several major rice producing districts. The result of this study indicated that the production of paddy rice field in West Java, Central Java and East Java where positively influenced by the extensive paddy fields, the number of seeds used, urea fertilizer and ZA, TSP, KCL and NPK fertilizers as well as the number of labors family and non family. Accessibility factors on education, credit and extension service where significantly affected upon the inefficiency of in the province of West Java, Central Java and East Java.

Abstract

The partnership between Gapoktan Rukun Tani and vegetable farmers in Bogor was designed to facilitate farmers in overcoming  the limitations of production inputs, capital, and market certainty. This study compares a one year production and income of vegetables farmers who participate in the partnership to the non participated vegetables farmers in Bogor. Income analysis and R/C ratio analysis show that the partnership has no influence in increasing the farm production and income. In term of average production, income and R/C ratio, the partnership farmer was lower than that of non partnership farmer (0,96%, 0,97%, and 1,03 lower consecutively). However, the partnership farming increases the bargaining power of farmers by getting higher price and market certainty. Another advantage of paticipating in the partnership is higher access to both capital credit and production input.

Abstract

This research  compared rubber quality between smallholder rubber farmers in rubber development program village and non-program village. The objectives of the research were to identify cause of low-quality rubber, identify farmer’s efforts to increase rubber quality, to describe and to test relationship between  socioeconomic characteristics of the farmers, technical factors, and rubber quality among them, and to analyze farmer benefit after use of rubber quality technology. Data for the research were generated from 64 respondents randomly from three villages. Descriptive statistics, qualitative analysis, binary logistic regression model, and partial budgets analysis were used in analysing the data. The result of analysis showed that farmers in program village produced lower grade rubber (average 6.13) than farmers in non-program village (average 6.98). The identification result suggest that the causes of low-quality rubber were the use of coagulant other than formic acid, use of additive coagulant and existence of contaminants in coagulump. The empirical result revealed that majority of farmers did efforts to increase rubber quality such as cleaning of collecting pans periodic, keeping of coagulump from contaminants, but just minority of farmer used trained tappers, cleaning of collecting cups before tapping, dissociating types of coagulump and there were no farmers using of formic acid as coagulant. The qualitative analysis and binary logistic regression model indicated relationship between education, family size, membership of farmer institution, participation in social activities and rubber quality at 20% probability level. The partial budgets analysis proved that use of formic acid as coagulant was profitable in program village and non-program village.
