Abstract

Abstract: The purpose of this study was to describe students attitudes toward the science of students of class XI Alfath SMA IT Al-Fityah Pekanbaru with the implementation of learning cycle 5e model assisted concept maps on dynamic fluid materials. The research form was Pre-Experimental Design (pre-test and post-test group. The subject of this study was 20 students of class XI Alfath. A questionnaire of students attitudes toward the science was given to the students before and after learning as the instrument in collecting the data. Data were analysed using descriptive analysis. The result of the research showed that the students attitude toward science was in the high category before (pre-test) and after learning (post-test). In line with that, the students attitude toward the science was also increased by the implementation of 5e learning cycle concept map model. Thus, it can be concluded that the implementation of 5e learning cycle assisted concept map model can improve students attitudes toward science in Physics learning on dynamic fluid material in SMA IT Al-Fityah Pekanbaru.Keywords: Learning Cycle 5e Assisted Concept Maps Model, Student’s Attitudes toScience.

Abstract

Penelitian ini berjudul “Kemandegan Hak Inisiatif DPRD Kota Palangka Raya” (Analisis tahun 2004 – 2006). Adapun yang menjadi latar belakang dari penelitian ini adalah semenjak DPRD pertama terbentuk sampai sekarang DPRD Kota Palangka Raya tidak pernah mengajukan hak inisiatif kepada eksekutif, padahal hak inisiatif ini sangat penting karena melalui hak inisiatif ini DPRD dapat memperjuangkan aspirasi masyarakat yang diwakilinya. Pada kenyataannya DPRD Kota Palangka Raya hanya menunggu Rancangan Peraturan Daerah dari eksekutif, sehingga tidak berlebihan jika DPRD Kota Palangka Raya masih disebut sebagai “Tukang Stempel” atau “Lembaga Stempel” dari keinginan eksekutif.Penelitian ini dilakukan terhadap DPRD hasil pemilu tahun 2004 dengan alasan bahwa  DPRD hasil pemilu tahun 2004  dipilih oleh masyarakat secara langsung sehingga orang-orang yang duduk pada lembaga DPRD ini sudah sesuai dengan keinginan masyarakat, disamping itu juga anggota DPRD Kota Palangka Raya tahun 2004 adalah mayoritas sarjana.Beranjak dari latar belakang di atas, maka yang menjadi permasalahan dalam penelitian  ini adalah sebagai berikut : 1) Mengapa DPRDKotaPalangka Raya belum dapat mengimplementasikan hak inisiatifnya ; dan 2) Apa solusi yang harus ditempuh oleh DPRDKotaPalangka Raya agar dapat mengimplementasikan hak inisiatif.Jenis penelitian yang digunakan adalah normatif empiris,  dalam hal ini penulis  meneliti perundang-undangan dan penerapannya di lapangan dengan mengambil sumber data dari bahan hukum primer, sekunder dan tersier. Teknik pengumpulan data adalah dengan wawancara, angket dan dokumentasi. Metode pendekatan yang dipakai adalah penelitian hukum normatif dengan metode pendekatan teorites, yuridis dan politis.Setelah dilakukan analisis akhirnya penulis menemukan beberapa sebab sehingga hak inisiatif DPRD Kota Palangka Raya mengalami kemandegan, yaitu kendala internal dan kendala eksternal. Kendala internal, Yaitu : 1) Pemahaman anggota DPRD Kota Palangka Raya tentang Legal Drafting masih rendah, hal ini disebabkan oleh lemahnya seleksi caleg oleh parpol dan tidak ada kesiapan caleg untuk menjadi anggota DPRD.  2) Tingkat dan latar belakang pendidikan.  3) Adanya anggota DPRD Kota Palangka Raya yang rangkap jabatan. Kendala eksternal, yaitu : 1) Banyaknya Rancangan Peraturan  Daerah yang diajukan oleh eksekutif sehingga anggota DPRD Kota Palangka Raya tidak termotivasi lagi untuk membuat Raperda. 2) Eksekutif mempunyai aparat yang lengkap sedangkan DPRD tidak mempunyai aparat yang lengkap.

Abstract

The purpose of this study was to determine and analyze the dispute resolution process KTUN through appeals of administration according to Law Number 51 Year 2009 regarding the Second Amendment to Law Number 05 Year 1986 concerning State Administrative Court and to know and analyze the strengths and weaknesses in the process dispute resolution through an administrative appeal case in Indonesia. This research is a normative empirical research, the method of approach to legislation, analytical approach. The results of the study are as follows: (1) The process of dispute resolution KTUN through the efforts of Appeals Administration according to Law Number 51 Year 2009 regarding the Second Amendment to Law Number 05 Year 1986 regarding Administrative Court Negaraialah dispute resolution TUN administratively conducted by agencies supervisor or other agencies from issuing the decision in question. Administrative appeals procedure is done by filing an administrative appeal letter addressed to the head of an official or other agencies and bodies / administrative official of the State which issued a decision that the authority to examine the disputed KTUN (SEMA 2 of 1991 dated July 9, 1991). Judging from the elucidation of Article 48 of Law Administrative Court, there are two categories of institutions / agencies authorized to deal with the Administrative Appeal, namely: (a) Agencies supervisor of officials who issued KTUN and; (B) any other authorized. While Strengths and Weaknesses in the Settlement of Disputes through the Administrative Appeals Efforts in Indonesia is; (1) Ratings administrative effort carried out fully against an administrative decision both in terms of legality (rechtmatigheid) as well as aspects Opportunitas (doelmatigheid) (2) the Parties are not faced with the decision win or lose (Winor Loose) as well as in the judiciary; (3) approach to dispute resolution is done with deliberation; (4) The trial is simple and quick no such formality in the Administrative Court; (5) There is no need to pay money matters; (6) Completed at internal concerned agencies; (7) An appeal is not bound to wear procedural administrative proceedings such as in the Administrative Court; (8) Do not need a lawyer; (9) The decision according to desire of the applicant; (10) Direct executable (strong eksekutorial). Weakness Settlement through the Administrative Appeals Efforts are; (1) At the level of objectivity of the assessment for the Agency / State Officials system that issued the Decree is sometimes associated interests, directly or indirectly, thereby reducing the maximum assessment that should be pursued; (2) There are no definite rules specifically time expired ratings or siding; (3) There is a chance of ignoring the report or appeal an administrative person.

Abstract

The background of the study is that there are practices of sale and purchase of expired goods at city of Palangka Raya although the Law number 8 1999 about the Protection of Consumers (Perlindungan Konsumen) prohibits about those practices which endanger the consumers. The objective of the study is to .know the factors that cause the practices of sale and purchase of expired goods existing in Palangka Raya and how the legal solutions are taken to solves the impacts of the practices of sale and purchase of expired good at Palangka Raya. The method of the study is descriptive qualitative research so that the researcher is able to know and describe what happens in the location of the study clearly and in detailed as well as disclosing the data. Results of the study are in the form of the causes of the practices of sale and purchase of expired goods can be described as follows: (1) the traders do not know that they sell the expired goods while the others sell the expired good intentionally, (2) the lack of direction and control from the government, (3) the limited numbers of personnel of the Regional Office of Industry and Commerce Department, and (4) the traders that are subjected to unannounced inspections of the authority are not given sanctions so that there is no deterrent effect.

Abstract

Malaria disease is one of the environmental health problems, Health Office of Katingan District Kasongan District Health Center. Katingan Hilir is a malaria endemic area with an API value in 2010 of 5.6 ‰ and is a red zone in malaria stratafication. Malaria discovery rates from 2008 to 2010 always increase. The high rate of malaria morbidity is due to the lack of knowledge level and community behavior pattern.The aim of this research is to know the correlation between knowledge level and behavioral pattern about malaria with malaria incident in Kasongan sub-district of Katingan Hilir district of Katingan Regency. The type of research is analytic, research design using Fisher exact test. The number of respondents in this study was 58 respondents.Chi-square statistical test results with Continuity Correction obtained p-value 0.002 indicates that there is a relationship between the level of knowledge with the incidence of malaria and the results of statistical tests with Fisher exact test obtained p-value 0.002 that there is a relationship between behavioral patterns with malariaincidence.Efforts that can be done, among others, control the factors causing malaria such as the level of knowledge and behavior patterns as well as increasing the extension of public awareness.

Abstract

Abstract: Geographic Information System of Diarrhea in Children in the Area of Puskemas Kota Banjarbaru. Incidence of diarrhea was always found every year in Banjarbaru. Incidence rate of diarrhea in Banjarbaru in 2009 to 2012 are respectively 20.98, 19.86, and 16.39. The presentation of data on the incidence of diarrhea mainly done using tables and graphs. The aim of the study was to describe the incidence of diarrhea in children aged less than 5 years in the area of Puskemas Kota Banjarbaru using geographic information system. This research is a descriptive study. Four of the eight health centers in Banjarbaru was chosen as samples. All children aged less than 5 years old who suffered from diarrhea in the four regions had been recorded. Furthermore, measurements of the coordinates of the house where there is a child aged less than 5 years of the living was done. Based on data from the coordinates, thematic maps of the incidence of diarrhea was made. The results showed that during the months of January to June 2013, the incidence of diarrhea is solid in the areas of Puskesmas Banjarbaru and Puskesmas Sungai Besar, is width in the Puskesmas Sungai Ulin, and is solid and long in the area of Puskesmas Cempaka. The results showed that during the months of January to June 2013, the incidence of diarrhea is solid in the areas of Puskesmas Banjarbaru and Puskesmas Sungai Besar, is width in the Puskesmas Sungai Ulin, and is solid and long in the area of Puskesmas Cempaka. It is recommended that a follow-up is done in order to prevent or reduce the incidence of diarrhea through concrete and effective interventions.Keywords  :   Diarrhea; GIS; Banjarbaru

Abstract

Abstract: Based on the data obtained from Puskesmas Cempaka, it is known that malaria is an endemic disease in the Kecamatan Cempaka. The cases of malaria in the Kecamatan Cempaka in 2011, 2012, and 2013 respectively were 58, 60, and 61. Case Fatality Rate (CFR) of malaria in the Kecamatan Cempaka in 2013 was 3.18%. This study aimed to describe the distribution of malaria incidence by age, sex, place of residence, history of the scene, and the time of occurrence. This research is descriptive. The sample is the malaria patients who were living in the Kecamatan Cempaka, as many as 61 people. The results showed entire that the age of patients ranged from 8 to 63 years with an average of 29 years. The men are most affected by malaria (95%). Most malaria patients (49%) came from the Kelurahan Sei.Tiung. All the history of malaria incidence derived from outside the Kecamatan Cempaka, because most patients go home after work in the KabupatenTanah Bumbu (29%). Peak incidence of malaria is occurred in May of 2013 (27%). Epidemic of malaria has the potential to occur in the Kecamatan Cempaka due to the presence of Anopheles. Therefore, people need to avoid being bitten by Anopheles. The methods such as using the mosquito net while sleeping at night.Keywords: malaria incidence; Kecamatan Cempaka

Abstract

Abstract: Effect of Stirring Time Alum And Phosphate Levels In Liquid Waste Martapura Laundry In Central District. One of the wastes produced is phosphate. Disposal of waste which contains phosphates in the water can cause eutrophication processes in the aquatic environment. Therefore it needs proper methods for treating waste that contains a lot of laundry phosphate compounds that safely discharged into the environment. This study aims to determine the effect of the use of alum and alum stirring time on levels of phosphate in laundry wastewater XXX in Martapura, Banjar.This type of research is shaped Experimental research. Design The study design is randomized pretest-posttest control group design. The sample was liquid waste from the laundry XXX Laundry washing process that represents the entire population of data analysis using One Way ANOVA Test. The result of a decrease in the average levels of phosphate in sequence on each variation of stirring time, ie 92.7%; 99.6%; and 96.7%. The statistical test used is One Way Anova test. Abstract

AbstractComposting with earthworms is composting process by involving earthmacroorganism. Cooperation between earthworms and microorganisms may impact on decomposition process done by the microorganisms as assisted by the existence of earthworms. Because any materials to be decomposed by microorganisms had been decomposed by earthworms earlier, microorganisms would work more effectively and quickly. This study aimed to determine effects of using earthworms toward household organic waste composting length of time by using experimental design of study. The object of study was all organic waste taken randomly from one household. Variable of study was composting length of time measured after addition of earthworms and composting process completed. Tools used in this study were measuring tape, calendar, hygrometer and smelling sensory (organoleptic). Statistical analysis used differ test. Results of study showed data was normally distributed, equality of variance and no difference found between composting length of time with or without using earthworms. In conclusion, there is no relation found between the use of earthworms and the household organic waste length of time.AbstrakPengomposan dengan cacing tanah merupakan proses pembuatan kompos dengan melibatkan organisme makro cacing tanah. Kerja sama antara cacing tanah dengan mikroorganisme dapat memberi dampak pada proses penguraian yang dilakukan oleh mikroorganisme tersebut dibantu dengan keberadaan cacing tanah. Oleh karena bahan-bahan yang akan diurai oleh mikroorganisme telah diurai lebih dahulu oleh cacing, maka kerja mikroorganisme lebih efektif dan lebih cepat. Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan cacing tanah terhadap lama waktu pengomposan sampah organik dari rumah tangga dengan menggunakan desain penelitian eksperimen. Objek penelitian adalah seluruh sampah organik dari rumah tangga yang diambil secara acak pada satu rumah tangga. Variabel penelitian adalah lama waktu pengomposan yang diukur setelah penambahan cacing tanah dan proses pengomposan selesai. Alat yang digunakan dalam penelitian berupa meteran, kalender, higrometer, dan penciuman (organoleptik). Analisis statistik menggunakan uji beda. Hasil penelitian menunjukkan bahwa data terdistribusi secara normal, kesetaraan varians, dan tidak ada perbedaan antara lamanya waktu pengomposan dengan menggunakan atau tanpa menggunakan cacing tanah. Disimpulkan bahwa tidak terdapat hubungan antara penggunaan cacing tanah dan lamanya waktu pengomposan sampah organik rumah tangga.

Abstract

Mining activities in Indonesia obviously have to open a network for remote areas and development activities in accordance with its designation, which leads to the development of new growth centers in some areas. This will encourage and provide benefits in the construction of basic infrastructure for the region, increase revenues, and employment. The business activities of mineral and coal are expected to drive the development of economic empowerment, especially in eastern Indonesia. Development of mineral and coal mining sector should be based on good mining practices and correct by observing the basic elements in accordance with the principles of sustainable development, of the various aspects of life of human beings and other living things in an ecosystem. Artisanal mining management policy carried out by the local government should bersendikan the constitutional mandate that is expected to be as big as possible for improving standards of living for the welfare as well as the objectives of the state. Artisanal mining policy carried out by the local government is not only focused on improving the local economy, but must have meaning and value proportional balance between the growth rate of public welfare with environmental sustainability of the ecosystem. With regard to the mining policy, local government and the parliament as an element of the regional administration has a strategic position and authority in the application of the policy is to create an atmosphere of constructive working relationship in accordance with the mandate of the laws and regulations. The existence of Parliament has a very important position in directing and controlling the various aspects of government policy to play an active role through the functions. Involvement of the oversight function of Parliament against all attitudes / acts carried out by the local government, is an instrument for measuring the basic validity and justification for these policies. With this research is expected to provide an integral understanding of scientific concepts about the functional relationship between the Parliament and Local Government through the oversight function of Parliament in the implementation of mining policy carried out by the people of Local Government. Under the oversight function, the role of Parliament can perform certain actions to steer towards things that should be done as well as control over the circumstances undue occur in any government policy. The method used in this study is a normative method which is based on materials of law and accompanied by field studies as supporting material to the object being studied and analyzed in this study.
