Abstract

The number of contractor companies, especially in the field of roads every year continues to increase. Based on data obtained from LPJK website (Construction Services Development Agency) Province of Aceh Year 2016, shows that from 2,717 road contractors in Aceh Province, 1% of them are big qualification, 10% middle qualification and 89% small qualification. The problem is from the increasing number of road contractor companies in Aceh Province, it has not been followed by an increase in qualification and performance. These improvements can be seen from the quality of work, the timeliness of completion of implementation, and the efficiency of resource utilization of personnel, capital, and technology. This study aims to analyze the relationship and influence between contractor's qualification factors on the quality of road construction project, and to know the dominant factor in contractor company's qualification affecting the quality of road construction project in Banda Aceh City. This study used qualitative and quantitative methods through questionnaires, where the respondents were addressed to 90 road contractor companies. The contractor company has implemented projects from 2010-2016, with funding sources from APBA. The independent variables reviewed are contractor qualification factors consisting of legal factors, technical factors, and administrative factors, while the dependent variable is the quality of road construction projects. The results show that the legal, technical and administrative factors all have a very high relationship to the quality of road construction projects in Banda Aceh City. The contractor's qualifying factors all have a significant effect on the quality of road construction projects in Kota Banda Aceh of 91.6%. The dominant factor in the qualification of contractor companies affecting the quality of road construction projects in Banda Aceh is the technical factor. This suggests that when engineering factors are improved by contractors, the quality of road construction projects will increase.

Abstract

Road as a part of national transportation system has an important role in the economic growth of a region. Therefore, road transportation must arranged to manifest service reliability and integrity with other transportation mode. To produce transportation network taht can give efficiently geography scale of transportation service from global to local, conversely. In this paper, conducted economy evaluation of road status upgrading. The links that be evaluated: the road of kabupaten/kota in Province Aceh, which is in general the condition of the roads are intermediate and poor. Most of the surface are gravel and soil. With the condition, much area potencies not developed yet. From the analysis, obtaned that in Province Aceh must conducted roads status upgrading. The road that will be upgraded become National road are : 3 link which is located in Kota Banda Aceh and Kabupaten Aceh Besar, and the road that will be upgraded become Province road are 66 links that spread in other Kota/Kabupaten unless Simeulue and Sabang. To analyze the economic benefit of the road status upgrading, be used "with and without Project" approach. With existence of this uprading, expected will give benefit for region development and society economy, both direct and inderect benefit. The result of economy  evaluation show that upgrading of road status in Province Aceh give value : Nett Present Values = Rp. 797.063.226.209,-, Benefit Cost Ratio = 1,11 ; and Economic Internal Rate of Return = 13,71 %   Keyword : region development, road network, road status, economic evaluation, road upgrading

Abstract

Abstract: Simpang Remi is one of the signalized intersection with 4 arms that located in Langsa city. Previously this intersection was a non signalized  intersection, and then made into a signalized intersection. This intersection is connects to a public places such as downtown, schools, offices and others. This study aims to evaluate the performance and Level of Service intersections in the existing conditions. The data used for the primary data are geometric survey of existing intersection in the field, traffic volume data, and speed that is used to input data on VISSIM simulation devices. The method of analysis used in this research is by using MKJI and VISSIM 6.02. The highest peak hour volume is located at North Sudirman Road that is 424 pcu/hour. The performance and level of service at this intersection is by using a methods from MKJI 32 second/pcu while using VISSIM software is 33 second/pcu with LOS produced for the both methods is D. Abstrak: Simpang Remi merupakan simpang bersinyal berlengan 4 di kota Langsa. Simpang ini dulunya merupakan simpang tak bersinyal, lalu kemudian dibuat menjadi simpang bersinyal. Simpang ini menghubungkan ke tempat-tempat umum seperti pusat kota, sekolah, perkantoran dan lain- lain. Penelitian ini bertujuan untuk mengevaluasi kinerja dan Level of service simpang bersinyal pada kondisi saat ini. Data yang dipakai untuk data primernya adalah survei geometrik persimpangan yang ada di lapangan, data volume lalu lintas, serta kecepatan yang dipakai untuk menginput data pada perangkat simulasi VISSIM. Metode analisis yang digunakan pada penelitian ini adalah dengan menggunakan MKJI dan VISSIM 6.02. Volume jam puncak tertinggi terdapat pada Jalan Sudirman Utara yaitu 424 smp/jam. Kinerja dan tingkat pelayanan pada simpang bersinyal adalah dengan metode MKJI 32 det/smp sedangkan dengan menggunakan perangkat lunak VISSIM 33 det/smp dengan LOS yang dihasilkan untuk kedua metode adalah D.

Abstract

To know the condition of roads in slum area on the sub-districts of Sigli City and what type of handling which will be done so it can be determined the priority of road handling. The benefit of this research is to provide an alternative in selecting the priority of road handling in slum area in accordance with SK of Pidie regent on 2014. Method used is to assess the road condition and type of handling are Bina Marga Method by conducted road condition survey. Priority of road handling will be done by using Multi Criteria Analysis Method. By creating the road condition value, type of handling, accessibility, land use as the selection criteria. The result of this study is the criteria of handling priority determination on the criteria of road condition with value 51,84 %, assessment for road handling with value 18,29 %, assessment for land use with value 15,61 %, and the assessment of accessibility with value 14,25%. In determining the road segment which will be handling the respondents choose Pante Tengoh road section with criteria of road assessment segment which is in poor condition, type of handling is repair or routine maintenance, the accessibility of land use is in the form of trade area. This road is become the respondents selection because the decreased of road service in serving high traffic which cause traffic jam on the spots along the road and this road has not been improved in several recent years.

Abstract

Abstract: The national road section of East Aceh Province is the primary road network that connects between the North Sumatra Province and Aceh provincial capital. As the access of Acehnese people to North Sumatra Province is Increasing during the time. Bireuen and Aceh Utara districts are the two districts that crossed by the national roads, this road section is the busiest streets from East section road. To be related with the important role of the national road network of Aceh province, it’s led to the issues of how the road network service capabilities using an indicator of Road Infrastructure Index (IPJ). The purpose of this study is to analyze the ability of the network service by using IPJ indicator. Data collection for indicators of IPJ is by interview to some key informant. Analysis of the IPJ is using four (4) variables: availability of road (Ktj), the performance of the road (Knj), the traffic load (Bln), and the road serviceability (Pyp). The results of analysis IPJ value in 2014 in the district of Bireuen is 1.01 and for North Aceh regency is 0.54, which is the value it’s below the national average score, the score for national is 5.68. The observation from both districts was obtained that total length of the national road network is very poor in serving the number of vehicles and population, but the availability of the national roads in the district has been able to service the administration areas, although the level of the service of road network is very lacking in serve for the daily activities of the population. Abstrak: Ruas jalan nasional Lintas Timur (Lintim) Provinsi Aceh merupakan jaringan jalan primer yang menghubungkan antar ibukota Propinsi Aceh dan Sumatera Utara. Akses pergerakan masyarakat Aceh menuju Provinsi Sumatera Utara semakin hari semakin meningkat. Kabupaten Bireuen dan Aceh Utara adalah dua kabupaten yang dilintasi oleh jalan nasional yang merupakan ruas jalan dengan aktivitas yang cukup padat. Berkaitan dengan pentingnya peranan jaringan jalan nasional Lintim Provinsi Aceh ini, maka muncul permasalahan bagaimana kemampuan pelayanan jaringan jalan Lintim dengan menggunakan indikator Indeks Prasarana Jalan (IPJ). Tujuan dari penelitian ini yaitu menganalisa kemampuan pelayanan jaringan jalan dengan menggunakan indikator IPJ. Pengumpulan data untuk indikator IPJ dilakukan dengan cara wawancara kepada beberapa responden. Analisa terhadap IPJ menggunakan 4 (empat) variabel yaitu ketersediaan jalan (Ktj),kinerja prasarana jalan(Knj),beban lalu lintas(Bln),dan pelayanan prasarana jalan (Pyp).  Dari hasil analisis diperoleh nilai IPJ pada tahun 2014 di Kabupaten Bireuen = 1,01 dan Kabupaten Aceh Utara = 0,54 dimana nilai tersebut jauh dibawah skor rata-rata nasional yaitu 5,68. Pada kedua kabupaten yang diamati diperoleh panjang total jaringan jalan nasional masih sangat kurang dalam melayani jumlah kenderaan dan jumlah penduduk, namun ketersedian jalan nasional yang ada di kabupaten ini sudah mampu memberi akses untuk melayani daerah adminitrasinya, walaupun dengan tingkat pelayanan jaringan jalan masih sangat kurang dalam melayani aktivitas penduduk sehari-hari.

Abstract

Abstract: Surabaya intersection is one of the intersections with traffic levels are quite large. The poor condition of the intersection marked by the performance value on the circumstances existing at the level of service is very bad. On this basis, the government will build a flyover along the 900 meters. The purpose of this study is to see how big the cost savings of time and vehicle operating costs after the flyover and the extent of its economic feasibility. The method used to calculate the economic feasibility is a Cost Benefit Analysis (BCA). As for calculating the Vehicle Operating Cost (VOC) used a model developed by Pacific Consultants International (PCI). Based on the results of economic evaluation of the flyover in the 25th (2040) already meet the standards of the economic feasibility with a discount rate of 15% obtained BCR value = 1.23, NPV = Rp41.031.699.871 and at a discount rate of 18% obtained value BCR = 0.96, NPV = Rp-6.502.646.207 while the IRR obtained at a discount rate of 17.5%. While the amount of savings BOK if passing a flyover of Rp1.883 / vehicles for passenger cars, Rp6.041 / vehicles to buses and Rp5.158 / vehicles to trucks. Saving time value if passing a flyover of Rp3.998 / vehicles for passenger cars, Rp39.675 / vehicles to buses and Rp4.134 / vehicles to trucks.Keywords: Vehicle Operating Cost, value of time, flyovers, economic feasibility, Surabaya intersection.Abstrak: Simpang Surabaya merupakan salah satu persimpangan dengan tingkat kepadatan lalu lintas yang cukup besar. Buruknya kondisi tersebut ditandai dengan nilai kinerja simpang pada keadaan eksisting berada pada tingkat pelayanan sangat buruk. Atas dasar ini maka pemerintah akan membangun flyover sepanjang 900 meter. Tujuan penelitian ini adalah untuk melihat seberapa besar penghematan biaya waktu dan biaya operasional kendaraan setelah pembangunan flyover dan sejauh mana kelayakan ekonominya. Metode yang digunakan untuk menghitung kelayakan ekonomi adalah Benefit Cost Analysis (BCA). Sementara untuk menghitung Biaya Operasi Kendaraan (BOK) digunakan model yang dikembangkan oleh Pacific Consultan Internationnal (PCI). Berdasarkan hasil penelitian evaluasi ekonomi terhadap pembangunan flyover pada tahun ke- 25 (tahun 2040) sudah memenuhi standar kelayakan ekonomi dengan discount rate 15% didapat nilai BCR=1,23, NPV=Rp41.031.699.871 dan pada discount rate 18% didapat nilai BCR=0,96, NPV=Rp-6.502.646.207 sementara nilai IRR diperoleh pada discount rate 17,5%. Sedangkan besaran penghematan BOK jika melewati flyover sebesar Rp1.883/kendaraan untuk mobil penumpang, Rp6.041/kendaraan untuk bus dan Rp5.158/kendaraan untuk truk. Penghematan nilai waktu jika melewati flyover sebesar Rp3.998/kendaraan untuk mobil penumpang, Rp39.675/kendaraan untuk bus dan Rp4.134/kendaraan untuk truk.Kata kunci : BOK, nilai waktu, flyover, kelayakan ekonomi, simpang surabaya.

Abstract

Abstract: This study aimed to analyze the most dominant factor in the risk of deals underestimate the cost, analyzing the relationship between risk factors deals underestimate the cost of the quality of road construction projects in the province of Aceh, and analyze the risk factors deals underestimate the cost of the most likely to affect the quality of construction projects road in the province of Aceh. Road construction were observed which have been completed in the province of Aceh starting from the year 2013 to 2015. This study uses interviews aimed at Budget Authority (KPA), as well as a questionnaire aimed to contractors of roads, with the qualification of K1, K2, K3, M1, M2 and B1. Based on data from Construction Services Development Board (LPJK) 2016 Aceh province, the population number is obtained as much as 2,717 contractors. Through equation Slovin the study sample was obtained by 97 contractors. The dominant factor underestimate the risk of cost deals on a road construction project in the province of Aceh is the cost factor contingency, with a mean value of 4,374. The relationship between risk factors underestimate cost deals on the quality of road construction projects in the province of Aceh are all associated very low partially with a Pearson correlation coefficient value < 0,200. The risk factors underestimate deals cost the most likely to affect the quality of road construction projects in the province of Aceh is located on factors sighting locations, with a regression coefficient of 3,327. This suggests that if an enhanced review of the location, the workforce in terms of both quality and productivity on the quality of road construction projects in the province of Aceh will increase.Abstrak: Penelitian ini bertujuan untuk menganalisis faktor yang paling dominan terjadinya risiko penawaran underestimate cost, menganalisis hubungan antara faktor-faktor risiko penawaran underestimate cost terhadap kualitas proyek konstruksi jalan di Provinsi Aceh, dan menganalisis faktor-faktor risiko penawaran underestimate cost yang paling berpeluang mempengaruhi kualitas proyek konstruksi jalan di Provinsi Aceh. Proyek konstruksi jalan yang diamati adalah yang telah selesai dilaksanakan di Provinsi Aceh mulai dari tahun 2013-2015. Penelitian ini menggunakan wawancara yang ditujukan pada Kuasa Pengguna Anggaran (KPA), serta kuesioner yang ditujukan kepada kontraktor bidang jalan, dengan kualifikasi K1, K2, K3, M1, M2 dan B1. Berdasarkan data dari Lembaga Pengembangan Jasa Konstruksi (LPJK) Provinsi Aceh Tahun 2016, jumlah populasi diperoleh sebanyak 2.717 kontraktor. Melalui persamaan Slovin maka sampel penelitian diperoleh sebanyak 97 kontraktor. Faktor dominan terjadinya risiko penawaran underestimate cost pada proyek konstruksi jalan di Provinsi Aceh adalah faktor biaya contingency, dengan nilai mean sebesar 4,374. Hubungan antara faktor-faktor risiko penawaran underestimate cost terhadap kualitas proyek konstruksi jalan di Provinsi Aceh adalah semuanya mempunyai hubungan yang sangat rendah secara parsial dengan nilai koefisien korelasi Pearson < 0,200. Faktor risiko penawaran underestimate cost yang paling berpeluang mempengaruhi kualitas proyek konstruksi jalan di Provinsi Aceh berada pada faktor peninjauan lokasi, dengan nilai koefisien regresi sebesar 3,327. Hal ini menunjukkan bahwa apabila faktor peninjauan lokasi ditingkatkan, maka tenaga kerja yang baik dari segi kualitas dan produktivitas pada kualitas proyek konstruksi jalan di Provinsi Aceh akan semakin meningkat.

Abstract

Abstract: The city of Lhokseumawe is the administrative city of the central government and all economic, political, social and cultural activities. Along with the existence of the existing road that is the road of freedom of the west with a road length of 5 km wide road of 7 m average consisting of 2 lane 2 direction (2/2 UD) causing congestion, traffic accidents and increasing travel time. To anticipate the problem in 2012 the government of Lhokseumawe City began to budget for the construction of Lhokseumawe City Ring Road starting from Simpang Loskala - Simpang Lestari with a total length of 7.6 km road, which has been built currently 3 km to Gampong Ujong Blang is still In the measurement and land acquisition stage. The average road width of 14 m consists of 4 lane 2 lanes (4/2 D) is a new access road to Lhokseumawe City. The purpose of this study was to calculate VOC and time savings for existing and alternative road routes, to know respondent perceptions and to evaluate economic feasibility based on BCR, NPV and EIRR. The results of this study indicate that the average annual traffic volume (LHRT) on alternative roads is 4.279 vehicle/day in 2017; The difference in total time value obtained by IDR 189,877,-/ vehicle and VOC difference is IDR 3,289 / vehicle; And economic feasibility of Lhokseumawe Ring Road development is obtained in 2036. The EIRR value obtained is at the discount rate of 17.27%, it indicates that the development of Ring Road / alternative is very feasible to be implemented with bank loan interest rate up to 17.27%.Abstrak: Kota Lhokseumawe merupakan kota administratif pusat pemerintahan dan segala kegiatan ekonomi, politik, sosial dan budaya. Seiring padatnya jalan eksisting yaitu jalan merdeka barat dengan panjang jalan 5 km lebar badan jalan rata-rata 7 m yang terdiri dari 2 lajur 2 arah (2/2 UD) yang mengakibatkan kemacetan, kecelakaan lalulintas dan bertambahnya waktu tempuh. Untuk mengantisipasi permasalahan tersebut pada tahun 2012 pemerintah Kota Lhokseumawe mulai menganggarkan dana untuk Pembangunan Jalan Lingkar Kota Lhokseumawe yang dimulai dari Simpang Loskala – Simpang Lestari dengan total panjang jalan 7,6 km, yang telah dibangun saat ini 3 km sampai dengan Gampong Ujong Blang selanjutnya masih dalam tahapan pengukuran dan pembebasan lahan. Lebar badan jalan rata-rata 14 m yang terdiri dari 4 lajur 2 jalur (4/2 D) merupakan jalan akses baru menuju Kota Lhokseumawe. Tujuan Penelitian ini untuk menghitung BOK dan penghematan nilai waktu untuk rute jalan existing dan jalan alternatif, mengetahui persepsi responden serta mengevaluasi kelayakan ekonomi berdasarkan BCR, NPV dan EIRR. Hasil penelitian ini menunjukkan bahwa Volume lalu lintas harian rata-rata tahunan (LHRT) pada jalan alternatif didapat 4.279 kend/hari pada tahun 2017; Selisih nilai waktu total yang diperoleh sebesar Rp 189.877,-/kendaraan dan selisih BOK adalah Rp 3.289,- /kendaraan; dan Kelayakan ekonomi pembangunan jalan Lingkar Kota Lhokseumawe didapat pada tahun 2036. Nilai EIRR yang diperoleh yaitu pada discount rate 17,27%, ini menunjukkan bahwa pembangunan jalan lingkar/alternatif sangat layak untuk dilaksanakan dengan suku bunga pinjaman bank sampai dengan 17,27%.

Abstract

Abstract: Development of road infrastructure has strategic value in supporting the development and economic growth of the region and the country. However, behind the great benefits derived had appeared several problems related to the availability of road infrastructure, among others: 1). a traffic accident caused by a deficiency of road infrastructure safety; and 2). pollution and noise perceived by road users due to congestion is prolonged. Roads Bireuen - Takengon located in the central highlands is the National Road with type 2 lane two-way road divided and a Collector Road Primary. In Bireuen road - Takengon Km.87 + 300 is black spot point where frequent accidents occur. The purpose of this study was to evaluate the safety of road infrastructure deficiencies at Jalan Bireuen - Takengon Km.87 + 300 and evaluate the results of measurement and observation in the field by providing an assessment of the existing condition of safety facilities of road infrastructure in the two (2) segments of reviews frequent traffic accidents. Efforts to minimize accidents among others, by the installation of signs - signs for speed limits, speed signs, signs for directions, the installation of lighting, signal lights and repainting road markings and other road fittings according to the specifications and reference existing standards so as to minimize traffic accidents and will not cause more casualties for user vehicles across the road segment and creation of road safety.Abstrak: Pembangunan infrastruktur jalan memiliki nilai yang sangat strategis dalam mendukung perkembangan dan pertumbuhan ekonomi wilayah dan negara. Namun demikian di balik manfaat besar yang diperoleh ternyata muncul beberapa permasalahan yang berkaitan dengan ketersediaan infrastruktur jalan, antara lain : 1). kecelakaan lalu lintas akibat defisiensi keselamatan infrastruktur jalan; dan 2). polusi dan kebisingan yang dirasakan oleh pengguna jalan akibat kemacetan yang berkepanjangan. Ruas Jalan Bireuen – Takengon yang terletak di Kabupaten Bener Meriah merupakan Jalan Nasional dengan tipe jalan 2 lajur dua arah terbagi dan merupakan Jalan Kolektor Primer. Pada Jalan Bireuen – Takengon Km.87 + 300 merupakan titik black spot dimana sering terjadi kecelakaan. Tujuan dari penelitian ini adalah untuk mengevaluasi defisiensi keselamatan infrastruktur jalan pada ruas Jalan Bireuen – Takengon Km.87 + 300 dan mengevaluasi dengan hasil ukur dan pengamatan di lapangan dengan memberikan penilaian terhadap kondisi eksisting fasilitas keselamatan infrastruktur jalan pada 2 (dua) segmen tinjauan yang sering terjadi kecelakaan lalu lintas. Upaya untuk meminimalkan kecelakaan antara lain dengan pemasangan rambu – rambu batasan kecepatan, rambu kecepatan, rambu petunjuk arah, pemasangan lampu penerangan, lampu sinyal serta pengecatan marka jalan dan alat kelengkapan jalan lainnya yang sesuai dengan spesifikasi dan acuan standar yang ada sehingga dapat meminimalkan kecelakaan lalu lintas dan tidak menimbulkan lebih banyak lagi korban bagi penggguna kendaraan yang melintasi ruas jalan ini dan terciptanya jalan yang berkeselamatan.

Abstract

Abstract: In order to accommodate the needs of movement with a certain level of service, it is necessary to make an effort to maintain the quality of road services, where one of these efforts is to evaluate the condition of the road surface. Based on the above condition, a research is needed in order to evaluate the condition of pavement in accordance with the type and level of damage by using PCI method.This research was aimed to know the functional condition of pavement on road of Beureunuen - Keumala Border. This research took place on the Beureunuen - Keumala road border which was divided into 2 segments; segment I (Km 7 + 000 s / d Km 9 + 000) and segment II (Km.13 + 000 s / d Km.15+ 000). The primary data collection was done with actual field survey data in the form of length, width, area, and depth of each type of damage that indicates the condition of the roads surface both minor and severe damages. This research was conducted by using Pavement Condition Index (PCI) methods. The results shows that the most common types of damage that occur on road of Beureunuen - Keumala Border are alligator crack, block crack, depression, corrugations, edge crack, rutting, longitudinal crack, patching, potholes, and raveling. Evaluation of damage on segment I of the road on Beureunuen - Keumala border gives result of the average PCI value on segment I of the road on Beureunuen - Keumala is 39,6 with bad condition. The average PCI value of Segment II is 24.7 with very bad condition. The type of maintenance required on road of Beureunuen-Keumala border is periodic maintenance on segment I and reconstruction on segment II.Abstrak: Agar dapat tetap mengakomodasi kebutuhan pergerakan dengan tingkat layanan tertentu maka perlu dilakukan suatu usaha untuk menjaga kualitas layanan jalan, dimana salah satu usaha tersebut adalah mengevaluasi kondisi permukaan jalan. Berdasarkan keadaan tersebut di atas, maka diperlukan penelitian untuk mengevaluasi kondisi perkerasan jalan sesuai dengan jenis dan tingkat kerusakan dengan menggunakan metode PCI. Tujuan penelitian ini adalah untuk mengetahui kondisi fungsional perkerasan pada ruas jalan Beureunuen – Batas Keumala. Penelitian ini mengambil lokasi di ruas jalan Beureunuen – Batas Keumala yang terbagi atas 2 segmen dengan segmen I (Km. 7+000 s/d Km. 9+000) dan segmen II (Km.13+000 s/d Km. 15+000). Pengumpulan data primer dilakukan dengan survei aktual lapangan yaitu berupa data panjang, lebar, luasan, serta kedalaman tiap jenis kerusakan yang menunjukan skala kondisi permukaan jalan dari keadaan rusak ringan sampai rusak berat. Penelitian ini dilakukan dengan Pavement Condition Index (PCI). Hasil penelitian menunjukkan bahwa jenis kerusakan yang umum terjadi pada ruas jalan Beureunuen – Batas Keumala adalah retak kulit buaya, retak blok, keriting, retak pinggir, alur, retak memanjang, tambalan, lubang dan pelepasan butir. Evaluasi kerusakan pada segmen I ruas jalan Beureunuen – Batas Keumala memberikan hasil berupa nilai PCI rata-rata pada segmen I ruas jalan Beureunuen – Batas Keumala adalah 39,6 dengan kondisi buruk. Nilai PCI rata-rata Segmen II sebesar 24,7 dengan kondisi sangat buruk. Jenis penanganan yang diperlukan pada ruas jalan Beureunuen – Batas Keumala, adalah pemeliharaan berkala pada segmen I dan rekonstruksi pada segmen II.
