Abstract

Abstract: Accessibility is a convenience provided to disabled people in order to actualize equal opportunity in all aspects of life as a means of facilities to move around the buildings and environments with paying attention condition and feasibility related to circulation, visual and other components. Accessibility thus becomes the need and basic development of an accessible building. This research was conducted at one of the public facilities in Banda Aceh, which is the Pasar Aceh building, located in the city center, Jalan Diponegoro, Banda Aceh. The problem is the design of Pasar Aceh towards the standard of building construction that can accommodate the needs of the disabled, whether there are facilities and infrastructure that prevent the disabled in accessing  Pasar Aceh building as a public building in banda aceh. This study aims to know the perception of elderly person and people with dissabilities in the Pasar Aceh building. The research method used was descriptive qualitative. The data was collected by observation and in-depth interview. The obtained data was analyzed by using quantitative and qualitative methods processed using the Likert Scale to generate the strategic steps in a planning with accessibility considerations at Pasar Aceh building in Banda Aceh. The results showed that the facilities in Pasar Aceh Building was not accessib. According to the expert, there was still need improvement related to facilities at Pasar Aceh building.Abstrak: Aksesibilitas adalah kemudahan yang disediakan bagi kaum difabel guna mewujudkan kesamaan kesempatan dalam segala aspek kehidupan dan penghidupan sebagai suatu kemudahan bergerak melalui dan menggunakan bangunan gedung dan lingkungan dengan memperhatikan kelancaran dan kelayakan, yang berkaitan dengan masalah sirkulasi, visual dan komponen lainnya. Sehingga aksesibilitas menjadi kebutuhan dan dasar perkembangan dari suatu bangunan yang aksesibel. Penelitian ini dilakukan pada salah satu fasilitas publik yang ada di Kota Banda Aceh, yaitu gedung Pasar Aceh yang terletak di pusat kota, yakni pada Jalan Diponegoro, Kota Banda Aceh. Yang menjadi permasalahan adalah design Pasar Aceh terhadap kesesuaiannya dengan standar pembangunan gedung yang dapat mewadahi kebutuhan para difabel, apakah terdapat sarana dan prasarana yang menghalangi kaum difabel dalam mengakses ke gedung Pasar Aceh sebagai bangunan publik yang ada di Kota Banda Aceh. Penelitian ini bertujuan untuk mengetahui desain Pasar Aceh sebagai bangunan publik yang dapat mewadahi kebutuhan para difabel dan mengetahui sarana dan prasarana yang menghalangi kaum difabel dalam mengakses gedung Pasar Aceh, serta Mengetahui persepsi masyarakat dan kaum difabel mengenai fasilitas di Gedung Pasar Aceh.. Metode penelitian yang digunakan adalah deskriptif kualitatif. Pengumpulan data dilakukan dengan observasi dan wawancara mendalam. Data yang nantinya diperoleh kemudian dianalisa dengan menggunakan metode kuantitatif dan kualitatif yang diolah dengan menggunakan Skala Likert untuk menghasilkan langkah strategis dalam sebuah perencanaan dengan pertimbangan aksesibilitas pada gedung Pasar Aceh di Kota Banda Aceh. Hasil penelitian menunjukkan bahwa fasilitas pada Gedung Pasar Aceh belum aksesibel, ini terlihat dari jawaban responden (penyandang cacat) sebanyak 100%. Menurut ahli masih perlu pembenahan terkait fasilitas pada Gedung Pasar Aceh.

Abstract

The availability of means of public transport provide more options for travelers to choose the most suitable type for them to use. Mini bus is the type of means of public transport which is most often used in Meulaboh for long distance intercity traveling. Recently, there has been also available a new travel mode which applies the relatively expensive tariff system compared with the tariff of minibus. The problem then occurs when such travel mode has been largely chosen by the travelers. The travel permit held by this travel mode is only a transport business license for operation of tourism transport only. The purposes of this study were to investigate the characteristics of the travelers and to obtain a model of the travel model that could explain the probability of the travelers in selecting the type of means of public transport on Meulaboh – Banda Aceh route. To formulate the behavior of travelers in choosing the transport mode, the stated preference techniques in the  form of questionnaire was used. The results of the data were analysed by using multiple linear regression to obtain the utility equation which was then substitutedinto the function of the binomial logit. From the results of multiple linear regression analysis showed the equations with variables utility: the tariff rate difference (X1), the traveling time difference (X2), the waiting time difference (X3) which have significantly influenced the respondents in choosing transport mode. By using the average value of the existing condition of each variable X1, X2, X3, it was obtained that the value of choice probability of mini bus mode on Meulaboh – Banda Aceh route was 48%. In order to increase the choice probability of mini buse modes up to 80%, it canbe done by increasing the tariff difference to IDR.50,000,-. It means that the tariff of the mini bus mode should be cheaper IDR. 50,000,- or the rates of the new expensive tariff travel mode become more expensive of IDR. 50,000,-.
