Abstract

Setiap manusia mempunyai tujuan yang berbeda dalam hidupnya,karena pengaruh pengetahuan dan pengalamannya yang berbeda. Namunsetiap manusia akan sama dalam satu hal yaitu ingin mempertahankanhidup dan memenuhi kebutuhan hidupnya. Untuk mencapai tujuan itumanusia harus melakukan aktivitas-aktivitas tertentu. Manusia tentumemiliki kemampuan yang terbatas untuk mencapai tujuannya, manusiamemerlukan bantuan dari manusia lainnya. Untuk itu manusia harusbekerja dalam mencapai tujuannya atau berorganisasi.Manajemen sumber daya manusia sangatlah penting bagiperusahaan / instansi dalam mengelola, mengatur dan memanfaatkankaryawan pegawai sehingga dapat berfungsi secara produktif demitercapainya tujuan perusahaan / instansi. Hal ini perlu, mengingat sumberdaya manusia merupakan elemen penentu dalam tercapainya tujuanperusahaan.Pegawai merupakan aset organisasi yang utama. Bagaimanapunsempurnanya perencanaan, kebijakan, maupun, peralatan, dan teknologimutakhir yang dimiliki suatu perusahaan tidak ada artinya bila tidak adafaktor yang menggerakkannya.Apabila sumber daya diperhatikan secaratepat dan menggunakannya dengan tepat, sudah tentu organisasi akanmenjadi dinamis dan berkembang pesat, sehingga pencapaian tujuanorganisasi berupa pemberian pelayanan terbaik kepada masyarakat dapattercapai.

Abstract

di SAMSAT Kota Semarang II. Penelitian ini menggunakan rancangan atau desain penelitian deskriptif kuantitatif yaitu mixed antara kualitatif dengan kuantitatif untuk mengukur kepuasan pelayanan bagi wajib pajak di SAMSAT Kota Semarang II. Sampel diambil secara accidental sampling. Sampel dalam penelitian ini sebanyak 150 responden. Teknik analisis data menggunakan nilai Indeks Kepuasan Masyarakat (IKM)Temuan hasil penelitian menunjukkan bahwa secara keseluruhan kualitas kinerja pelayanan SAMSAT Kota Semarang II kepada wajib pajak dapat dikategorikan baik. Hal ini bisa dilihat dari Nilai IKM setelah dikonversi sebesar 69,58 yang berada pada Interval Konversi 62,51 – 81,25 sehingga Mutu Pelayanan B dan Kinerja Unit Pelayanan Baik. Akan tetapi, beberapa aspek masih harus diperbaiki, walaupun beberapa aspek lainnya sudah memperlihatkan kinerja yang bagus.Dari 14 unsur pelayanan dalam Indeks Kepuasan Masyarakat, masih ada beberapa unsur yang kinerjanya kurang baik, yaitu Persyaratan pelayanan, kejelasan petugas pelayanan, tanggung jawab petugas pelayanan, kemampuan petugas pelayanan, kecepatan petugas pelayanan, keadilan petugas pelayanan, kesopanan petugas pelayanan, dan kepastian jadwal pelayanan, sehingga masih perlu dilakukan peningkatan kinerja pada bagian tersebut.

Abstract

Jampersal is one of the breakthroughs a government that help to drive down AKI and AKB to reach the targets of MDG’s. Jampersal, covering the examination of pregnancy help births, service parturition including KB service after childbirth and for newborn infants done by health workers in a health facility. Reichsarzt through regulation minister for health (Permenkes) No.2562/menkes/per/12/2011 about the technical guidelines childbirth insurance signed and formally held per 1 january 2012. Now that is a problem, namely the delay of the process of a claim limited information, uneven services in the whole area and still lack of completeness advice and infrastructure support. And that becomes an objective in this research is to find out the process and to evaluate the implementation of the Program Jampersal in Puskesmas Ngesrep the city of Semarang. This research using a technique research qualitative with purposive and continued with the technique of snowball. An informer be sorted as many as seven men administrator, namely a midwife financial management and participants Jampersal. Done an interview as well as deep on the process of referring to the theory of William Dunn covering; the effectiveness, efficiency, sufficiency, flattening, responsiveness and precision. The result showed that evaluation of the jampersal is still relatively good. Still lack of supporting facilities and infrastructures into factors less at the results achieved by Puskesmas Ngesrep. The recommendations on program is to optimize the use of the media for the implementation of publications, the strengthening of the strategy and the program commitmen of an executor cooperate with private sector and the need for sensitivity and public awareness of government program for the sake of together.

Abstract

Various problems such as lack of public awareness of the Semarang District particular demographic data ownership birth certificate into the background of this research. This study aims to determine how the implementation of Semarang District Regulation No.7 of 2009 on Population Administration in Semarang district and identify factors driving and inhibiting in the implementation of the registration and recording of population. This study uses descriptive qualitative research methods. The subjects in this study consists of six (6) key informants.The results showed that the implementation of Semarang District Regulation No.7 of 2009 on Population Administration shows that walking good implementation. But Less Her amount of resources to be a problem that must be faced by the Department of Population and Civil Registration Semarang district in providing services to the public, as well as the transitional administration system administration manual to computer systems that have not been synchronized, causing inaccuracies in the data has. And the lack of public awareness that has been aged for ownership of population data to itself.Based on these conclusions, the researchers recommend to the executive population registration and civil registration in order to encourage dissemination to the public to register themselves in the Department of Population and Civil Registration Semarang district and implementing e-government in the implementation of the settlement administration.

Abstract

Increasing the quality of human resources is a reasonable process of change experienced by the middle of the nation growing. The attitude of the community began to grow a critical moment among others by presenting the demands of the employees performance will be mainly on public organizations both STATE-OWNED ENTERPRISES or Government agencies. Both STATE-OWNED COMPANIES and Government agencies are already supposed to have employees with good performance. Pertamina is one of Indonesias largest STATE-OWNED companies have, in fact, has a capacity of employees with a quality performance, but that there is still a lot of current related problems thus optimizing the performance of employees. But as the economic powerhouse of the nation of Pertamina which are State-owned enterprises in the fields of energy, oil and gas would largely determine the life of the people. Based on the above, the study will analyse the performance of the employees who performed on subsidiary Pertamina in Office JOB Pertamina-Talisman Jambi Merang and aware of the factors that hampered the optimization of the performance of the employees. This research uses the theory of employee performance measurement instrument on corporate indicator of where his judgement is the work achievement, skills, behavior and leadership. Data collection techniques used through observation, interview, documentation and library studies with informant in JOB Pertamina-Talisman Jambi Merang Office. The results showed the performance of employees in an Office JOB Pertamina-Talisman Jambi Merang yet arguably optimal. There are still some factors restricting in optimizing the conditions of performance of employees. These factors is factor of personnal, factor of team and factor of system. In overcoming barriers these there were some suggestions that can be done such as give a clear dissemination of any related work deadline and officials in the Division of tasks outside the Office, should have also held training in order to improve the quality of human resources, absent a more modern system is also not less important to enhance discipline employees, increased assertiveness in leadership style applied

Abstract

Employee performance is a way to achieve the goal state agency. In connection with the performance, capacity and discipline employees can directly degrade the performance or improve the performance of an employee. Employees with high ability and discipline that will either make more optimal performance of employees so that they can have an impact on the overall performance of employees. However, on the contrary, if the ability of poor and working discipline is not good enough, employee performance can be optimized and bring harm to the company. This research was conducted in Central Java province TRAINING Agency. The purpose of this research was to determine the effect of ability and discipline to employee performance in TRAINING Agency Central Java province with the research method used is quantitative research. The data obtained in this study through the questioner. Analysis of the data used is the correlation coefficient Kendall and Kendall concordance coefficient. Processing the data using SPSS 16.0.

Abstract

Policy implementation of street children handling is one of the effort made by the government to remove the children lived in the street by fulfill their rights. Policy implementor are Social Service, Labour and Transmigration of Yogyakarta and the Association of Social Worker Yogyakarta. The purposes of this research are to analyze the process of policy implementation of street children handling and factors that support and hinder policy implementation of street children handling in Yogyakarta city. The effectiveness of the policy implementation process viewed from 4 factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, and precision of the environment. For enabling and inhibiting factors using the theory of Van Meter and Van Horn are standard and policy objectives, resources, communication between organizations and implementing activities, the characteristics of the implementing agency, social, political, and economic environment and disposition implementor. This study used a qualitative approach with descriptive type of research, because research aimed to illustrate how the process of policy implementation of street children handling performed deeply by the facts. Analysis of this research were field observation, interview, and literature study. Then doing reduction data, data presentation, and drawing conclusions based on the analysis and presentation of data. The results of this research wasn’t able to solve the existing problems of street children yet, but able to reduced the number of street children. The inhibiting factors were funds, private role, social and economic environment of Yogyakarta city.

Abstract

ABSTRACT The geographic condition in every regional development regions in indonesia causes is not homogeneous on regional development. Therefore, implemented a decentralization that regional local understanding of the conditions and each for its potential can be used. Development in the infrastructure sector one of which became an integral part of national development because infrastructure of the cogs of economic growth. Infrastructure development requires huge cost. So the government has not been able to pay for it own .One of the alternative solution to solve the problems is in cooperation with investors from private sector by working together. One of cooperation with third parties (private) conducted by the district government Semarang is development and management of clean water between PDAM District Semarang with PT Sarana Tirta Ungaran. This partnership model is a Build Operate and Transfer (BOT), concession period of 27 years and as a source of raw water is Tuntang River. The legal framework underlying the implementation of the cooperation policy is Semarang District Regulation No. 13 Year 2010 on Regional Cooperation. This study aims to analyze how the implementation of regional cooperation between PDAM Semarang with PT STU, as well as some of the supporting factors and obstacles in this cooperation. The results of research on the implementation of this cooperation shows two core problems, there are many industries that use underground water for their production needs and condition of the water distribution pipes that are prone to leak. Researchers recommended governmental interference on this problem , for example making a rules of prohibition the uptake of water underground in big amount and in conformance to selling water tariff , in order to be sustainable cooperation and mutual benefit .

Abstract

Performance Benefits Policy is defined as a function of the successful implementation of bureaucratic reforms on the basis of performance has been achieved by an employee. Problems that occur related to Performance Benefits Policy is the lack of technical regulations in granting allowances performance, so that the amount of allowances performance given to each agency is different and Performance Benefits rational scale when state finances in an unstable state is also not yet considered. Performance Benefits provision problems in NCSA is that provision still based on the workload and the strategic location of agencies, allowances nominal amount of the performance is still not feasible, service and discipline that has not been good because there is no professional human resources and a lack of innovation. The purpose of this research is to identify and analyze the impact of performance benefits against the Job Performance, Work Culture and Employees Fulfillment. Data collection techniques with questionnaires, interviews and observations, the data is processed and analyzed quantitatively. The results showed the perceived impact of employees after the Performance Benefits Policy. Impact on Job Performance in general is good with a percentage of 70%, it is associated with increased quality of work and timeliness in completing the work. Impact on Work Culture is generally sufficient to the percentage of 71%, it is associated with improvement in employee behavior. And the impact on Meeting the Needs of employees in general simply by percentage (66.1%). However, this effect has not been entirely positive because they still need some improvements related to the quantity of work produced by employees, the attitude of employees in work as well as various other aspects in fulfilling the needs of employees. Suggestions from this study is the need for changes to the criteria for the calculation of provision benchmarks on performance benefits, improved communication among employees as well as doing repairs to the weaknesses in the system of performance allowance.

Abstract

The implementation of policies on the management of coastal in the area of general used and conservation at semarang is planning coordination, utilization, monitoring, and control of coastal resources of the Government and Local Government, between sectors, between terrestrial and marine ecosystems, as well as between science and management to improve the welfare of the people. The purpose of this research is to analyze Policy For Coastal Management Policy Implementation in the region common Utilization and Conservation Semarang with 5 indicators that can be used to assess the quality of policy output, namely Access, Coverage, Frequency, Service Delivery and Accountability. Researchers analyzed factors that support and hinder the implementation of coastal zone management policy with 4 factors was found in the field. 4 factors are environmental, Technology, program plan and Socio economic Conditions. The results of this research is that the implementation of policies on the management of coastal in the area of general used and conservation at semarang is good enough but still not optimal, because there are 3 indicators are encountering many obstacles for the Implementation. Still need for improvement in indicators Access, Coverage and Frequency.
