Abstract

Regional Water Company (PDAM) is one form of Local Authority-Owned Enterprise (BUMD) that provides services in the provision of clean water to the society. Although in the year 2010, it was in the ?healthy? category, in some important ways it still has problems, such as financial target that was achieved only 60%, the clean water service coverage of downtown population which is imbalance with the number of population, water production value which is still higher than the water sale to the community members as well as the efficiency level of employees toward the water connection which has not reached the target. In order to improve the company services and development, it is necessary to measure the performance of the Regional Water Company (PDAM) of Probolinggo City. Balanced Scorecard Perspective was used in this research. Time series data were collected by the document study and was analyzed with descriptive statistical technique. The analysis results were presented in graphical form. The research was intended to evaluate the PDAM performance of Probolinggo City. The results showed that, in the balanced scorecard perspective, PDAM performance of Probolinggo City in 2009 ? 2011 was categorized ?not good?. Keywords: public organization, balanced scorecard

Abstract

Abstract

The aim of this study was to identify the problems and determine the conceptual model of regional development planning. Regional development planning is a systemic, complex and unstructured process. Therefore, this study used soft systems methodology to outline unstructured issues with a structured approach. The conceptual models that were successfully constructed in this study are a model of consistency and a model of reconciliation. Regional development planning is a process that is well-integrated with central planning and inter-regional planning documents. Integration and consistency of regional planning documents are very important in order to achieve the development goals that have been set. On the other hand, the process of development planning in the region involves technocratic system, that is, both top-down and bottom-up system of participation. Both must be balanced, do not overlap and do not dominate each other. regional, development, planning, consistency, reconciliation

Abstract

 Dalam rangka mendukung percepatan reformasi birokrasi, pemerintah menerbitkan Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara (ASN). Tujuan dari penerbitan Undang Undang ASN yang menggantikan UU No. 43 tahun 1999 adalah untuk mewujudkan tata kelola Aparatur Sipil Negara sebagai profesi yang memiliki kewajiban mengelola dan mengembangkan dirinya dan mempertanggungjawabkan kinerjanya serta menerapkan prinsip merit dalam pelaksanaan manajemen Aparatur Sipil Negara. Didalam UU No.5 tahun 2014 ini, diatur tentang remunerasi sebagai pelaksanaan didalam penerapan sistem merit Aparatur Sipil Negara. Pemerintah memberikan remunerasi sebagai dorongan kepada pegawai untuk bekerja dengan lebih baik lagi secara profesional. Salah satu cara untuk meningkatkan tingkat remunerasi dapat diperoleh melalui penguasaan kompetensi dibidangnya. Setiap Aparatur Sipil Negara berhak mendapatkan pengembangan kompetensi. Lebih lanjut, kompetensi Aparatur Sipil Negara meliputi: kompetensi teknis, kompetensi manajerial dan kompetensi sosial cultural. Identifikasi kebutuhan pengembangan kompetensi ASN tidak hanya mencakup substansi kompetensi yang dibutuhkan untuk menjawab isu strategis nasional dan regional tetapi juga harus menjelaskan tata kelola penyelenggaraan pendidikan dan pelatihan serta metode lain yang diatur dalam ASN. Pemerintah perlu merumuskan bagaimana transisi dari pola penyelenggaraan pendidikan dan pelatihan yang ada saat ini kepada model yang baru. Koordinasi dengan berbagai instansi terkait baik pusat maupun daerah perlu dilakukan untuk memecahkan masalah perubahan tata kelola tersebut. Dengan semakin meningkatkanya kompetensi serta ketrampilan yang dimiliki oleh Aparatur Sipil Negara maka diharapkan tingkat remunerasi yang diperoleh juga akan semakin meningkat.
