Abstract

The study is titled implementation of environmental communication based on the social institution in coping with the flood in the Citarum Watershed Upstream. Citarum river pollution and silting are currently in a state of particular caused by forest encroachment in the upstream, land use, household waste, animal husbandry, industry, offices, etc, so when the rainy season caused the occurrence of floods. In addition, these conditions have resulted in water quality being unfit to be utilized, both for drinking water, washing, bathing, irrigation for agriculture and so on. The actuator environment seeks to restore the Citarum Watershed upstream conditions by building public awareness so they may want to change their attitudes and behavior, one of them by not disposing of waste into the river. The selected communities are those that are incorporated in a social institution in the region. The purpose of the research is to find out about the types of institution, the reason for utilizing the institution, and the role of the environment actuator communication in a social institution. The methods used in this research is descriptive with qualitative data to describe the various realities of communication activities related to the environment by leveraging social institution in coping with the disaster of the flood in the area of Citarum Watershed Upstream. Research results showed in the region there are four types of institutions, namely the institution of religious, economic, agricultural and social. Institution related to religious activity is Majlis Talim (the place of informal Islamic teaching and education), institution related to the activity of the economy is an arisan (regular social gathering), institution related to social activity is the PKK (Family Welfare Guidance), and institution related to the agricultural activity is The Association of Farmers Group (Gapoktan). The reason for the environment actuator utilizing social institution are as the entrance (access) to carry out flood mitigation program, already familiar, easy to invited to cooperate and to expand the network. The role of the environment actuator in the institution as a communicator and facilitator in conducting dissemination of information and training of waste utilization to the members of the institutions.

Abstract

Corporate Social Responsibility activities ideally be felt by the West Bandung Regency, where The West Bandung Regency has now transformed into an industrial area. This change of course, like the two-edged sword, the meaning is the presence of the company is actually able to provide changes in the economy for local communities, in an effort to prepare for the MEA, but on the other hand an industrial presence in West Bandung Regency giving new homework in terms of environmental management and the companys contribution to increasing local revenues of West Bandung regency. Whereas CSR is expected to become one of the companys contributions to improving the competitiveness of West Bandung Regency society. In other words, the companys contribution through Corporate Social Responsibility activities, become the hope of West Bandung regency government in building the human resources of competitive and independent and prosperous. Therefore, this study aims to dig deeper into the synergy of government and companies on CSR activities in order to face the MEA. This research is using qualitative descriptive method through data collection techniques of interviewing and observation. The results of this research indicate that in practice between the government and companies there are communication problems, therefore it is necessary to build appropriate communication models between the government and the companies as well as the community called tripartite corporate social responsibility so that corporate social responsibility activities better planned, targeted and sustainable.

Abstract

The empowerment approach becomes the main base of West Bandung Regency Government in the development of society to welcome the development of industrial estate. Empowerment has the meaning of generating resources, opportunities, knowledge, and skills to increase capacity in determining the future. Researchers are interested in conducting initial mapping in advance about environmental conditions, socio-economic conditions, government policies, responses, and community needs related to the development of industrial parks. The community empowerment conducted by the working group working together with the agriculture department, Disperindag, and BPWC and getting full support from the village of Margalaksana itself. There are many activities conducted by the working group by utilizing the natural potential that exist in Margalaksana Village. Some potentials of the Community Empowerment Program in Margalaksana Village: 1) The potency of fish using floating net pond in Cirata reservoir; 2) The potency of batik; 3) The potency of water hyacinth waste; and 4) The potency of tourism. Human capital plays a major role in as a modifying factor of community resources in achieving the success of the empowerment process. Good human capital is characterized by the level of education that able to provide motivation so as to develop independence in the community.
