Abstract

The sustainability in the integrated human and nature systems or social–ecological systems(SES) of reef fishery needs attention, because the livelihood of many coastal communities is dependentupon it. Likewise, coral reef ecosystem is important marine resource as a source of biodiversity, aspawning aggregation for various reef fish and biota. However, coral reef ecosystem in South Sulawesihas been pressured by reef-related fishing activities, which include destructive practices of bomb andpoison fishing. This study assesses the condition of fishery sustainability in five selected small islands situated inTaka Bonerate Marine National Park and Spermonde Archipelago, South Sulawesi. Multi-criteriaanalysis (MCA) is used as a decision-making tool to analyze and evaluate multiple indicators under aparticipatory group decision-making environment (Mendoza and Prabhu 2004). Four variable criteriaof sustainability indicators are included, namely ecological-criterion indicators, economic-criterionindicators, social-criterion indicators, and institutional-criterion indicators. The result of theassessment is analyzed with the state of coral reef and the state of destructive fishery in the area.

Abstract

Abstract

Bone Bolango region located in Gorontalo Province covers an area of 188,006.43 ha which consist of 142,664.38 ha (75,88%) forest and 45,326,5 ha (24,22%) is regional estated. The regency is endowed with rich mineral resources, yet it finds some difficulties in planning and developing ist regional economics, such as how to arrange the regional planning which is based on existing land. The government has already issued licences for optimalyzed the resource for a mining company (kontrak karya). This condition has created un-fair competition between government and society and also society and company which tend to create conflicts over resurces. This case emerged when there was “institutional vacuum” particularly from forestry Department as the forestry national utirization also the company who has a licency of mining consetion. The Illegal Mining activities, agriculture, garden, and region estated is developing and become informal institutional or shadow economy to fulfil the uncertainty of resources outority from the nation.

Abstract

The research is aimed to reveal opportunity development of the capture fisheries in Talaud Islands Regency by using bionomy approach with Gordon-Schaefer model (Fauzy, 2005) con-cerning the dominant of illegal fishing activities around the area. The research was started by co-llected some secondary data on fish production and number of fishing units. Primary data were collected on catch composition and types of fishing gear. Gordon-Schaefer methods was applied to evaluate the tuna and skipjack resources in the area. The troll and pole and line are indicated as the dominant fishing gears used to catch the skipjack and tuna. In case of open access condition, the production will end up to 25,09 tons, while the resource rent will be end up to zero. For the development, simulations were exercised in 3 scenarios: 1) scenario of enhancing domestic fleet, 2) scenario of illegal fishing, and 3) scenario of net surplus. With those scenarios, if the illegal fishing could be eliminated, the capture fisheries in this regency could render economic value to 10 billion rupiah.

Abstract

Raja Ampat Regency in West Papua Province has abundance natural fishery resources. Marine Protected Area (MPA) has been established in marine areas of Raja Ampat Regency. To better manage of MPA is required with measureable parameters and clear indicators. To decide the indicator can be conducted by bioeconomic model approach. The results of research show that the establishment of MPA will increase harvest level and revenue. But “bigger is better” could’nt be adopted for the development of MPA. There is an optimal MPA size will contribute for increasing yields and revenue and can reduce the level of effort.

Abstract

Abstract

Activity floating net cage (Karamba Jaring Apung-KJA) in Reservoir Cirata have beenover capacity, so that give the serious problems such as water quality degradation,algae-blooming, and up-welling. The objective of this research is to find the optimuminput cage net without and with cost externality. The objective, was solved by costfunction of KJA (cage net) culture activity with/without externality model. Theexternality of cage net culture to water body of Waduk Cirata has been gived a sedimentaccumulation until 325711 ton/year and make degradate of water quality. For cage netculture, water quality is environment input. Model research involved this externality inmodel of cost function. It is by internalize cost environmet as the one’s of costproduction. Input of production factor of KJA culture activity without externality werecost of seed, feed and labour, and with externality was added by cost of recoverysediment by dredging or exploition. Optimal input of seed 46,28 kg/plot, feed 1685,02kg/plot, 122,09 work person daya (wpd)/unit, activity without externality and optimalharvest product 938,16 kg. While for KJA activity with cost environment, seed wassignificant change, 31,66 kg and feed 756,24 kg, 50,92 work person day person/unit,and amount of sediment 15,25 kg/unit with optimal harvest 644,6 kg/plot. Using of theCirata Data Environment and CAD_S tool software, the carrying capacity of ReservoirCirata for KJA culture activity have found was 43.679 ton/year. For activity withoutexternality, amounts optimal of KJA 15585 plots, and seed using 1464,7 kg/plot. Forwith-externality activity 21133 plots KJA, and seed using 756,24 kg/plot. It is mean adecreasing feed costs 44,88%.Keywords: externality, cost, cost function, optimal input, optimal product, carryingcapacity

Abstract

The main objective of the stuajl is to analyze the political economic and cultural factors aflecting corruption in regional economic development during decentralization era in Indonesia. The research uses both qualitative and quantitative methodology to elaborate the process of policy making in budgeting and in formulating regional regulation (Perda). Three districts were chosen as case studies i.e. Kabupaten Solok, Kabupaten Sukoharjo and Kabupaten Kutai Kartanegara. The results of the stuajl indicate that corruption has already emerged since the begining of decision making process in the executive as well as legislative agencies. The findings show that political economic and cultural factors are strongly aflecting the corruption in regional development in the autonomy era.

Abstract

Illegal fishing activities are basically not just done by foreign fisherman but also carried out by fisherman of Indonesia but they are using the size are smaller that is under 30 gross tonage. Due to the size a small fishing vessels are often allowed by the law enforcement officers due to the influence that is relatively small, whereas in the number of ships that are much smaller of course though its capacity would provide a major problem for the management of fish resources in Indonesia. Fishermen who settled in Brondong East Java is an example of illegal fishing activities as offeriders by loweinr the size of the ship that is lowering the gross tonage. These activities were carried out because the cost of maintaining a very troublesome permission and expensive.
