Abstract

Understanding the governability of traditional use zone (TUZ) on Marine National Parks is still debated due tovarious reasons since successful implemented of the governing system could be observed in some areas only.There is a need to assess the contributions and limitations of governance performance sustainability. Using theCenderawasih Bay National Park as a case, we studied the governance system (GS), system to be governed (SG),and interactive governance (IG) in managing TUZ.  Multi-dimension scaling analysis showed that the existingmanagement showed low sustainability (36%) caused by limitation of stakeholders capacity and violations ofrules (GS), impact of live fish fishing, coastal ecosystem degradation and low income (SG), adaptive managementand feedback from monitoring and evaluation that were not be able to create effective governance (IT).Improvement could be achieved by increasing the integration of these three systems, in which social-ecologysystem benefit could work under effective governance.  This paper also supported the previous finding thathousehold income alternative was the priority for improving management and conservation.  It is justified thatboth direct and indirect benefits to the society or stakeholders could be provided by well-performed governance.Keywords: governance, traditional use zone, marine national park

Abstract

ABSTRACTCommunity structure of target fishes was analyzed to understand their response to different conditions of coral reefs in several places of Hugow and Putus-Putus islands. This study focused on species abundance and diversity including Shannon-Wiener’s species diversity (H’), species richness (SR), species evenness (J’) and dominance (d) indices, respectively. A multivariate analysis was used for the classification or correspondence factorial analyses. The result recorded 4,501 individuals belonging to 52 species of target fishes. Both cluster and correspondence analyses clearly recognized 3 groups of target fish with 2 major controlling factors for the development of these 3 ecological groups, i.e. coral reef conditions and geographic position to the hydrodynamic condition.ABSTRAKStruktur komunitas ikan target dianalisis untuk melihat respon ikan target terhadap perbedaan kondisi terumbu karang di beberapa lokasi Pulau Hogow dan Putus-Putus. Penelitian ini dilakukan pada bulan Oktober 2010 dengan pengambilan data di 6 stasiun. Dalam penelitian ini telah dikaji variabel komunitas seperti kelimpahan dan keanekaragaman spesies termasuk indeks keanekaragaman spesies Shannon-Wiener (H’), indeks kekayaan spesies (SR), indeks kemerataan spesies (J’) dan indeks dominasi (d). Untuk melihat assemblage ikan target dilakukan analisis multivariat baik analisis klasifikasi maupun analisis faktorial koresponden. Dalam penelitian ini diperoleh 4501 indidu yang termasuk dalam 52 spesies ikan target. Analisis multivariat baik analisis cluster maupun analisis koresponden telah memisahkan dengan jelas 3 grup ikan target, dimana terdapat dua faktor utama pengendali pembentukan 3 grup ekologis ini yakni faktor kondisi terumbu karang dan faktor posisi lokasi terhadap kondisi hidrodinamika perairan.

Abstract

ABSTRACTA study aimed to examine the status of sustainable management of coral reef in Pulau Hogow and Pulau Putus-Putus in Southeast Minahasa regency, North Sulawesi Province, was conducted in from July to September 2011. Diagnosis on the status of sustainable management of coral reef was presented in a sequence covering the ecological, economic, social, institutional and technological dimensions. In ecological dimension, the attribute of percentage of coral cover provided the largest contribution. In economical dimension, the largest contribution was provided by tourism guide, time used for coral reefs exploitation, dependency on the resource as a source of income and foreign tourists attributes. In social dimension, similar indications shown by the attributes of the number of locations which were potential for exploitation conflicts, level of education and efforts to repair the damage of coral reef ecosystems. On the institutional dimension, the contributions made by all attributes were almost even, with the highest is the tradition/culture and cooperation attributes. Similarly, in the technological dimension the contributions made attributes were almost even, with the highest contributions were from boat technology and technology post-harvest technology attributes. For overall dimensions of sustainability management of coral reefs, a map created in RAPFISH ordinate showed recommendation on the status of the sustainability.Keywords: sustainability, management, coral reef, dimension.ABSTRAKPenelitian ini bertujuan untuk menelaah status keberlanjutan pengelolaan te-rumbu karang di Pulau Hogow dan Putus-Putus Kabupaten Minahasa Tenggara Provinsi Sulawesi Utara, dilakukan pada bulan Juli-September 2011. Diagnosis status keberlanjutan pengelolaan terumbu karang dikemukakan secara berurutan mencakup dimensi ekologi, dimensi ekonomi, dimensi sosial, dimensi kelembagaan dan dimensi teknologi. Dalam dimensi ekologi atribut persentase penutupan karang memberikan kontribusi terbesar. Untuk dimensi ekonomi kontribusi terbesar diberikan atribut pe-mandu wisata, waktu yang digunakan untuk pemanfaatan terumbu karang, ketergan-tungan kepada sumberdaya sebagai sumber nafkah dan wisatawan mancanegara. Di-mensi sosial indikasi serupa ditunjukkan oleh atribut-atribut jumlah lokasi potensi kon-flik pemanfaatan, tingkat pendidikan dan upaya perbaikan kerusakan ekosistem terum-bu karang. Pada dimensi kelembagaan kontribusi yang diberikan atribut-atribut merata, tetapi yang tertinggi adalah tradisi/budaya dan koperasi. Demikian juga pada dimensi teknologi, kontribusi yang diberikan atribut-atribut merata, dengan kontribusi tertinggi adalah atribut teknologi perahu dan teknologi pasca panen. Untuk semua dimensi keberlanjutan pengelolaan terumbu karang, hasil pemetaan yang dilakukan dalam ordinasi RAPFISH menunjukkan status keberlanjutan yang baik untuk dilakukan.Kata kunci: keberlanjutan, pengelolaan, terumbu karang, dimensi.

Abstract

The sustainability in the integrated human and nature systems or social–ecological systems(SES) of reef fishery needs attention, because the livelihood of many coastal communities is dependentupon it. Likewise, coral reef ecosystem is important marine resource as a source of biodiversity, aspawning aggregation for various reef fish and biota. However, coral reef ecosystem in South Sulawesihas been pressured by reef-related fishing activities, which include destructive practices of bomb andpoison fishing.This study assesses the condition of fishery sustainability in five selected small islands situated inTaka Bonerate Marine National Park and Spermonde Archipelago, South Sulawesi. Multi-criteriaanalysis (MCA) is used as a decision-making tool to analyze and evaluate multiple indicators under aparticipatory group decision-making environment (Mendoza and Prabhu 2004). Four variable criteriaof sustainability indicators are included, namely ecological-criterion indicators, economic-criterionindicators, social-criterion indicators, and institutional-criterion indicators. The result of theassessment is analyzed with the state of coral reef and the state of destructive fishery in the area.

Abstract

Gugus pulau Togean memiliki potensi sumberdaya perairan yang dimanfaatkan untuk kegiatan wisata bahari. Peningkatan kunjungan turis pada periode tertentu menyebabkan aktivitas wisata dan kegiatan terkait meningkat, sehingga berpengaruh terhadap penurunan kualitas perairan dan obyek wisata. Penelitian ini bertujuan untuk mengkaji keterkaitan antara musim kunjungan turis dalam setahun dengan perubahan yang terjadi pada beberapa parameter kualitas perairan laut di sekitar kawasan obyek wisata. Metode analisis yang digunakan adalah PCA (Principal Component Analysis) dan analisis IPL (Indeks Pencemaran lingkungan). Hasil penelitian menunjukkan bahwa peningkatan kunjungan turis menyebabkan peningkatan nilai BOD5, COD, dan NH3 serta penurunan nilai DO di perairan. Nilai korelasi keempat parameter tersebut lebih tinggi pada bulan Nopember dibanding Juli, dan merupakan komponen parameter pembentuk sumbu utama pertama di kedua musim. Peningkatan nilai kekeruhan, penurunan salinitas dan suhu pada bulan Nopember dibanding bulan Juli karena terkait dengan musim penghujan dan gelombang yang tinggi. Indeks pencemaran lingkungan perairan meningkat 21,05% selama musim puncak kunjungan turis, namun secara umum perairan gugus Pulau Togean masih dalam kategori belum tercemar. Kata kunci : kualitas perairan laut, aktivitas wisata, Gugus Pulau Togean  Marine resources of Togean Islands have been used for tourism activity. The increasing number of tourist in certain period every year has lead to increasing of tourism activity and its related activity. This condition probably effects sea water and habitat qualities. This research aim to studied correlation between tourist season in one year and the change of marine water quality parameters in tourism area. The data were analyzed using PCA (Principal Component Analysis) and EPI(environmental pollution index). The result showed that BOD5, COD, and NH3 increased while DO decrease during the peak season of tourism activity. The correlation value of those four parameters was relatively higher in November than in July.  Those parameters were the component that forms the main axis in both seasons. The increasing of turbidity and decreasing of salinity and temperature in November rather than in July were correlated with rainy season and high wave. Water pollution index increasing during peak season of tourism activity, but in general, marine water quality of Togean Islands can be categorized as good (not yet polluted) based on water pollution index. Abstract

Indonesian government released Fisheries Sharing Law (UU Bagi Hasil Perikanan No. 16/1964) to avoid income gap among fishermen. But local fisheries sharing system stilI applied in some areas. These facts supported the research to find the reasons of institutionalization failure of fisheries sharing law. Research gain indicated that local fisheries sharing system used the same way to calculated net product among fishing gears, but different way in shared net product between owner and tenant in each gear. Fisheries sharing law used the same way to calculated net product and the same way in shared net product between owner and tenant in every fishing gear. This law were not favourable especially by the owners of gillnet and trammel net because their income will be decreased if they used it. Both fisheries sharing systems still made income gap between owner and tenant in each fishing gear and economically not suitable because unequality between opportunity and gain. Based on this comparative study, it is important to applied alternative sharing system which gave equality in product shared and economically consequences.

The opportunity to Increase the export volume of Southeast and East Asia marine product is far more significant In the future (until more than 12.50%). This Is related to the European state agreement to decrease fish catching. around European area. This opportunity is a challenge for Indonesian marine products to improve their perfonnance. Indonesia could give a solution for several constraints, by increasing the quality and developing the transport services. The development of exploitation and post harvest, biotechnology industry and Increasing Information flow are several steps to improve marine product development In Indonesia to compete with other countries.

Abstract

Tourism by utillizing fishery and marine resources are divided within two parts, namely freshwater tourism and marine torism that is a special toursm by doing activities at seascape (under and surface waters) and landscape. One of the potential place to develop marine tourism is Gili Trawangan, Village Gili Indah, District Pemenang, Region Lombok Barat, Provincy Nusa Tenggara Barat. The uniqueness of biodiversity like coral reef and flora-fauna are tourism objects that tourist from domestic and foreign are interested. This study are aimed to analyze demand toursm, analyze consumer´s surplus and establish some strategy for developing marine toursm at Gili Trawangan. The sampling method for this study are purposive sampling based on tourism activities of tourst and the toursts have jobs. Based on the result of study are known that parts of tourism industry are toursm atraction, toursm services and toursm transportation. Function of demand toursm are Ln Q = -0,773 -0,068Ln Xl + 0,051Ln X 2 +0,773Ln X3 ~ 0,358D Demand elasticity are -0,0068 that is the demand fungtion are elastic. Consumer´s surplus at the Gili Trawangan at 2006 are US$ 8.724.613,25 per year. Strategy for developing marine toursm at Gili Trawangan are (a) Creating the tourism image to increase level visting, (b) Creating communication and patnership within managing resources (c) Establishing tourism perception by using natural resources and facility in order to positive impacs for community.

Abstract

Since 1992, every forest consession holder has been obliged to carry out a special program in a village or villages in or arround the concession. Bassically, the purpose of the program is to change behavior of the villagers, such as abondaning the practice of shifting cultivation, developing awarness on environment, etc.The main objective of this study is to investigate impacts of the program on the behavior of the villagers in the village where the program has been carried out. This would include agricultural practices and attitude as we/I as way of thinking of the villagers. The later consists of nine dimensions: (a) attitude toward education, (b) universalism, (c) openess, (d) rationality, (e) value orientation, (f) gender, (g) family planning, (h) environmental awarness and (I) farming orientation.The method used in this study was Natural Experiment (Babbie, 1989 : 230). Several component of the behavior were quantified using scoring system.This study reveals that in the domain of the agricutural practices, a quite fundamental change has taken place, that is the switching of the agricultural practices from swidden agriculture to the ·permanent cultivation" system. There is a .significant difference at the level of 95 % in the seven component: attitude toward education, universalism, openess, rationality, value orientation, environmental awarness and the farming orientation. There is no siginficant difference in the gender and family planning issues.

Abstract

Fisheries product from Pelabuhan Ratu is distributed through several marketing institutions. The marketing institutions involved are fisherman, bakul pengumpul, bakul pengolah, bakul pengecer, wholesaler, retailer and institutional market. Areas of the merketing are Pelabuhan Ratu, Sukabumi, Bogor, Bandung and Jakarta. The Retailer gets the marketing margin more than other institutions. The structure of marketing cost is different at each institution, however in general, the cost consist of TPI fee, market fee, transportation cost, water and ice cost, packing cost and labor cost. The average of the fisherman´s share for the fish products that are marketed in Pelabuhan Ratu area is 68,65 %, and for outside areas is 59,96 %.
