Abstract

The number of national parks in Indonesia increased rapidly since 1982. Support from local people plays an important role in sustaining national parks, therefore their needs, aspirations and attitudes should be considered to assure better national park management. This research was intended to discern the knowledge, perception and attitude of local people residing close to Kerinci Seblat National Park towards the park and its conservation initiatives, to identify factors affecting them, and to determine if local communities perceived more benefit from the park were likely to support it. Knowledge of local people about the existence of the park and regulation governed it was high. However, knowledge of local people about its function and benefit for society was relatively low. Attitudes of local people on the park and its conservation initiatives was affected by many factors including their involvement in an organization, administrative residence affiliation (district), ethnic, formal education attainment, distance of residence to national park, income, family size, affluence, and agricultural land ownership. Almost all of the local people perceived that the park did not give them economic benefit directly, therefore they expected to be involved in planning and making use of it. They also perceived that it was needed to conserve natural resources and supply ecological services. However, most of the people perceived that their lives did not depend on the park, so its existence should not be guarded collectively.

The Integration of Cleaner Production Indicators on the Environmental Performance Measurement System for the Indonesian Natural Rubber Industry

Abstract

This study aims to identify the priority of the cleaner production implementation and integrate it in the design of a comprehensive environmental performance measurement system for natural rubber industry in Indonesia. Prioritizing the cleaner production on the production process of natural rubber is based on the case of 10 Indonesian crumb rubber companies using the Analytical Hierarchy Process. The comprehensive environmental performance measurement system in natural rubber industry, i.e. in crumb rubber industry, starts from the selection of key environmental performance indicators (KEPI) using the fuzzy independent preference evaluation method. The environmental performance measurement model is developed to assist users in evaluating the comprehensive environmental performance and condition of the key indicators. The weighting for each of the KEPI is performed by means of the expert choice software. The environmental performance measurement model is designed in the form of a environmental scorecard with traffic light facilities which can provide recommendations based on the performance achievement status of each KEPI. From the results of the model verification in the case of crumb rubber industry, several indicator statuses were found "not good", i.e. on the index of raw materials, solid waste load, water conservation, energy conservation, and environmental innovation indicators. The environmental performance ranking model is designed to evaluate the comprehensive environmental performance in different companies or at different assessment periods.

Abstract

The key factors of successful information technology outsourcing are the procurement process of the professional and trusted provider, the contract that guarantees a committed implementation of outsourcing as agreed priorly, the implementation of outsourcing that fulfils the approved grade of quality as service level agreement, the provider’s capabilities as listed in the requirement of the procurement process, and the implementation itself. Those key factors are the subjects of study, which results are applicable as the basic policy in developing a premium IT services through the outsourcing system. The case study was conducted in the Bank Indonesia, whether research approach is the combination of explorative, descriptive and explanator. Analysis endogenous and exogenous variables’ll be using Structural Equation Modeling (SEM). The recommendation is formulated according to the result of SEM analysis. Result of the study stated that Structural Model 3 is the perfect fit model. Abstract

The aim of this research is to develop a situational analysis of organization culture (OC). The analysis cover management process and its changing in Central Bank, including direction and substance of OC, developing ideal models, methods, dynamic change and its management. Awareness about the importance of OC in improving the performance of the organization had been recognized by management of The Central Bank in the surface, but when examined the dynamics of the changes, the implementation seem fluctuated.During this research, the values which adopted for this organization are competence, integrity, transparency, accountability, and cohesiveness. In the implementation, there are two main issues: (1) the belief that these values are match with organization need and (2) misunderstanding in implementation at the level of units. Research has not attempt to answer the solution of these two main issues yet. However, this study try to uncover the main problem of changes in OC. This paper using combination of several methods: survey, focus group discussion (FGD), statistics of secondary data, and structured in depth interviews. This study have found that The Central Bank conduct rapid change in the beginning of transformation. However, after 3 years, the change slow down, reducing the commitment and lack of confident both the substance of OC and the change method as well.   Keywords: Organization Culture, Central Bank, Situational Analysis

Abstract

The purpose of this study was to evaluate a credit risk control system to implement risk-based audit (RBA). The case was conducted in three stages using system approach. The first stage was to identify the factors influencing the effectiveness RBA implementation. Identification process was conducted through gap observation and exploration to determine key factors derived through gap analysis comparing the empirical outcome of the effectiveness credit management process from the expectation outcome. The second stage was using Exponential Comparison Method (ECM) which produces the ranking and the priority of the key factors through experts with in-depth interview which is the paramount importance steps to evaluate. The third stage was using Analytical Hierarchy Process (AHP) techniques, involving the experts with questionnaire and in-depth interview to decide the best, suitable alternative strategies to cope with the negative gap, to reach the goals expected which is to minimize the gap. There were four components mentioned to complete and to detect the gap, which credit operation, human resource knowledge, organization, and supporting system/IT. The output of this study was a credit risk control system for the bank. The study has limitation, due to the scope of the region of the bank, and the risk mapping only for credit risk. Developing the Model of National Qualification Framework: A Case Study for Fifth Level in Tours and Travel Diploma

Abstract

The main goal of this paper is to obtain the model of fifth level of national qualification framework (NQF) in tours and travel diploma. The soft system methodology  is applied by using some methods. They are analytic network process (ANP), root definition, rich picture, elements and their interrelationships. The experts confirmed the model of fifth level qualification can be obtained, provided that Ministry of Tourism develop the scheme together with National Certification Authority. The approved scheme endorsed by Ministry of Education to be implemented in tourism college. Meanwhile, Education National Standard Body shall issue the guidelines for the scheme. The Higher Education Accreditation Body refers to this scheme during accreditation     process. The college conducts the planning, execution on the scheme based on competence training and assessment. On the other hand student shall proactive  to practice and prove their ability and competencies. The Ministry of labour issuing the recruitment and remuneration guidelines for qualification, while tours and travel companies inform student about the job vacancy.Key words: Assessment, diploma, Level of qualification,scheme,Tours and  Travel

Development Model of Renewable Energy Policy Based on Social Forestry for Sustainable Biomass Industry

Abstract

New and renewable energy development should be encouraged considering Indonesia is now a net importer of oil. The subsidy for transportation and electricity more than 300 trillion rupiahs. Presidential Decree No. 5, 2006, mandates the target energy mix by 2025 is 17% for new and renewable energy. The demand growth of energy in Indonesia around 7%, compare to developed country only 2 – 3%. This study aims to develop renewable energy policy models in particular biomass for rural electrification; to identify the factors that influence the price of feed in tariff policy, in particular wood-based biomass,; and  designing the role of social  forest for raw materials bio-pellet industry in a sustainable supply chain. Research using soft systems methodology, then it has analyzed by Interpretative Structural Modeling (ISM) and the Strategic Assumption Surfacing and Testing (SAST). The results showed key element of development policy model of renewable energy for community-based forest industry that is sustainable biomass energy tariff, competent human resources, coordination among related local government offices, community participation, funds and investment business, microfinance, community leaders, state forest lands, smallholder plantations policy, spatial regions, financial institutions, NGOs and professional associations energy field. The strategic assumptions have been identified which is sufficient supply of raw materials, industrial raw materials available, available alternative industrial biomass potential of raw materials in the local, the obvious trade system, support regulatory and local governments, inventory of land and forest, and the support of community leaders.

Abstract

Abstrak. Tujuan penelitian adalah merancang model integrasi manajemen kebijakan outsourcing dalam perspektif hubungan industrial untuk menciptakan harmonisasi aspek sosial budaya, ekonomi, dan hukum. Implementasi model ini diharapkan mampu meningkatkan kesejahteraan pekerja, keuntungan bagi perkembangan industri, dan memberikan manfaat bagi pemerintah. Penelitian ini diawali dengan observasi untuk mengidentifikasi kondisi empiris praktik outsourcing dari perspektif industri, pemerintah, dan serikat pekerja. Hasil identifikasi masalah dianalisis untuk merancang model integrasi manajemen kebijakan outsourcing untuk mencapai hubungan industrial yang harmonis. Metode yang digunakan adalah Soft System Methodology (SSM). Data dikumpulkan melalui Fokus Group Discussion (FGD), In Depth Interview (IDI) dan survei pakar. Teknik analisis menggunakan analisis CATWOE (Customer, Actor, Transformation, World view, Owner, Environment constraint),Business Process Management (BPM), Analytical Network Process (ANP), Strategic Assumption Surfacing and Testing (SAST). Model dirancang melalui SSM Learning Model yang bertujuan untuk merancang Purposeful Activity Models (PAM). Model Integrasi Manajemen Kebijakan Outsourcing sebagai sistem manajemen outsourcing terpadu yang melibatkan stakeholder dalam perencanaan, yaitu pengawasan, pembinaan dan penindakan untuk minimalisasi konflik. Implikasi model adalah penguatan Trilogi Hubungan Industrial, yaitu kesejahteraan pekerja, keamanan dan keberlanjutan untuk perusahaan serta iklim yang kondusif dan pendapatan bagi pemerintah.Kata kunci: Hubungan Industrial, Outsourcing, Soft Systems Methodology, ANP, Trilogi Hhubungan Industrial Abstract. This research objective is to design an outsourcing policy management integration model in industrial relation perspective in order to harmonize social, cultural, economic and legal aspects. The model is expected to improve welfare for workers, profit for industrial development, and provide benefit for the government.This research was initiated by field observation to analyze empirical condition on current outsourcing practices from the view of industries, government, and the workforce themselves along with their labor union. The result of problem identification was then analyzed to obtain outsourcing policy management integration model in order to build harmonious industrial relation. The method used was Soft System Methodology (SSM). Data were collected through FGD, IDI, and expert survey. Technique analysis was conducted through analysis CATWOE (Customer, Actor, Transformation, World-view, Owner, Environment constraint ), Analytical Network Process (ANP), Strategic Assumption Surfacing and Testing (SAST), through SSM Learning Models aiming to design Purposeful Activity Models (PAM). The Integration Management of Outsourcing Policy Model to perfom comprehensive management outsourcing system involving stakeholders in planning, supervision, guidance and enforcement to minimize conflict. Abstract

Product transportationforcrude palm oil is a complex problem. The complexity is caused by the spread of the location of the oil palm plantationsand mills, the current and potential transportation network, the capacity constraint of each oil factory, the perishable characteristics of the product, the limited of port and port capacity which also depends on their geographical location and the supply fluctuation from plantationsto the factories due to their age.This paper will give an alternative solution which has not yet discussed in the earlier publications by providing a decision alternative related to product transportation from oil mills to ports using GIS based network analyst. The solution is a decision support system that integrate GIS and shortest path model. Spatial decision support system which has built have the capability to accomodate transportation network condition to find the best path from oil mills to the portswhich can be used for further decision making.This research shows that the short distance is not always as the fastest path and the lowest cost due to the condition of the network. The selection of development strategy in CPO agroindustry and the improvement of transportation infrastructures will be able to improve the performance of CPO industry significantly.

Abstract

Tujuan penelitian adalah menganalisis respon para pemangku kepentingan di daerah terhadap kebijakan Hutan Tanaman Rakyat. Penelitian menggunakan metode pendekatan kuantifikasi data kualitatif. Lokasi penelitian ditentukan secara sengaja dengan pertimbangan tingginya potensi pengembangan kegiatan HTR, yaitu di Provinsi Kalimantan Selatan dan Riau. Hasil penelitian menunjukkan bahwa masyarakat di Kalimantan Selatan, khususnya mereka yang telah terlibat dalam pengembangan tanaman kehutanan memiliki minat yang tinggi untuk menjadi peserta program HTR. Sedangkan masyarakat di Riau kurang berminat terhadap program penanaman tanaman kehutanan, disebabkan adanya pengalaman buruk di masa sebelumnya. Para pemangku kepentingan di tingkat kabupaten yang terdiri dari pihak pemerintah daerah dan swasta menyambut baik program tersebut, dan mendukung terselenggaranya program sebagai upaya peningkatan kesejahteraan masyarakat sekitar hutan. Berdasarkan hasil analisis stakeholder diketahui bahwa terdapat sejumlah pemangku kepentingan di daerah yang memiliki posisi dan pengaruh penting untuk keberhasilan program. Hal ini berimplikasi bahwa para pengambil kebijakan di tingkat pusat harus mempertimbangkan aspirasi mereka untuk mewujudkan keberhasilan program HTR.
