Abstract

Management / waste management is not only achieved through decision - making, but by increasing the ability of the apparatus in providing a variety of materials on waste management through education and training - training on various structural performance of public services is not enough to simply done using indicators - indicators attached to its own waste management as waste management procedures The study was conducted to determine how the waste management Bhakti Wira Tamtama Hospital Semarang city enlisted as measured by several indicators of management / waste management, namely: Planning, Organizing, Leading and Controlling.In addition, this study also conducted to determine the limiting factor of the medical waste management at Army Hospital Bhakti Wira Tamtama. This study used descriptive qualitative approach to data collection obtained from observations and interviews.The studies results showed that the management / waste management in the hospital enlisted Bhakti Wira which still can be seen from the maximum, the lack of quality human resources, facilities and inadequate infrastructure, lack of attention and response to the civil servant leader. Researchers suggested that Wira Bhakti Hospital enlisted improve employee performance by conducting training for employees, adding facilities and infrastructure as well as improving medical waste management procedures.

Evaluation of Bandeng Cluster Program to Empower Economy in Semarang

Abstract

Bandeng Cluster Program in Semarang is one of the innovative idea to empower economy. It is a response for empowering issue that lower economical class must be empowered so they can fulfill their needs. This program is to optimalize economical local resources in Semarang which is bandeng The target is all UKM bandeng in Semarang.The goal of this research is to evaluate Bandeng Cluster implementation. This evaluation to make known the success rate, resist factor, and future recomendation by analyse the program using these indicator: input, proccess, output, outcome, benefit and impact. This research use Snowball Sampling technique and the methods of data collection is use indept interview with purposive system to choose the informants. The result of the research show that Bandeng Cluster program its not effective. The result from Program Evaluation Form (EK-1) and (EK-2) showed that value of each activity in Bandeng Cluster program worked ineffectively. Its because of implementation of Statute and Bylaws was not implemented to the fullest also no punishment if there is violation.. Unhealthy competition between UKM also affected because this program yet reach smaller UKM who needs help. Mechanism to use facility also can not be done because of its location is too far, the different kind of bandeng product, and the different taste product of each UKM. Resistant factors from the Bandeng Cluster program are the concept; the characteristic of the cluster is not ideal; hard access to find the main ingredient; unrealized capital access; inactive cluster workers; low coordination; bureaucracy; unequal aid; and also lack of concern and control of government.

Abstract

Manufacturing services permit trading is a form of public service provided by the local government to the public and regulated by Regulation No. 6 of 2009. Permit trading is to control any activity that causes interference place of business, hazards, losses from time to time, so as not to interfere with the preservation of the business and harm society. This study aims to analyze quality of service to manufacturing trade business license granted to prospective entrepreneurs in the Integrated Licensing Service Agency (BPPT) Semarang.This study used a qualitative descriptive method. The locus of this study in the office of the Integrated Licensing Service Agency (BPPT) of Semarang and the focus Making Service Quality Trading Business License. The data source using the primary data source and secondary data. The research instrument uses the researcher as research instrument, interview guide, informer. Technique selection study using purposive sample of informants. Techniques of data collection through interviews, observation, documentation and literature. Data analysis techniques using domain data analysis techniques.In this study there were 5 observed phenomenon that service procedures, clarity attendant service, speed of service, the reasonableness of the cost of services, as well as the certainty of the service charge. From the results obtained clarity and reasonableness of service personnel has found that the cost of servicing a good result. As for the procedure of service, speed of service and assurance services necessary costs of particular concern because it is considered less than the maximum.

Abstract

The author uses the theory advanced by Van Meter and Van Horn in analyzing the factors that hinder the implementation of SMK3. Lack of government attention on the implementation of Semarang, SMK3 on industrial companies that have a wide range of production equipment that can raise the risk of accidents in the workplace for their employees. Still emerging number of work accidents listed in the document reports on the Department of Manpower and Transmigration Semarang. The provision of the right of labor to obtain safety and health at work have not been fully supplied by the company. The results showed SMK3 implementation is not optimal, as it is called by the PP. 50 In 2012. There are many findings the actual discrepancy is not in accordance with auditing criteria SMK3 ranging from the commitment and policy, planning, implementation, and evaluation of a survey to review and increase SMK3 in the workplace.

Abstract

Tujuan dikucurkannya dana BOS pada tahun 2005 adalah membebaskan biaya pendidikan bagi siswa tidak mampu dan meringankan bagi siswa yang lain, agar mereka memperoleh layanan pendidikan dasar yang lebih bermutu sampai tamat dalam rangka penuntasan wajib belajar 9 tahun. Namun dalam pelaksanaan pelayanan penyaluran Dana BOS Tahun 2011, masih ditemukan keterlambatan penyaluran dana BOS ke sekolah-sekolah penerima. Hal ini didorong karena adanya perubahan mekanisme atau peraturan penyaluran dana BOS pada tahun 2011. Permasalahan yang diambil dari penelitian ini adalah bagaimana kualitas pelayanan dalam penyaluran dana Bantuan Operasional Sekolah di tingkat Sekolah Dasar yang diberikan oleh Dinas Pendidikan Kota Semarang. Penelitian ini bertujuan untuk mendiskripsikan dan menganilisis Kualitas Pelayanan Penyaluran dana BOS tingkat Sekolah Dasar di Kota Semarang. Penelitian ini menggunakan model penelitian kualitatif dengan teknik pengumpulan data melalui wawancara dengan instrument pengumpulan data berupa interview guide. Informan dalam penelitian ini adalah Kepala Bagian Monbang Dinas Pendidikan, Staf Monbang sebagai Penanggung Jawab pengelolaan Dana BOS serta Kepala Sekolah perwakilan sekolah penerima Dana BOS. Dari hasil penelitian diperoleh hasil : Tingkat Kualitas Pelayanan Penyaluran Dana BOS tahun 2011 di Kota Semarang masih dikatakan rendah. Hal ini terlihat dengan tidak adanya ketepatan waktu dalam proses penyaluran dana BOS, tidak adanya ketepatan waktu ini terlihat dengan terlambatnya dana BOS tersebut masuk dalam rekening sekolah.

Abstract

Teacher sertification is one way to improve the quality of education and teachers welfare, and serve to enchance the dignity and role of teachers as agents of learning. One important part of teacher sertification is the process of fixing. This study aims to determine how the implementation of the estabilishment of a private junior high school teacher certification participants in Semarang and determine the factors that support or hinder implementation. This study uses a descriptive qualitative method. Data collection is done by literature study, observation and in-depth interviews with a number of informants. Data analysis in qualitative research, according to Miles and Huberman with data reduction, data presentation, and verification.Phenomenon is approached by a model study of public policy implementation by George Edward III in wich the factors that support and hinder the implementation are; communication, resources, disposition, and bureaucratic structure. It can be concluded that the determination of private junior high school teacher certification in Semarang, there are still factors that hinder implementation. It’s because the resources to handle the policy and objectives of the policy (teachers) do not comply with the operational procedures the estabilishment of teacher certification.

Abstract

Kerosene to LPG program in Kelurahan Tembalang is a program of the central government. This program is an effort by the government to address the heightened oil prices and depleting the availability. World oil prices are rising, affecting the size of the state budget for it, the government convert kerosene to LPG. In addition, the abundant presence of LPG in Indonesia and has not been used optimally. Kerosene to LPG is intended for the middle class and small kerosene users.The purpose of this study was to evaluate and analyze the conversion program from kerosene to LPG in Kelurahan Tembalang, so it can be seen that the impact occurred, success factors, barriers, and recommendations of the program further. The evaluation program is based on indicators by William N Dunn which include: equity, adequacy, and accuracy and indicators according to a LAN that includes: input, output, outcome, benefits and impacts. In this study, researchers used a snowball sampling technique. Data collection method used is in-depth interview techniques, observation and study documentation.This study suggests that the conversion program from kerosene to LPG in Kelurahan Tembalang has both positive and negative. The positive effect is caused by the public convenience and saving of expenditure, while the negative effects are elderly people who are afraid to use LPG 3 kg. Kerosene to LPG in Kelurahan Tembalang running less successful because most of the middle above the target program and the people are reluctant to use LPG. Inhibiting factor is the lack of monitoring of the government, the state of society with poor conditions, 3 kg LPG price in excess of HET.

Abstract

Early childhood education is a series of effort systematically and programmed to doing coaching for birth year until six years old. through the provision of educational stimuli to help physical as well as spiritual growth in order for the child to have the readiness to enter further education. Early childhood education lane nonformal education : Play group, Children´s Daycare, Similar Play Group, or any other form of equal. Play Group (KB) is one form of early childhood education in non-formal education channels at the same time conducting a welfare educational program for children aged 2 to 4 years. The target of Play Group is age of 2-4 years and children aged 4-6 years who can not be served TK (after a recommendation from the authorities). The period of early childhood is a golden age that will not be repeated, as it is the most important period in the formation of the basics of personality, thinking, intelligence, skills, and social skills. So that basic education for children should be as early as possible, not only at the age of 9 years of education, after most of the possible development of children´s potential began to decrease. The study was designed and analyzed qualitatively dekscriptif. The data was collected by way of literature study, observation and in-depth interviews with a number of informants.This study describes and analyzes the implementation of the Non-formal Early Childhood Education in Banyumanik, Semarang. Learners, teachers, teacher competence, aspects of child development, and the infrastructure is in issue in the implementation of the Non-formal early childhood policies.It can be concluded implementation of Early Childhood Education Policy in Banyumanik, Semarang still find problems. This can be seen from the discovery of some problems in qualifying teachers.there is still the persistence of the teachers do not have the competence to give guidance to children. still found that early childhood education has not met the standards of facilities and infrastructure in organizing early childhood education. Discovery of factors inhibiting such a limited number of officers to serve the early childhood units and less effective communication between the Department of Education with Early Childhood Unit. So it needs to be fixed.

Abstract

Integrated waste management is necessary by an area to minimize the negative impacts from the poor waste management. There are some actors who contribute to achieve the objectives from the waste management in implementation of the waste management. Theroles between first actors with another actor are not the same, depending on their position in the public policy environment. There are 3 (three) main actors who play a role in implementation of waste management in Semarang, namely Government Bureaucracy, Community Groups and Private Parties.The purpose of research is to describe and analyze of actor role implementation in policy of waste management in Semarang. Find solution to the inhibiting factors on actorrole implementation implementing in policy of waste management in Semarang. The role of the actor can be seen 10 indicators according to the model Grindle.

Abstract

Regards Semarang regency otonimi goes to remind PADnya claimed by the lessor in the county, one of which is a Lease Hotel. Underlying regulations Lease Hotel exercise that is PERDA no. 10 of 2010 on Regional Taxes. Performance problems are namely RAS in 2012 fell in comparable estimates the 2011 budget year. And where this lease for 3 years in a row unrealized suitable targets have to be determined. These researchers describe/describe the implementation of the Tax PERDA Hotel in Semarang District and any factors that support the implementation of policy outcomes mentioned.According to George Edward III, supported by communications policy implementation, resource, dispositions and organizational structure. In this study the factors that support the implementation of Semarang regency hotel tax that is communication, disposisi. research resources is a description of the types of qualitative research. Informants obtained by using purposive sampling (sampling intended) that informants who know well the problems of implementing the Hotel Tax. The informant was the head lease areas, - after the data perolah, then tersenbut data analyzed through the stages of data reduction, data presentation and then verify.Result decision showed that the implementation of the Tax PERDA Regency Hotel in Semarang not going well, it is evident from PAD achievement in 2012 decreased, the apparatus is not clear communication, inadequate human resources (number, capacity, facilities), and attitudes about friendly.Finally apparatus recommendations from researchers are socialized in intersif to add taxpayer resources (number, capacity, facilities) are available, and provide specialized training related to service to the taxpayer.
