Dampak Desentralisasi Fiskal Terhadap Disparitas Akses Pendidikan Dasar di Indonesia

Abstract

One of fiscal decentralization orientation in Indonesia is to reduce development disparity among regions in many line of work. In education, one crusial issue of development is the disparity of primary education access. Using 440 regions database from 2005-2009, this study is aim to analize the impact of fiscal decentralization in reducing the enrolement of primary education in Indonesia. Three factors were included, i.e fiscal decentralization, socioeconomic factors and regional characteristics. The result of panel data estimation using fixed-effect approach on this study is that DAK for Education, DAK Non Education, and PAD have significant impact in reducing education acess disparity along with poverty and regional characteristic such as Java-non Java regions. For higher education level, another variable was also found significant including higher education of the society and regional characteristic such as proliferated-non proliferated regions. In general there is a facts and proves that fiscal decentralization improve education access equality, but several effort need to done to optimalize the equalization of primary education access in Indonesia.  Salah satu orientasi desentralisasi fiskal di Indonesia adalah untuk mengurangi kesenjangan pembangunan antar daerah. Dalam pendidikan, satu isu krusial pembangunan adalah kesenjangan akses pendidikan dasar. Penelitian ini menggunakan data 440 daerah dari 2005-2009. Penelitian ini bertujuan untuk menganalisa dampak desentralisasi fiskal dalam mengurangi kesenjangan pendidikan dasar di Indonesia. Ketiga faktor tersebut termasuk di dalamnya, seperti desentralisasi fiskal, faktor sosial ekonomi dan karakteristik daerah. Hasil estimasi data panel menggunakan pendekatan fixed-efek bahwa DAK untuk Pendidikan, Pendidikan DAK dan non pendidikan, dan PAD memiliki dampak yang signifikan dalam mengurangi disparitas akses pendidikan bersama dengan kemiskinan dan karakteristik daerah seperti Jawa dan luar Jawa. Untuk tingkat pendidikan tinggi, variabel lain juga ditemukan signifikan termasuk pendidikan masyarakat dan karakteristik daerah berkembang dan non berkembang. Secara umum ada fakta dan membuktikan bahwa desentralisasi fiskal meningkatkan akases pendidikan, tapi perlu beberapa upaya dilakukan untuk mengoptimalkan pemerataan akses pendidikan dasar di Indonesia.

Abstract

Abstract: Developing Interactive CD-based Learning Resource for the Course on Family Economy. This study was aimed at developing interactive CD-based learning resource for the course on Family Economy at the Family Welfare Education Study Programme, Faculty of Engineering, Universitas Negeri Jakarta. The ten stages of reseach and development method by Borg & Gall was employed in the study. This product was designed to have key features that allow the users to easily understand the materials. The materials were developed in view of the curriculum and validated by experts—linguists and media ex­perts—and users. The product has shown to be easy to understand (98.33%), easy to use (96.67%), and able to display menus quickly (95%). The product was also attractive (96.67%), motivating (100%); satis­factory (96.67%). All this has made the users want to use the product as a learning resource (98.33%), which means that the product has been made to be an effective source of learning.Keywords: learning resources, interactive CD, family economy, family welfare educationAbstrak: Pengembangan Sumber Belajar Ekonomi Keluarga Berbasis CD Interaktif. Tujuan penelitian mengembangkan sumber belajar berbasis CD Interaktif ekonomi keluarga pada Program Studi Pendidikan Kesejahteraan Keluarga. Metode penelitian dan pengembangan menggunakan 10 langkah dari Borg & Gall. Hasil pengembangan berupa sumber belajar CD Interaktif disertai animasi tentang ekonomi keluarga dan kesetimbangan ekonomi keluarga. Konten produk berupa materi sesuai kurikulum, serta validasi dari ahli materi, ahli bahasa, ahli media, dan pengguna. Produk sebagai sumber belajar efektif karena sesuai tujuan pembelajaran, metode pembelajaran, skenario/alur cerita, dan evaluasi pembelajaran. Hasil uji efektivitas menunjukkan materi mudah dipahami (98.33%); cara penggunaan produk cepat dipahami (96.67%); produk dapat menampilkan menu-menu dengan cepat (95%); produk menarik perhatian (96,67%); produk memotivasi mahasiswa mempelajari ekonomi keluarga (100%); pengguna puas menggunakan produk (96,67%); pengguna ingin menggunakan produk sebagai sumber belajar (98,33%).Kata kunci: sumber belajar, berbasis CD Interaktif, ekonomi keluarga, pendidikan kesejahteraan keluarga
