Abstract

Asset or property is one of the potential areas to increase revenue so it can reduce dependence on subsidies from the central government. Therefore, local governments demanded to managing local asset in a professional, transparent, accountable, efficient, and effective. The planning process in asset management have more than the other management functions. Good planning is needed in the management assets to avoid waste in asset management related to a field that is wide enough, so need to think carefully about alternatives for decisions about the limited resources ownership.The reasearch used a descriptive qualitative method that lovated on the Departement of Revenue, Finance and Regional Assets. and focus on Process Optimization Analysis of Regional Asset Management Planning in the City of Salatiga. There were two data sources such primary and secondary. Its instruments used as research instrument, interview guide, and informant. The way how to determine its technique that applied purpisive sampling while collecting data using interview, observation, and library reasearch to get the whole data. Afterwards this analysis technicques using of qualitative data, with stage writing memos, coding, categorizing, display, and archive analytical.There were three phenomena which observed on this study, that is optimization of the regional asset management, asset management planning process, and indicators of asset management planning process optimization. From the research, that the optimization of the regional asset management is nor optimal, views of not compliance aspects in the implementation of regional wealth nmanagement. In the planning process has not running well because the stage not in accordance with the time schedule specified in the Standard Operating Procedure. Whereas, the indicator optimization of regional asset management planning process has not been in accordance with principle of legal certainty, the principle of accountability and principle of value.

Abstract

Teknologi informasi dan komunikasi (Information and Communication Technology/ICT) menjadi sangat penting dalam era globalisasi . Saat ini mulai tumbuh dengan apa yang disebut electronic government (e-gov) sebagai implementasi penggunaan teknologi informasi dan komunikasi dalam pemerintahan. Salah satu penerapan E gov pada organisasi pemerintahan yaitu website pemerintah daerah. Kabupaten Tegal belum memanfaatkan sumber daya. Website pemerintahan di Kabupaten Tegal, sebagai tolok ukur yang paling sederhana dalam melihat implementasi e-government, isinya masih bersifat informasi yang sangat umum dan jarang untuk di update. Masalah yang muncul adalah bagaimana penerapan website di Kabupaten Tegal. Tujuan penelitian yaitu menjelaskan penerapan website dan menganalisis faktor-faktor yang menjadi penghambat penerapan website di Kabupaten Tegal. Upaya menjawab permasalahan ini dengan menggunakan Teori Prinsip Manajemen G.R. Terry dan Teori Elemen Sukses E-government Harvard JFK School. Penelitian ini menggunakan desain penelitian kualitatif eksploratif. Hasil penelitian menunjukkan bahwa penerapan website di Kabupaten Tegal berada pada tahap kedua yaitu tahap pematangan, Hal ini dapat dilihat dari Support, Capacity dan Value di Kabupaten Tegal. Hambatan penerapan website di Kabupaten Tegal yaitu pelaksanaan regulasi oleh Pemerintah Daerah yang belum maksimal, kerusakan jaringan oleh faktor alam, kurangnya sosialisasi bagi masyarakat, ego sektoral di beberapa SKPD serta minimnya anggaran dari Pemerintah Daerah. Perbaikan jaringan yang rusak, meningkatkan sosialisasi bagi masyarakat,adanya perencanaan anggaran yang baik serta meningkatkan kemampuan pegawai merupakan saran perbaikan.

Abstract

Funds needed to realize the development agenda in the region, its raised from Pendapatan Asli Daerah (PAD). One source of Pendapatan Asli Daerah (PAD) in the city of Semarang is through reclame, carried out by Dinas Penerangan Jalan dan Pengelolaan Reklame Kota SemarangThis study used an advanced management theory by George Terry which is Planning, Organizing, Actuating, and Controlling. Research approach use a type of descriptive research with qualitative methods. Data collection was conducted through in-depth interviews of the informants who have been determinedThe results of the study explained that the management of reclame in Semarang conducted by reclame field at the Dinas Penerangan Jalan dan Pengelolaan Reklame through three sections: structuring section, section arrangement, billing section, and licensing section. Management of billboards in the city of Semarang is not optimal due to weak supervision conducted. This happens because of non-performance on standard measurements and sizes oversight and planning is not conducted in accordance with the existing local regulation. Weak supervision due to a lack of organization and mobilization in the form of motivation given to the employee.

Abstract

E-Procurement is a process of procuring goods / services that are implemented using information technology according to statutory provisions. E-Procurement emerged as the answer to the case of corruption in the implementation of procuring goods and services in Indonesia. The existence of E-Procurement become an interesting phenomenon because the implementation is different from conventional procurement. E-Procurement are expected to answer the expectations of society in order to create a process for of procurement of goods and services that are accountable, transparent, effective and efficient. Based on the regulation No. 11 Year 2008 regarding Information and Electronic Transactions which explains that utilization of information technology was instrumental in trade and growth in the national economy for the welfare of the community, the Department of Highways of Central Java Province implementing E-Procurement since 2009. In its implementation, it was found some problems and obstacles. The problems that arise such as denial and resistance where the service provider are more comfortable to conventional procuring process.

Abstract

The research was motivated by the problems that occurred in the management of passport at the immigration office grade 1 Semarang, among them are the practices of corruption, discrimination service. Purpose this study to describe the quality of service management of passport at the immigration office grade 1 Semarang. In answer to the problem and purpose of this study, the author uses the theory of public services, and quality of service by using descriptive qualitative research methods. In collecting the data, the authors use the way through the interview, informants selected observation. The include immigration officials and the public. The results showed the quality of service at the immigration office grade 1 Semarang. Suggested order to increase the number of tablespoons so the service provided in order to optimize.

Abstract

Trash problem becomes quite serious problems that faced by government of Semarang city. The volume of trash grows every year. The Law No. 18 Year 2008 about Trash Management is a reference for government of Semarang city to change the way of trash management from get-haul waste into friendly environmental trash management by using the principle of the 3Rs (reduce, recycle, dan reuse).The purpose of this study is not only to describe and to analyze the implementation of integrated trash management in Semarang city but also to identify the inhibiting factors that occur in integrated trash management of Semarang city.To answer the problem and the purpose of this research, the writer uses descriptive qualitative approach by using management theory that focuses on the function of implementation of the plan, staffing, and coordination.The research shows that the inhibitor in the integrated trash management in Semarang city due to inadequate government budget, the difficulties in marketing the products of processed junk, poor coordination, and low public awareness in trash management.To improve the integrated trash management in Semarang city, the advices that can be given by writer to the Department of Hygiene and Gardening of Semarang city are to cooperate with the agencies that concerned in the problems of trash, to improve the coordination systems, to enforce regulations strictly, and to raise awareness continually in order to be wise in trash management.

Abstract

Situs Patiayam, is a new tourism destination in Kabupaten Kudus, that having lots of potential to be developed. But, the condition is not comparable yet, with the potencies. The questions are; what internal and external factors, supporting and inhibiting factors, success factors, and how regional Government Kabupaten Kudus to develop the potencies of Situs Patiayam. This research aims to identify internal and external factors, supporting and inhibiting factors, success factors, and analyze how Regional Government Kabupaten Kudus, to develop the potencies of Situs Patiayam. Using theory of strategic management, this research using SWOT Analysis to identify the strengths, weaknesses, opportunities, and threats, in strategic circle. This research is a qualitative descriptive type of research. Strategic management is important to do, and needed by departement to plan the program. The result shows that there are eight issues, in the process to developing Situs Patiayam. After using Litmus test measurement to evaluate the strategic issues, the two most strategic issues can be found. It is increasing cooperation with investors, also improving quality and variation of facilities in this tourism destination.

Abstract

A family called Kadarzi when has behaved good nutrition is characterized by weighing out the body weight regularly, giving only breast feeding (ASI) to infants frombirth until the age of six months (exclusive ASI), eat variegated, use iodized salt, and drink nutrition supplements as recommended. Decision of the Ministry of Health Republic of Indonesia Number: 747/Menkes/SK/VI/2007 about Operational Guidelines of Family Nutrition Conscious on Alert Village state that the governments target is 80% of families applying Kadarzi behavior. Achievement of Kadarzi in Semarang Regency only reached 29,6% in 2011. Kadarzi implementation from public attitude still very lacking. The main obstacle of Kadarzi implementation is the low public awareness in the exclusive breast feeding. If one of the indicators in the Kadarzi are not met, then a family can not be called as Family Nutrition Conscious. Low public awareness in the exclusive breast feeding caused breastfeeding mothers who still working. The government should be can give shuttle between services of breast feeding for working mother who had baby aged 0-6 months, so exclusive breastfeeding can be met, which Kadarzi also will be achieved later.

Abstract

The use of information and communication technologies very important in the globalization area. Based on the presidential intruction No. 3 of 2003 on local governments to take advantage of information technology white the avilable resources with in thegovernmental activities, including the district of jepara. The use of IT will give birth to an electronic-based system of government (e-Government). Thesuccessful implementation of e-Government is very influentialon the efficiency, effectiveness, seen from the successful elements of the Harvard JFK School of Government are Support, Capacity and Value.This research aims to determine the implementation of e-Government of Jepara and determie the factors that drive and inhibit. Attempt to answer the problems and research objective successfully done white parliaments of Harvard JFK School of Government. Methodology used in this research is qualitative diskripsif.Successful of implementation of the elements of e-Government in Jepara, are; website creation www.jeparakab.go.id, the increasing of infrastructure development the private sectors and do learning improvement one-Government. The success rate ofimplementation of e-Government in Jepara regencyin on their level of maturation.In the development of e-Government it is necessary to support program of e- Government, the need for cooperation on increase the budget, the need for socialization of the exstence of e-Government directly from the government and the use of information tecnology.

Abstract

Integrated waste management is necessary by an area to minimize the negative impacts from the poor waste management. There are some actors who contribute to achieve the objectives from the waste management in implementation of the waste management. Theroles between first actors with another actor are not the same, depending on their position in the public policy environment. There are 3 (three) main actors who play a role in implementation of waste management in Semarang, namely Government Bureaucracy, Community Groups and Private Parties.The purpose of research is to describe and analyze of actor role implementation in policy of waste management in Semarang. Find solution to the inhibiting factors on actorrole implementation implementing in policy of waste management in Semarang. The role of the actor can be seen 10 indicators according to the model Grindle.
