Abstract

One of the obligatory functions of local government is in the health sector.Health is one of the capital construction. With good health, people can work, childrencan concentrate on studying, so it will be good productivity as well. Therefore healthcan be measured by the welfare of society. This study aims to determine the extent oftheir bargaining position in health care clinics in the city of Serang. This research isquantitative descriptive. The study population was people which have used communityhealth center services (Puskesmas). The sample in this study were : Puskesmas DTPSerang, Puskesmas Singandaru, Puskesmas Cipocok and Puskesmas Kalodran. Thenumber of respondents of this study were 100 people .. The results showed that the levelof their bargaining position in health care clinics in the city of Serang amounted to 7.61with very good category. Suggestion of this research are health centers provide adocument that contains the rights and obligations of providers and users of services,minimum service standards to inform the user of health care and the clinic should bequick to respond if there is a complaint.

Abstract

Health development is basically build quality of human life with the aim ofincreasing awareness, willingness and ability of healthy life for everyone to realize thedegree of public health as high. Problems related to health are the problems facedevery day by the people, and a serious concern for the government. Therefore, the indexmeasuring people's health is one of the efforts to determine the health status and healthproblems in an area. This study aims to describe how the index of health development inSerang District in 2016. The study was a descriptive quantitative research. The resultsshowed that the index of development of Health in Serang District is at 0.7709 with agood category. Of some indicators found that the indicators that need attention are theindicators related to access to water, access to sanitation, diseases caused by poorconditions of hygiene and healthy behavior such as diarrhea and hypertension. Averagepublic behavior that no support is smoking behavior, dental hygiene and handwashingmouth.

Abstract

Route Permit Services and KIR are the two most important services is the taskof the Department of Transportation, Communication and Information. KIR trajectorylicense and is a prerequisite that must be owned by a transport vehicle, both of freightand human transport. The public, especially those who have public transport and goodswill be dealing with related services and KIR publishing trajectory license or Certificateis roadworthy vehicle. This research uses descriptive quantitative method. Thepopulation in this study were people who did KIR.Hasil trajectory license and researchshows that the value of people's satisfaction in service and KIR trajectory license at theDepartment of Transportation, Communication and Information Serang City is at 73.25categorized as good. Suggestion of this research is to multiply the seat in the waitingroom, replacing KIR test equipment with the modern tools.

Abstract

Birokrasi sebagai suatu sistem pengorganisasian aparatur negaramemiliki sejumlah permasalahan terkait dengan kinerja. Permasalahan yangsering mendapat sorotan adalah birokrasi cenderung statis, sering terjadi maladministrasiyang menjurus pada praktek korupsi, kolusi dan nepotisme,pemborosan sumber-sumber keuangan, kualitas kerja rendah, lamban, biayamahal, boros dan miskin informasi. Kondisi tersebut tentunya membuat citrabirokrasi di mata masyarakat menjadi kurang baik. Lahirnya pardigma New PublicManagement memungkin birokrasi untuk menerapkan pola-pola kerja perusahaanswasta dalam organisasi pemerintah untuk memperbaiki kinerjanya. HighPerformance Work System atau sistem pekerjaan berkinerja tinggi adalah sistempekerjaan yang memaksimalkan sistem sosial perusahaan dengan sistem teknisperusahaan. Dengan menerapkan cara-cara swasta dalam birokrasi diharapkankinerja birokrasi menjadi lebih baik.

Abstract

Children as the next generation must get the rights of certainty, development and growth . Government must have effort to protect their right was outlined in the child protection policies, programs and activities to ensure the fulfillment of children's rights, so that children can live, grow, develop and participate optimally in accordance with human dignity, as well as protection from violence and discrimination. One of the policies to guarantee the rights of the child is Kota Layak Anak Programm. One cluster of this program is The ciivil rights and freedoms. The Civil rights and freedom includes the right to identity, identity protection, the right of expression and speech, the right of thought, conscience and religion, freedom of association and peaceful assembly, the right to protection of private life, the right of access and adequate information, the right of free of punishment and torture, this study aims to determine how  cluster civil rights and child development in the development of the  children friendly city in Serang. The method used is qualitative ,data collection techniques of documentation and interviews. The main source of data is secondary data. The results showed that the achievement  on the cluster of civil rights and freedoms of children still less, some local district children civil right owner still less than fifty percent, we can’t find children forum in every vilage, free playground is limited . Preparing to developing Kota Layak Anak in Serang City actually only make a policy , not yet planning action. Our recommendations are: the first necessary to set up groups of children to support the creativity of children, the second  to increas the function of children communication forum .Keywords: Children, civil rights, freedom

Abstract

Universities are institutions that aim scored scholars with theoretical andpractical abilities . Theoretical and practical ability is not enough to make them jump insociety , necessary values can lead character undergraduate students to be superior . Valuechampion ( Honest , Fair , Authority , trustful , Religious and Accountable ) are the valuesinstilled in all students of the University of Sultan Agung Tirtayasa so that they can besuperior undergraduate and character . The purpose of this study is to determine how muchthe application of the values of a champion on students of Public Administration Faculty ofSocial Sciences University of Sultan Agung Tirtayasa . This research is quantitativedescriptive survey method . The respondents of this study as many as 100 people .Determination of respondents with incidental sampling . The results of this study indicatethat the application of the values of Champions at the State Administration of ScienceProgram Faculty of Social Untirta amounted to 78.75 % in both categories .

Abstract

Part of the public bureaucracy is still considered inefficient and ineffective. Formalization is high on bureaucracy often make inefficient bureaucracy and convoluted. Whereas the government as an organization that provides services to the public are required to have higher. To realized responsiveness that there needs to be changes in the organizational model post-bureaucratic organization model in improving government performance. This study aims to determine how the managerial culture and application of post-bureaucratic organization model and how much influence the managerial culture of the post-bureaucratic organizational model application at the Immigration Office Serang. This research is a quantitative survey method. The study population is all employees in the Office of Immigration Serang. The data analysis technique used is the product moment correlation coefficient and the coefficient of determination. From the analysis of known managerial culture in the Immigration Serang is equal to 0.7816, the application of the post-bureaucratic organization of 0.7639. The influence of culture on the application of the managerial post bureaucratic organization of 0.579 or 57.9%, while 42.1% is influenced by other factors. Suggestions in this study need to internalize the organization's values, vision, mission and goals of the organization, formed an informal organization, the development of integrated information systems with relevant agencies, the selection of outstanding employees.

This study aims to determine how much influence the work values of service satisfaction, how much influence the ability of communication to the satisfaction of service, how much influence the handling of complaints against the satisfaction of service, how much influence the values of work, communication skills and handling of complaints against the service satisfaction. This research was undertaken at The Regional Public Hospital of Serang. This research is a quantitative survey research method with a view to doing an explanation. Methods of data collection using questionnaires, unstructured interviews, informal observations, and documentation. The analysis method is quantitative analysis with statistical tests include: frequency distribution, product moment correlation, partial correlation, multiple correlation, simple linear regression, and multiple regression. Number of study samples as many as 280 respondents. Results showed: (1) Working Values has a positive and significant impact on service satisfaction by 0.554, (2) Communication Ability has a positive and significant impact on service satisfaction by 0.470 (3) Handling of Complaints has a positive and significant impact on service satisfaction by 0.585. (4) Work Values, Communication Skills and Handling Complaints has a positive and significant impact on service satisfaction by 0.592./

Abstract

Finance is important object in government . Finance managing is foundation to manage a country. Finance allocation must describe citizens need ,government need in public service and equity. Finance allocation can’t describe political interesting of the man who row the power. Grant fund is one item in budgeting. The Allocation of grant fund in Banten provience in 2013 is Rp. 415.451.525.000,00. It is 20,1 % from total budget in Banten provience. The proportion of Indirect funding is 39%, and 107 % of direct funding. This policy describe that funding for community development and infra strcture is less than grant fund. Fact, many organization which receiving grant fund is not accountabel and fictive, so if the alocation of grant fund too big its cause dis-oriented and manipulating in public budgeting.
