Abstract

Abstract: Road as land transport insfrastructure is essential to provide a good traffic flow, and also to accelarate socio-economic growth within the region. Road damages faster than the design life often occur, especially in the arterial road. Rehabilitation and maintenance of  roads is an activity to maintain the stability of road condition until the end of serviaceability age as planned. This study aims to determine the stability condition of national road at arterial secondary network system in Banda Aceh and steadiness road condition relation with average daily traffic (ADT) in last 5 years period (2011-2015). The data used primary and secondary data obtained through road condition survey (RCS) and secondary data obtained from the institution national road planning and monitoring Aceh Province which are stability of roads and ADT data from 2011-2015. This study used descriptive method that comparing road stability condition data with ADT, while for road condition analyse refers to Bina Marga Methode with calculating Surface Distress Index (SDI) for Pavement road. The results of this study for road condition 2015 were in good condition with a value 100% solid, and for relation between steadiness with ADT known that the ADT increasing does not affect to steadiness road condition every year. Abstrak: Jalan merupakan prasarana angkutan darat yang sangat penting bagi kelancaran transportasi, dimana jalan dapat memperlancar pertumbuhan sosial ekonomi antar daerah. Kerusakan jalan lebih cepat dari umur rencana sering terjadi khususnya di jalan-jalan arteri. Rehabilitasi dan pemeliharaan jalan merupakan kegiatan yang dilakukan untuk mempertahankan kondisi jalan agar kondisi mantap jalan dapat terus dipertahankan hingga mencapai  umur layan sesuai yang direncanakan. Penelitian ini bertujuan untuk mengetahui kondisi kemantapan jalan nasional pada sistem jaringan arteri sekunder dalam kota Banda Aceh dan hubungan kondisi kemantapan jalan terhadap lalu lintas harian rata-rata (LHR) dalam kurun waktu 5 tahun terakhir (2011-2015). Data yang digunakan adalah data primer yang diperoleh dari Survei Kondisi Jalan dan data Sekunder diperoleh dari Instansi Perencanaan dan Pengawasan Jalan Nasional Provinsi Aceh yaitu data kemantapan jalan dan data LHR dari tahun 2011-2015. Metode yang digunakan dalam penelitian ini bersifat deskriptif yaitu membandingkan kondisi jalan dengan data LHR dan jenis penanganan sedangkan untuk analisis penilaian kondisi jalan mengacu pada metode Bina Marga dengan perhitungan Surface Distress Index (SDI) untuk jalan beraspal. Hasil penelitian ini adalah kondisi jalan pada tahun 2015 berada pada kondisi baik dengan nilai 100% mantap. Hubungan kondisi kemantapan jalan terhadap LHR diketahui bahwa LHR yang terus meningkat setiap tahunnya tidak mempengaruhi nilai kondisi mantap jalan yang tetap terjaga.

Abstract

Abstract: The national road section of East Aceh Province is the primary road network that connects between the North Sumatra Province and Aceh provincial capital. As the access of Acehnese people to North Sumatra Province is Increasing during the time. Bireuen and Aceh Utara districts are the two districts that crossed by the national roads, this road section is the busiest streets from East section road. To be related with the important role of the national road network of Aceh province, it’s led to the issues of how the road network service capabilities using an indicator of Road Infrastructure Index (IPJ). The purpose of this study is to analyze the ability of the network service by using IPJ indicator. Data collection for indicators of IPJ is by interview to some key informant. Analysis of the IPJ is using four (4) variables: availability of road (Ktj), the performance of the road (Knj), the traffic load (Bln), and the road serviceability (Pyp). The results of analysis IPJ value in 2014 in the district of Bireuen is 1.01 and for North Aceh regency is 0.54, which is the value it’s below the national average score, the score for national is 5.68. The observation from both districts was obtained that total length of the national road network is very poor in serving the number of vehicles and population, but the availability of the national roads in the district has been able to service the administration areas, although the level of the service of road network is very lacking in serve for the daily activities of the population. Abstrak: Ruas jalan nasional Lintas Timur (Lintim) Provinsi Aceh merupakan jaringan jalan primer yang menghubungkan antar ibukota Propinsi Aceh dan Sumatera Utara. Akses pergerakan masyarakat Aceh menuju Provinsi Sumatera Utara semakin hari semakin meningkat. Kabupaten Bireuen dan Aceh Utara adalah dua kabupaten yang dilintasi oleh jalan nasional yang merupakan ruas jalan dengan aktivitas yang cukup padat. Berkaitan dengan pentingnya peranan jaringan jalan nasional Lintim Provinsi Aceh ini, maka muncul permasalahan bagaimana kemampuan pelayanan jaringan jalan Lintim dengan menggunakan indikator Indeks Prasarana Jalan (IPJ). Tujuan dari penelitian ini yaitu menganalisa kemampuan pelayanan jaringan jalan dengan menggunakan indikator IPJ. Pengumpulan data untuk indikator IPJ dilakukan dengan cara wawancara kepada beberapa responden. Analisa terhadap IPJ menggunakan 4 (empat) variabel yaitu ketersediaan jalan (Ktj),kinerja prasarana jalan(Knj),beban lalu lintas(Bln),dan pelayanan prasarana jalan (Pyp).  Dari hasil analisis diperoleh nilai IPJ pada tahun 2014 di Kabupaten Bireuen = 1,01 dan Kabupaten Aceh Utara = 0,54 dimana nilai tersebut jauh dibawah skor rata-rata nasional yaitu 5,68. Pada kedua kabupaten yang diamati diperoleh panjang total jaringan jalan nasional masih sangat kurang dalam melayani jumlah kenderaan dan jumlah penduduk, namun ketersedian jalan nasional yang ada di kabupaten ini sudah mampu memberi akses untuk melayani daerah adminitrasinya, walaupun dengan tingkat pelayanan jaringan jalan masih sangat kurang dalam melayani aktivitas penduduk sehari-hari.

Abstract

Abstract:Soekarno-Hatta national road is one of the primary artery road that serves as the main axis that connects the center of national activities in the province. As one of the transport infrastructure plays an important role in the daily activities, the way that serves the public interest must be worhty as it relates to guarantee the certainty of safety and security for its users. The purpose of this study is Knowing whether Soekarno-Hatta Road has qualified Roadworthy so that it meets the technical requirements feasibility to provide safety for its users and to determine the category of Roadworthy. The methodology of this research was conducted based on the Rules of the Minister of Public Works No. 11 / PRT / M / 2010 on Procedures and Requirements of Roadworthy. From the survey results of the Roadworthy Test was obtained Worthy (LF) on I, II, IV and V of the Segment, while the status of the Worthy with Conditional (LS) was obtained in III and VI of the Segment. Recommendations to roadworthy conditions such as Routine Maintenance while on the Worthy with Conditional was  recommended to Rehabilitation Maintenance.Keywords : Road, Safety, Roadworthy.Abstrak: Jalan nasional Soekarno-Hatta merupakan salah satu jalan Arteri Primer yang berfungsi sebagai poros utama yang menghubungkan antar pusat kegiatan nasional di Provinsi Aceh. Sebagai salah satu prasarana transportasi yang memegang peranan penting dalam kegiatan sehari-hari, jalan yang melayani kepentingan umum harus laik fungsi karena berkaitan dengan penjaminan kepastian keselamatan dan keamanan bagi penggunanya. Tujuan penelitian ini adalah Mengetahui apakah Jalan Soekarno-Hatta telah memenuhi syarat Laik Fungsi Jalan sehingga memenuhi persyaratan teknis kelaikan untuk memberikan keselamatan bagi penggunanya serta menentukan kategori Laik Fungsi Jalan.  Adapun metodologi penelitian ini dilakukan dengan berpedoman kepada Peraturan Menteri Pekerjaan Umum Nomor : 11/PRT/M/2010 Tentang Tata Cara dan Persyaratan Laik Fungsi Jalan. Dari hasil survei Uji Laik Fungsi Jalan diperoleh status jalan kategori Laik Fungsi (LF) pada Segmen I, II, IV dan V sedangkan status jalan kategori Laik Fungsi Bersyarat (LS) didapat pada Segmen III dan VI. Rekomendasi terhadap kondisi jalan Laik  Fungsi berupa Pemeliharaan Rutin sedangkan pada kondisi jalan yang Laik Fungsi Bersyarat direkomendasikan Pemeliharaan Rehabilitasi.Kata kunci : Jalan, Keselamatan, Laik Fungsi Jalan.

Abstract

Abstract: The cause of damage and strength reduction on highway flexible pavement is the low strength and durability on the wear layer. To cope with this problem, it is necessary to add some particular additive that can increase the asphalt concrete performance. One of the additional material that can be used are plastic. Stone ash, cement and fly ash has been commonly used as a filler in asphalt mixture. But these kind of filler was hard to get and the price were relatively expensive. The palm oil shell ash wich has a specific grafity greater than asphalt is expected to be one alternative. This research aims to determine the influence of plastic waste combination substitution into the asphalt pen. 60/70 and the use of palm oil shell ash as filler on AC-WC mixture performance. The plastic used in this research is polyethylene terephthalate, polypropylene and polystyrene. The early stages of this research is to find the optimum asphalt content (OAC). After OAC obtained, then the specimens were mixed without and with the combination substitution of plastic waste as much as 2.7%; 4.7%; 6.7% against the weight of  asphalt on OAC + 0.5% with and without the palm oil shell ash as a filler. The study results showed the use of plastic waste combination and the palm oil shell ash can improve the durability value. The highest value of durability obtained at 6.7% combination substitution of plastic waste, it was 111.36%, while the lowest value which found on the use of palm oil shells ash filler was 83.61%. The durability value of AC-WC mixture with and without plastic waste combination substitution had met the requirement, those were > 90%, while the use of palm oil shells ash as filler does not meet the requirements.Abstrak: Penyebab kerusakan dan penurunan kekuatan perkerasan lentur jalan raya adalah rendahnya kekuatan dan keawetan di dalam lapisan aus. Untuk menanggulangi hal ini dibutuhkan suatu bahan tambah yang dapat meningkatkan lapis aspal beton. Salah satu bahan tambah yang dapat di gunakan adalah plastik. Abu batu, semen dan fly ash sudah biasa digunakan sebagai filler dalam campuran aspal. Tetapi, jenis filler tersebut susah didapatkan dan harganya relatif mahal. Abu cangkang kelapa sawit yang memiliki berat jenis lebih besar dari aspal, diharapkan dapat menjadi alternatifnya. Penelitian ini bertujuan untuk mengetahui nilai durabilitas campuran AC-WC menggunakan kombinasi limbah plastik dan abu cangkang kelapa sawit. Plastik yang digunakan pada penelitian ini adalah Polyethylene Terephthalate, Polypropylene dan Polystyrene. Tahap awal penelitian ini adalah mencari kadar aspal optimum (KAO). Setelah KAO didapat kemudian dilakukan pembuatan benda uji tanpa dan dengan substitusi kombinasi limbah plastik sebesar 2,7%; 4,7%; 6;7% terhadap berat aspal pada KAO + 0,5% tanpa dan dengan abu cangkang kelapa sawit sebagai filler. Hasil penelitian menunjukkan penggunaan kombinasi limbah plastik dapat meningkatkan nilai durabilitas. Nilai durabilitas tertinggi didapat pada substitusi kombinasi limbah plastik 6,7% yaitu 111,36% sedangkan yang terendah terdapat pada penggunaan filler abu cangkang kelapa sawit yaitu 83.61%. Nilai Durabilitas campuran AC-WC tanpa dan dengan substitusi kombinasi limbah plastik memenuhi syarat yaitu > 90%, sedangkan penggunaan abu cangkang kelapa sawit sebagai filler tidak memenuhi persyaratan.

Abstract

Abstract : Mass Public Transportation System could be an alternative policy in solving the problem of congestion in the city of Banda Aceh. Given the problems such as congestion and uncontrolled number of private transport is supported by the lack of a secondary network that serves as a divider traffic flow or collector (collector) the movement of vehicles began to appear. The government the city of Banda Aceh has provide Bus Rapid Transit (BRT) with the name "Trans Koetaradja" Banda Aceh in order to be a good solution to overcome congestion in Banda Aceh in the long-term policy. The purpose of this research is to know the characteristics of the respondents to the workers and students as users of public transport  the city of Banda Aceh, establish a scenario quality of Service Bus Rapid Transit transport is planned to serve passengers, workers and students examine the response of workers and students as prospective passengers transport provision plan against Bus Rapid Transit, and recommends a form of Bus Rapid Transit service quality that will be provided. The required primary data consist of data characteristics prospective passengers and the data quality of service scenario. The results showed that the results of the analysis to the respondent workers maight certainly go up 10% and 90% is definitely ride and based on the results of the analysis of student respondents might certainly go up 4% and 96% certain ride. Both the respondents workers and students will definitely switch to using Trans Kutaraja city of Banda Aceh and the respondents workers and students have the same quality of service factors in choosing the form: cheap rates orders of magnitude , the comfort is good, and a sense of security when I travel by using BRT with BRT schedule the right time.Abstrak: Sistem Angkutan Umum Massal (SAUM) dapat menjadi salah satu alternatif suatu kebijakan dalam menyelesaikan masalah kemacetan di Kota Banda Aceh. Mengingat permasalahan seperti kemacetan dan tidak terkendalinya jumlah angkutan pribadi yang didukung oleh kurangnya jaringan sekunder yang berfungsi sebagai pembagi arus lalu-lintas atau pengumpul (kolektor) pergerakan kendaraan mulai bermunculan. Pemerintah Kota Banda Aceh telah mewacanakan Bus Rapid Transit (BRT) dengan nama “Trans Koetaradja” Kota Banda Aceh agar dapat menjadi solusi dalam mengatasi kemacetan di Kota Banda Aceh dalam kebijakan jangka panjang.  Tujuan penelitian ini adalah untuk mengetahui karakteristik dari responden pekerja dan pelajar selaku pengguna angkutan umum di Kota Banda Aceh, membentuk suatu skenario kualitas pelayanan angkutan Bus Rapid Transit yang direncanakan untuk melayani penumpang pekerja dan pelajar, mengkaji respon pekerja dan pelajar sebagai calon penumpang terhadap rencana penyediaan pelayanan angkutan Bus Rapid Transit, dan merekomendasikan bentuk kualitas pelayanan Bus Rapid Transit yang akan disediakan. Data primer yang diperlukan terdiri dari data karakteristik calon penumpang dan data skenario kualitas pelayanan.  Hasil penelitian menunjukkan bahwa hasil analisa untuk responden pekerja 10% mungkin pasti naik dan 90% pasti naik dan berdasarkan hasil analisa responden pelajar 4 % mungkin pasti naik dan 96% pasti naik. Baik responden pekerja dan pelajar pasti akan beralih menggunakan Bus Trans Kutaraja Kota Banda Aceh dan responden pekerja dan pelajar  memiliki kesamaan dalam memilih faktor  kualitas pelayanan berupa: tingkat besaran tarif yang murah, kenyaman yang baik, dan rasa aman saat melakukan perjalanan dengan menggunakan BRT dengan jadwal BRT yang tepat waktu.

Abstract

Abstract: Travel’s efficiency is the amount of money that had to be prepared alocated in order to economize one unit travel time. Reduction for travel time can change profit large enough. Therefore, it used efficiency approach to convert the profit into money. The observation is on Teuku Umar road Banda Aceh, start from Simpang Gunongan (KM.1+101) to Simpang 3 PU (KM.3+113). The purpose of this study was to evaluate vehicle operation cost (VOC) and value travel’s efficiency for light vehicle on Teuku Umar road. The methods that used to calculate travel’s efficiency is income approach method and running speed approach method. The result show that traffic volume at max for light vehicle (LV) from Simpang Gunongan to Simpang 3 PU direction is 1193 vehicle/hour, heavy vehicle (HV) is 13 vehicle/hour and motor cycle (MC) is 3438 vehicle/hour. The average speed for LV to direction head Simpang 3 PU is 37,09 km/hour. The VOC to LV for direction head Simpang 3 PU is Rp. 5.223/km. The travel’s efficiency that obtain from income approach method for partial population in Banda Aceh city is Rp. 24.018,11/hour/people and Rp. 35.346,74/hour/people to partial population in Aceh Besar regency. From running speed approach method obtain travel’s efficiency  for LV to direction head Simpang 3 PU is Rp. 52.928/vehicle/hour.Abstrak: Nilai waktu perjalanan adalah jumlah uang yang disiapkan seseorang untuk dibelanjakan agar menghemat satu unit waktu perjalanan. Pengurangan waktu perjalanan dapat mengubah porsi keuntungan yang cukup besar. Oleh karena itu, digunakan pendekatan nilai waktu untuk mengkonversi keuntungan tersebut dalam bentuk uang. Penelitian ini dilakukan pada ruas Jalan Teuku Umar Banda Aceh yang dimulai dari Simpang Gunongan (KM.1+101) s/d Simpang 3 PU (KM.3+113). Penelitian ini bertujuan untuk mengetahui nilai biaya operasional kendaraan (BOK) untuk mobil penumpang serta mengetahui nilai waktu perjalanan di ruas Jalan Teuku Umar. Metode yang digunakan untuk menghitung nilai waktu perjalanan adalah metode income approach dan running speed approach. Berdasarkan hasil pengolahan data diperoleh volume lalu-lintas puncak mobil penumpang (LV) untuk arah menuju Simpang 3 PU sebesar 1193 kend/jam, kendaraan berat (HV) sebesar 13 kend/jam dan sepeda motor (MC) sebesar 3438 kend/jam. Kecepatan rata-rata LV untuk arah menuju Simpang 3 PU diperoleh sebesar 37,09 km/jam. Nilai BOK untuk LV pada arah pengamatan menuju Simpang 3 PU sebesar Rp. 5.223/km. Nilai waktu perjalanan yang diperoleh dengan metode income approach untuk sebagian penduduk di Kota Banda Aceh yaitu Rp. 24.018,11/jam/orang dan Rp. 35.346,74/jam/orang untuk sebagian penduduk yang berdomisili di Kabupaten Aceh Besar. Adapun metode running speed approach menghasilkan nilai waktu perjalanan LV untuk arah menuju Simpang 3 PU sebesar Rp. 52.928/kend/jam.

Abstract

Abstract: The national road in North Aceh District is very buzy, especially roads that pass through the Vital Project of Lhokseumawe and its surrounding areas are now called Special Economic Zones (SEZ) Lhokseumawe. Because its built the way evasion from Krueng Mane to Buketrata along 32 Km, but this road  is not perfect yet, especially at the STA 14+750 to STA 21+400. The current reasearch aims to determine the value of time and the Vehicle Operating Costs (VOC); and economic feasibility in Benefit Cost Ratio (BCR), Net Present Value (NPV), and Economic Internal Rate of Return (EIRR) aspects. This study uses a productivity method to calculate the value of time, and the Pacific Consultant International method for calculating the VOC; and Bina Marga method was used to determine the economic feasibility in BCR, NPV, and EIRR aspects. The results of this research shown that   daily traffic volume of the annual average (LHRT) on alternative road obtained 9,583 vehicles /day in 2017; the difference in total time value was obtained Rp87,788.- /vehicle and the difference BOK is Rp3,289.- /vehicle; and economic feasibility of the alternative road construction in North Aceh Regency was obtained in 2026. Abstract

Abstract: Transportation system serves to enhance the mobility of population and support economic growth in the region. The important role of transportation in providing the access for communities, it is necessary to study the transportation needs based on various criteria attached as well as alternative modes as the most appropriate by distance and easiness in reaching the destination. Although Jantho is the Capital of Aceh Besar District, which about 58 km from Banda Aceh, the workers of Jantho are preferred to live in Banda Aceh including employee of regional government. The objective of this study is to determine the ­perception of respondents, which is Jantho government employee, in transportation mode selection and factors influence respondent’s priorities in transportation mode selection. Questionnaire survey methods is used in this study and data will be processed and analyzed using the Analytic Hierarchy Process Methods (AHP) so it can determine the selected factors of each mode. The results showed that the factors influenced in mode selection to work are safety, comfort and travel time. For global mode selection, respondents would chose private car as a mode for work trips and followed by bus. Although the cost takes last ranks on the respondents priority, but the tendency to choose public transport as a means for work trip is high. Bus becomes superior in terms of safety and cost, also safety is essential for traveling in high-speed traffic in addition to other advantages in terms of cost.Abstrak: Sistem transportasi berfungsi untuk meningkatkan mobilitas penduduk serta mendukung pertumbuhan ekonomi pada suatu daerah. Pentingnya peranan transportasi dalam menyediakan akses bagi masyarakat, maka perlu dikaji kebutuhan transportasi jika ditinjau berdasarkan berbagai kriteria yang  menyertainya serta alternatif  moda apakah yang paling tepat berdasarkan jarak dan kemudahan untuk mencapai tujuan. Kota Jantho merupakan pusat pemerintahan Kabupaten Aceh Besar yang berjarak sekitar 58 KM dari Kota Banda Aceh. Walaupun merupakan ibu kota kabupaten, tetapi para pekerja di Kota Jantho lebih memilih untuk berdomisili di Kota Banda Aceh tanpa terkecuali para Pegawai Negeri Sipil Daerah. Tujuan dari penelitian ini adalah untuk mengetahui persepsi responden, yaitu Pegawai Negeri Sipil kota Jantho dalam pemilihan moda menuju tempat kerja dan untuk mengetahui faktor-faktor apa saja yang mempengaruhi prioritas responden dalam hal pemilihan moda. Penelitian ini menggunakan metode survei kuesioner, data akan diolah dan dianalisis dengan menggunakan metode Analytic Hierarchy Process (AHP) untuk mencari faktor terpilih dari masing-masing moda. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi pemilihan moda menuju tempat kerja adalah keamanan, kenyamanan dan waktu tempuh. Untuk pemilihan moda global, responden memilih mobil sebagai moda favorit untuk perjalanan kerja diikuti oleh bus kantor. Walaupun biaya menempati urutan terakhir dari prioritas responden, tetapi kecenderungan untuk memilih angkutan kantor sebagai sarana untuk perjalanan kerja termasuk tinggi. Bus kantor unggul dalam hal keamanan dan biaya, keamanan menjadi hal penting untuk perjalanan dengan lalu lintas berkecepatan tinggi disamping keunggulan lain dalam hal biaya.

Abstract

Abstract: Nagan Raya is located in the western part of Aceh Province. This regency is 287 km from Banda Aceh where the main mode of transportation is land transportation with travel time of approximately 6 hours. The land route to this regency through the mountains that during the rainy season often occurs landslides. So that air transport is needed that can help smooth mobility and improve the economy of the population and can anticipate the distribution of aid, evacuation of victims quickly when the disaster. PT Susi Pudjiastuti is a pioneering aviation operator serving Banda Aceh - Nagan Raya route. This study aims to determine the demand for passengers and financial feasibility of the Banda Aceh - Nagan Raya flight route. The passenger demand is obtained from independent variable and dependent variable from socio economic data which then analyzed using Ordinary Least Square (OLS) method with multiple linear regression and Software Statistical Product and Service Solution (SPSS) assistance. The modeling obtained is Y = 1194,374 – 0,068X3 where X3 is the number of domestic tourists. From the modeling results it is known that the number of passengers for the next 6 years has increased.   The result of financial feasibility analysis using discount rate 15% is obtained at sixth year (year 2021) with BCR equal to 0,348, NPV equal to Rp. (30.651.570.332), and the value of PBP obtained is 45,3 or 45 years 3 months where the value exceeds the companys payback period of 6 years. From the analysis it is known that for the Banda Aceh - Nagan Raya flight route the project benefits are less than the economically needed costs so the project is not feasible to be implemented.Abstrak: Kabupaten Nagan Raya berada pada bagian barat Provinsi Aceh. Kabupaten ini berjarak 287 km dari Kota Banda Aceh dimana moda transportasi utama adalah angkutan darat dengan waktu tempuh kurang lebih 6 jam. Jalur darat menuju Kabupaten ini melalui pegunungan yang saat musim hujan sering terjadi longsor. Sehingga diperlukan transportasi udara yang dapat membantu kelancaran mobilitas serta meningkatkan perekonomian penduduk serta dapat mengantisipasi penyaluran bantuan, evakuasi korban secara cepat ketika terjadinya bencana. PT Susi Pudjiastuti merupakan operator penerbangan perintis yang melayani penerbangan rute Banda Aceh – Nagan Raya. Penelitian ini bertujuan untuk mengetahui demand penumpang serta kelayakan finansial rute penerbangan Banda Aceh – Nagan Raya. Demand penumpang didapatkan dari variabel bebas dan variabel terikat dari data sosio ekonomi yang kemudian dianalisis menggunakan metode Ordinary Least Square (OLS) dengan regresi linier berganda dan bantuan Software Statistical Product and Service Solution (SPSS). Pemodelan yang diperoleh yaitu Y = 1194,374 – 0,068X3 dimana X3 adalah jumlah wisatawan domestik. Dari hasil pemodelan tersebut diketahui bahwa jumlah penumpang untuk 6 tahun mendatang mengalami peningkatan. Hasil analisa kelayakan finansial dengan menggunakan discount rate 15% diperoleh pada tahun ke 6 (tahun 2021) dengan nilai BCR sebesar 0,348,  NPV sebesar Rp. (30.651.570.332),-, dan nilai PBP yang diperoleh yaitu 45,3 atau 45 tahun 3 bulan dimana nilai tersebut melebihi periode pengembalian perusahaan yaitu 6 tahun. Dari analisa tersebut diketahui bahwa untuk rute penerbangan Banda Aceh – Nagan Raya manfaat yang ditimbulkan proyek lebih kecil dari biaya yang diperlukan secara ekonomi sehingga proyek tidak layak untuk dilaksanakan.

Abstract

The supply of stone dust as filler and asphalt as binder is limited, therefore it is necessary to use an alternative to filler and asphalt import. The problem is expected to be overcome by the presence of rice husk ash as a filler and natural asphalt of Buton Island (Asbuton) as a binder. This study aims to evaluate the performance of Asphalt Concrete-Wearing Course (AC-WC) mixture by using rice husk ash as a filler and asphalt penetration 60/70 as binder with the addition of Asbuton. The specimens were made into two major groups: (i) the specimens using stone dust and asphalt pen 60/70 (ABA), and (ii) the specimens using rice husk ash and asphalt pen 60/70 with the addition of asbuton (ASA). The last group was performed with four variations: 0% (ASA 0), 5% (ASA 5), 10% (ASA 10), and 15% (ASA 15) over the total weight of the mixture. Total specimens were 75, each has 15 specimens. Asphalt contents used were 4.5% to 6.5%. Specifications used the standards of the Departemen Permukiman dan Prasarana Wilayah (2005) by using Marshall method Optimum asphalt contents (OAC) for each mixture were 5.6% (ABA), 6.0% (ASA 0), 6.3% (ASA 5), 5.9% (ASA 10), and 5.8% (ASA 15). In sum, the asphalt concrete mixture using rice husk ash as filler was able to compete with the one using stone dust as filler, and therefore can be used as alternative materials to road pavement construction.
