Abstract

In this study, researchers wanted to know how tourism development policy efforts and the arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro as a site of pilgrimage tourism and heritage sites Demak kingdom imposed by local government Demak, and has the objective to know how tourism development policy efforts and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro is by Demak Regency. The study focused on policies owned by the government bureaucracy which is the vehicle of regional heads towards the expected results for the whole policy area in which these policies were later implemented by the concerned agencies namely the Department of Tourism and Culture of Demak District.In this study, using qualitative research methods of descriptive research that describes the properties of an individual, symptoms, circumstances, a phenomenon that can be words, pictures, and not a number. The goal is to solve a problem, said, analyze, classify and compare to the conclusion later. This study attempts to analyze how tourism development policy and arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro period of 2007 conducted by the District Demak government. The results of research conducted on tourism development policies and structuring the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro can be concluded that the policy process is already well under development, although still lacking and the stage of the development and evaluation of tourism management Demak Mosque and the Tomb of the Sultanate of Demak Bintoro own. while the policy arrangement of the tourist area of the Great Mosque and the Tomb of the Sultanate of Demak Bintoro not run well because of some problems and irregularities arise that appear after the relocation of the arrangement of tourist area, thus causing potential will not be optimal, not on target and expectations.Advice can be given is the government supposed to be more consistency maintenance and relocation of the post patrol arrangement is not a tourist area that requires more than just discipline the officer, but a careful and strategic arrangementsKeywords: Policy, Tourism Development, Structuring tourist area.

Abstract

In implementing a development, the government always involve the community in decision-making that will provide benefits and welfare for the people. Development aimed at achieving better conditions than before. Even so, the government should consider the rules for managing the resources used and the smallest effects arising for the smoothness of a development. Such as Reservoir Development Jatibarang aimed handlers flooding in Semarang which would require the materials to build a dam that is not little. Until eventually determined that the materials used are from Gunung Turun, located in the Village Mangunsari.This study aims to determine the socialization process between the government and the impacts arising from taking Gunung Turun of material in the process of implementation in village communities Mangunsari. The methodology used in this research is descriptive qualitative method, which seeks to describe the state of the real condition of the corresponding data collection was done by in-depth interviews of the informants are considered to know clearly seated problems. It also synthesize several documents that are considered important in this study.From the results obtained are socializing the government in the implementation of development Jatibarang Reservoir is intended to provide the public an overview of the goals and objectives of development and of the impacts that will occur regarding taking the material Gunung Turun. In the process of making the material more or less the same impact as the economic, social and cultural impacts, and environmental impacts that could affect peoples lives either directly or indirectly.Keywords: Development, Jatibarang Reservoir, Gunung Turun

Abstract

This research will discuss about the existing public service in government agencies, particularly the SAMSAT Office of Grobogan. In this context see if the service provided by SAMSAT Office of Grobogan Regency has been of good quality or not. Quality public services that will be studied based on the principle of public service by Peraturan Menpan No. 36 Tahun 2012 and refers to the components the standards of public service in accordance with UU No. 25 Tahun 2009 tentang Pelayanan Publik. The end result of this research is the perception of the community as a respondent to the study of public service quality in SAMSAT Office of Grobogan Regency, which then can provide feedback suggestions to the promotion of quality public services in SAMSAT Office of Grobogan Regency particularly in the service of payment the PKB and BBNKB.            Based on research results this, public service which exist in the SAMSAT Office of Grobogan Regency already good, indicated by the high level of public satisfaction with services and payment agreements PKB and BBNKB by existing services officer. The services provided are in accordance with the standards established service operations and service complaints are rarely found by the taxpayer, if there is a direct complaint could be resolved in accordance with the duties and functions of each official. Keywords: Public Service, Quality Service, Taxpayer Perception

Abstract

In this study, researchers wanted to know about public service in east Ungaran subdistrict office Semarang district 2012. The study focused on the official subdistrict service to people east Ungaran. Public service demands excellent human resources that is human resources.In this study using quantitative research methods of descriptive research. This study analyses how public service in east Ungaran subdistrict office Semarang district 2012. The population of this research is people east Ungaran subdistrict and the sample in this research is 84 people. Sample technique that use is random sampling technique.The results showed that public service in east Ungaran office subdistrict was good enough. People was satisfied about work of east Ungaran official subdistrict.Kata Kunci : Public Service

Abstract

Abstract:The research result shows a lack of local Government´s role, also a lack of funds from central Government in developing Pangandaran tourism and there is no cooperation in a big scale from private side in the tourist area. The SWOT analysis was offered a development strategy that should be carried out by the local government of Ciamis regency. In connection with this, the local Government streamlines cooperation with local community and formed aware of tourism group in managing Pangandaran tourism as a nature tourist that cannot be found in other areas. For future research is focused on the evaluation of an existing with the previous strategy, so this can be completed, that is from the side of the Government as well as the side of the public. The local government has not been paying attention to environment issues, especially in terms of physical infrastructure to endeavor local Government as a facilitator which means it can accelerate development through the environmental tourist site improvement. This role can be realized through improvements of the planning procedure and assignment rules. Therefore the things that required is the availability of a distinct purpose so that local Government can be focus on exploit the natural resources that already existing in Pangandaran’s area. Beside as a facilitator the local Government also has to be a stimulator which means they can create development strategy through the special measures that can affect the private investor to join partners that is by  the local Government corporate with private investor to promote special theme or other events in the area of “Pangandaran”. Abstract

The Health Ministry in Semarang is health services levy exemption granted by the Government to the entire population of Semarang Regency that has Residents Sign Cards or a family card without exception. Health services levy exemption given is all there is in health services clinics in addition to hospitalization and health tests. The Health Ministry was held with the free highlights to the Ministry to the wider community in order to achieve optimal health degree movies, without neglecting the quality of service to individuals. The Ministry of health centers free start since 2008 and was held for almost 5 years of service free clinics has been going pretty well. In general there are no obstacles in the implementation of the health service means, obstacles that arise more comes from the State of the environment and the situation in each of the locations of clinics like each road conditions, weather conditions or outbreaks of disease.

Abstract

Abstract BPMPPT of Jepara Regency is element of public service in the field of licensing of standing under and responsible to the Regents by a District Secretary. Licensing service that serviced by the other BPMPPT of Jepara Regency is public transport route permit service. In issue the route permit and supervision of public transport card, BPMPPT of Jepara Regency need to improve the quality service because most owners of public transport vehicles considered route permit service of process and control card takes a long time. So they are difficult to transport to the vehicle immediately. It would make them lose. And than they have the burden to be paid to the Bank, because most vehicle are purchased on credit. Purpose of this study is discover the underlying causes of less than optimal service in BPMPPT of Jepara Regency, and aware of the perceived impact of public transport owners as a result of less than optimal sevices. To learn the service factor blokers use Rusli theory about several factors that become obstacles in providing good service, among others : less responsive, less informative, less accessible, less coordination, bureaucratic, less willing to hear complain or recommendation from public, inefficiency. This study by descriptive analysis. Object study is public transport route permit service. The result showed that the length of permetting public transport route in BPMPPT of Jepara Regency occurs because BPMPPT chief factors as provider signature on the publik transit route permit card is frequent tasks outside the office. So file should be legalized on schedule to be delayed because of BPMPPT chief in outside office and longer settlement time. Key words : Public Transport Route Permit, Inhibiting Factors, Impact

Abstract

The theme of entrepreneurship in the spotlight lately. Moreover, the industry is able to strengthen the local economy and reduce unemployment.This study aims to clarify the governments role in empowering the tile industry and identify the barriers tile employers and local governments in developing tile industry.           The variables used in this study the role and empowerment of the tile industry. The method used is descriptive research type. In this study used descriptive research type because it can portray the condition in a systematic, factual and accurate information on the facts, including the ongoing process and the influence of phenomena that exist on the tile industry in Kebumen regency.The role of local government is crucial in empowering especially the tile industry that declined. The role of government in the empowerment consists of training, support tools, and marketing.Entrepreneurs perceived barriers are financial and non-financial issues, while the perceived barriers that local government communication and resource issues.

Abstract

Semarang city is one of the major cities in Indonesia that development activities are often traversed the city and the purpose of the buffer zone communities Semarang. So that people need a buffer zone of Semarang city transportation that is reliable, fast, and efficient, as the center of activity is in the center of town. Along with the increasing needs of the transportation increase as well as vehicle ownership in the city, but it is not followed by the addition of road network and adequate road widening, so it is feared there will be traffic jams in many streets in the city of Semarang.            As part of efforts to solve the problems of congestion, the Central of Government through the Department of Transportation, the organization filed a Bus Rapid Transit (BRT) Trans Semarang. With the BRT Trans Semarang as mass transportation is expected to reduce congestion arising from the development of the city itself, because essentially BRT Trans Semarang instead of adding mass transit in the city, but the Bus Rapid Transit can replace three to four mass transportation in the city of Semarang . BRT Trans Semarang Route Corridor II is Mangkang – Pudak Payung, bus lines 3/4 with 22 seats and can accommodate 42 passengers for an area across the city of Semarang and Semarang regency.            In this study, researchers used a qualitative approach that will generate descriptive data. This research was conducted in Dishubkominfo Semarang . The data were obtained through observation, interviews aimed to analyze the pattern of cooperation Municipality of Semarang and Semarang District Government in implementing BRT Trans Semarang public transport between regions. The results of this study is collaboration between Semarang and Semarang in it needs to be underpinned by a statute or treaty between regions, so as to have the force of law binding on both parties. Given the strategic role played by the Provincial Government in the unitary state system, the ability to increase the role and mechanisms of cooperation in this province, including the structure and function of institutional adjustment, should be an important agenda of the government in the future.Keywords: The Cooperation Between Regencies, BRT Trans Semarang Coridor I

Abstract

 Health is one of the primary needs for everyone so the need for health insurance. Health insurance basically aims to provide health services to the community because in reality many of the limitations of the poor to meet the primary needs that the government also intervened in this matter, as stipulated in Law No. 36 of 2009 Number of health states that the government is responsible for the willingness access to information, eduksi, and health care facilities for the community. So the Jakarta administration to make a health policy based on Jakarta Governor Decree No. 187 of 2012 About Acquisition Cost of Health Care named Jakarta Health Cards "KJS".  Policy of Jakarta Healthy Card or "KJS" is a guarantee of health care for the poor residents of Jakarta and vulnerable to the residence for a minimum of three (3) years, with the aim of improving public health Jakarta optimally and comprehensively. Based on Jakarta Governor Regulation No. 14 Year 2013 on Amendment to Regulation No. 187 of 2012 Governor On Acquisition Costs of Health Services.This study aims to analyze policy implementation Jakarta Health Card and see the factors inhibiting and supporting policies that affect the success of Jakarta Health Card (KJS). As for analyzes using indicators proposed by Van Meter and Van Horn. To obtain the research data and events using descriptive qualitative method.Where all actors implementing examined using interviews. The conclusions of this study are as follows. When described as a whole then the conclusion is not yet achieved the goal to maximum KJS. Some of the factors that affect the function and role of health centers and hospitals that do not comply with the part that is dealing KJS to the public, causing a buildup of KJS cards at health centers and resulted in many people who do not get a card with KJS and related facilities and infrastructure. Although the government continues to increase the facilities, in fact there are still many patients who have to wait to get a third class room in the hospital so the health care received by patients experiencing delays. This study took the scope of work in the area of Jakarta Provincial Government. Phenomenon and the data successfully identified and collected in this study, arranged to get a picture of implementation of policy Jakarta Health Card (KJS) within the scope and focus of the analysis.
