Abstract

Regional autonomy policy authorizes the village to organize and manage administrationindependently. The authorization covers the provision of funds from the central fund balance andarea called the ADD funds in order to improve governance in the village. This research focusedto look on the achievement of results and upon exercise of ADD policy outputs in Kendal duringthe five-year period from 2008 through 2012.The methodology used in this research is descriptive method of analysis that seeks to illustratethe implementation of the ADD policies in Kendal through supporting factors and inhibiting andalso achievement in implementation. On the basis of the facts and the data field are shown toillustrate in detail and clear through the study of six evaluation criteria of effectiveness,efficiency, adequacy, equity, responsiveness and accuracy of the results obtained from in-depthinterviews with key informants.From the results obtained it turns out from year to year progress of up and down according toexperience level though disbursement activities in the village has increased in terms ofdevelopment. However, there are a number of villages that are still facing problems anddifficulties to run optimally ranging from technical issues to field problems in problematic gooduse, distribution, and usage reporting. The only perceived benefits activities that are operationaland rural development. Meanwhile empowerment activities are still lacking and far fromexpectations. ADD policy implementation in Kendal requires strategic planning and long-termactivities that can be felt by lower middle ADD’s beneficiaries.Keywords: Allocation Fund Village, Village Government, Local Government and Output.

Abstract

Abstract BPMPPT of Jepara Regency is element of public service in the field of licensing of standing under and responsible to the Regents by a District Secretary. Licensing service that serviced by the other BPMPPT of Jepara Regency is public transport route permit service. In issue the route permit and supervision of public transport card, BPMPPT of Jepara Regency need to improve the quality service because most owners of public transport vehicles considered route permit service of process and control card takes a long time. So they are difficult to transport to the vehicle immediately. It would make them lose. And than they have the burden to be paid to the Bank, because most vehicle are purchased on credit. Purpose of this study is discover the underlying causes of less than optimal service in BPMPPT of Jepara Regency, and aware of the perceived impact of public transport owners as a result of less than optimal sevices. To learn the service factor blokers use Rusli theory about several factors that become obstacles in providing good service, among others : less responsive, less informative, less accessible, less coordination, bureaucratic, less willing to hear complain or recommendation from public, inefficiency. This study by descriptive analysis. Object study is public transport route permit service. The result showed that the length of permetting public transport route in BPMPPT of Jepara Regency occurs because BPMPPT chief factors as provider signature on the publik transit route permit card is frequent tasks outside the office. So file should be legalized on schedule to be delayed because of BPMPPT chief in outside office and longer settlement time. Key words : Public Transport Route Permit, Inhibiting Factors, Impact

Abstract

AbstractThis research exemines the fiscal gap of the Revenue-Sharing on oil andgas resources exploitation in Block Cepu which located between two provinces ofCentral Java and East Java. The asessment used in this research is juridicalnormative method where using the law of Undang-Undang Nomor 33 Tahun2004 Tentang Tentang Perimbangan Keuangan Antara Pemerintah Pusat danPemerintah daerah and Peraturan Pemerintah Nomor 55 Tahun 2005 TentangDana Perimbangan as an approach. Regional Autonomy grants an opportunity forLocal Government to flourish each area. Because of this growth, can not beavoided, the resources generated by Local Government have different quantityand quality. The same thing occured in Block Cepu where the oil and gasresources is located between two provinces of Central Java and East java. Thefiscal gap arises when Blora regency, Central Java does not obtain the Revenue-Sharing because of the exploitation is located in Banyu Urip, Bojonegoro, EastJava but Blora has 34,66% of the oil and gas resources.Based on the research results, Blora regency does not abtain theRevenue-Sharing because of clash with the law Undang-Undang Nomor 33 Tahun2004 which states that the beneficiary of Revenue-Sharing is producing areaswhere the oil and gas are exploited and another regency are located in oneprovince.Keywords: Fiscal Gap, Revenue-Sharing

Abstract

ABSTRACTThe purpose of this research is to investigate the implementation of Regulation No. 6 of 2011 on the eradication of prostitution in the district of Batang and see its effectiveness. Variables used to see the implementation of Regulation No. 6 of 2011 are communication, resources, disposition, and bureaucratic structures and to evaluate their effectiveness using indicators of goal achievement, productivity, and efficiency are analyzed qualitatively descriptive look at the phenomenon that is occurred. Looking at the various aspects that have been analyzed can be concluded that the law No. 6 of 2011 on the eradication of prostitution in the district of Batang is not implemented properly and its implementation has not been effective.

Abstract

Performance evaluation is one of the main functions of the management system,particularly management. The evaluation relates to individual performance and managementfor career development and organizational growth. Performance evaluation associated withPDAM is benchmark to observe the regional company´s contribution particularly that thecompany performance indicated how far it goes. The way is through the establishment ofBUMD or Perusda. It becomes a trend in various regions. Some of them apply the name, andothers use other similar name. Perusda establishment or BUMD refers to the constitutionnumber 32 of 2004 about regional autonomy along with the based local regulation.Notice that the performance of BUMD for the economy in the area is very interestingdiscourse to be studied more deeply, especially in regional autonomy era presently whichdemands enhancement performance of local government in order to be able to sustain theindependence of the region and to improve the welfare of society without depending supportfrom central government. The existence of BUMD at this time whether they can be expectedto notice at the empirical data on prevalent development. Because of relying on equitybudget, moreover PDAM in a particular area especially in Jepara should be matched on profitorientation, however it should be more oriented on quality service, and it is able to providehigh quality water that meets health requirements.The research uses a qualitative descriptive approach, to describe a phenomenon thatoccurs, and is intended to describe in detail the findings in the field. In collecting the data, thewriter applies qualitative method through indepth-interview. There is a way how to chooseinformants by using purposive or intentionally chosen for requesting information on peoplewho have been interviewed or contacted before, and so on until the information consideredenough.So basically the performance evaluation and the performance appraisal indeed havecriteria in the evaluation or assessment of an activity, as proposed by William N Dunn:observing to the indicators including: all the indicators are intended to discover a descriptionof the performance evaluation.

Abstract

The issue of Street Vendors often appear in town big city, not to mention the city of Semarang. In this case the street vendors who are in Simpang Lima area, where the area has been constructed walkways used to organize street vendors in the area to make it more organized and do not disrupt public order. Semarang City Government through the Office Market has the initiative to organize a food court area to invite the private sector to cooperate. The purpose of this study is to investigate the implementation of the cooperation between the government and the private sector in an effort to make the existing arrangement of street vendors in the city of Semarang Simpang Lima area. And identify issues and impacts arising from the implementation of such cooperation. To address concerns and objectives of this study, the authors used a qualitative descriptive approach. The results showed that co-operation does not go smoothly, traders feel aggrieved because private sector demand to sell drinks at the shelter. Government can not be a mediator in the resolution of the issue between the traders and the private sectors. About the sustainability of cooperation for the future, the Government, the private sector and the traders should periodically evaluate the operation of the partnership to identify the weaknesses and shortcomings in the operation of the shelter Simpang Lima cooperation arrangement that could be beneficial to both parties and the general public. Abstract

The aim of this research is to know how much is the socio-economic impacts relocation of street vendors at the intersection of Simpang Lima and Pahlawan streets of Semarang City. This research used inferensial analysis and deskriptif percentase. To know the socio-economic impacts, it was done by interviewing and questionairring some street vendors at the intersection of Simpang Lima and Pahlawan streets of Semarang City. The result of this research showed that the social impact of the relocation of street vendors at the intersection of Simpang Lima and a Pahlawan streets of Semarang City a positive impact in terms of the social economy that is improve social relationships among traders, feasibility and convenience of business and can increase the income of street vendors. Abstract

Background : Administration offentanyl followed by propofol provides adequate conditions for tracheal intubation without muscle relaxants. Other hypnotic drµgs have not been thoroµghly investigated in this regard. Intubating conditions with fentanyl followed by propofol or thiopentone are compa red in this study.Method : In a randomized,double blind study 48 healthly ( ASA I & II ) males and females were assigned to one of two groups ( n = 24 ) .After atropine intravena 0,01 mg.kg-1 midazolam 0,07 mg.kg-1 were injected as premedication. Fentanyl 2 µg.kg-1 was injected over 90 sec followed by propofol 2 mg.kg-1 ( Group 1 ), thiopentone 5 mg.kg-1 ( Group 2). Ninety seconds after administration hypnotic drµgs , laryngoscopy and intubtion were attempted. Intubating conditions were assessed as excellent,good or poor on the basis of ease of ventilation, jaw relaxation,position of the vocal cords,and patient response to intubation and slow inflation of the endotracheal tube cuff.Results : Demographic and preclinical data were not significantly different. Cardiovascular responses were significantly different between two groups (p <0,005 ) in which use thiopentone as hypnotic drµg.Overall conditions at intubation were significantly (p <0,005 ) better, and the frequency of good conditions was significantly ( p < 0,005 ) higher in the propofol group compared the thiopentone group.No patiens was treated for hypotension or bradycrdia.Conclusion : Propofol 2 mg.kg-1 was superior to thiopentone 5 mg.kg-1.for tracheal intubation when combined withfentanyl 2 µg.kg-1 and no muscle relaxants.Keywords : Administration offentanyl , propofol, thiopenthone, tracheal intubationABSTRAKLatar belakang : Pemberian fentanyl yang diikuti dengan propofol memberikan kondisi yang cukup untuk fasilitasi intubasi endotrakea tanpa menggunakan pelumpuh otot. Beberapa obat hipnotis anestesi telah diselidiki pada saat ini. Intubasi endotrakea dengan menggunakan fentanyl diikuti dengan propofol atau thiopental tanpa menggunakan pelumpuh otot dibandingkan pada penelitian ini.Metode : Dengan metode randomisasi acak tersamar ganda. 48 pasien dengan ASA 1 & II dibagi ke dalam 2 kelompok ( n = 24 ). Setelah pemberian Sulfas atropin 0,01 mg/kgBB, midazolam 0,07 mg/kgBB sebagai premedikasi.Fentanyl 2 µg/kgBB diberikan intravena setelah 90 detik diberikan propofol 2 mg/kgBB ( kelompok I) dan tiopental 5 mg/kgBB ( kelompok II ) .Kemudian dilakukan ventilasi oksigen 6 L/menit selama 90 detik.Setelah itu laringoskopi intubasi dilakukan.Kemudahan intubasi endotrakea dinilai sebagai sempurna,baik dan buruk.Penilaian kemudahan intubasi endotrakea berdasarkan kemudahan ventilasi, relaksasi rahang, posisi pita suara dan respon pasien terhadap intubasi dan inflasi pada pipa endotrakea.Hasil : Data demograpik dan data pengukuran pra penelitian didapatkan hasil tidak berbeda.Respon kardiovaskuler sebelum dan sesudah intubasi endotrakea didapatkan hasil berbeda bermakna (p <0,005 ) lebih stabil pada penggunaan tiopental sebagai obat hipnosis.Seluruh kondisi pada intubasi endotrakea mendapatkan hasil berbeda bermakna ( p < 0,005 ) lebih baik, dan frekwensi intubasi endotrakea pada kondisi baik berbeda bermakna ( p < 0,005 ) lebih tinggi pada kelompok propofol dibandingkan dengan kelompok tiopental untuk intubasi endotrakea bila dikombinasikan dengan fentanyl 2 µg/kgBB tanpa menggunakan pelumpuh otot.Pada penelitian ini tidak ada pasien yang diterapi untuk kasus hipotensi dan bradikardi.Kesimpulan : Propofol 2 mg/kgBB lebih baik dari tiopental 5 mg/kgBB untuk intubasi endotrakea dengan kombinasifentanyl 2 µg/kgBB tanpa menggunakan pelumpuh otot.Kata kunci : pemberianfentanyl , propofol, thiopentone, intubasi endotrakea

Abstract

Simpanglima function as a public space in accordance with Regulation No. 14 Year 2012Article 4 Paragraph 4 ( a) that menyebutan " means the environment " is a support facility, whichserves to maintain and develop the economic, social and cultural. Billboard itself is the object,instrument, deed and or media that shape and style manifold for introducing commercialpurposes, advocate, promote, or to draw public attention to goods, services can be seen, read orenjoyed by the public. Billboards are also a source of revenue. Simpanglima violates the rules,based on the Regulation No. 8 of 2006 on the implementation of the Mayor s Decree No.billboards and on the determination of the layout 510.1/145 billboards in the city of Semarang.This study aims to provide Simpanglima the assumption that public space should be able torealize the convenience and aesthetic installation of billboards based on existing regulations.Government through the Department of Street Lighting and Advertising Management ( PJPR )should be able to reduce the number of billboards in the area of Simpanglima, both the CityGovernment land or private land . The government should be able to push boundaries by creatinga billboard point of reference standard and are looking for other ideas for local revenues byraising taxes Simpanglima billboards in the area .And the need for supervision reklmae ketegasain Supervision by field supervision over the administration of the Department PJPR warningletter. Implementation in the field of surveillance carried out by the municipality of Semarangsuch as billboards wild / Simpanglima troubled region is not optimal.
