Abstract

Honor teachers are non ASN teachers (State Civil Apparatus) whose welfare is not guaranteed. To realize the welfare of honorarium teachers, Batang Peranap District is inseparable from the amount of compensation provided to it. The purpose of this study was to find out, analyze and measure the effect of compensation for improving the performance of Elementary School honorarium teachers in Batang Peranap District, Indragiri Hulu Regency. This research is a quantitative study with a survey method carried out in elementary schools in Batang Peranap District. The population and sample in this study were equal to 78 respondents consisting of UPTD Education staff and Elementary School honor teachers. Data collection is done through questionnaires. After the collected data is analyzed using statistical tests through the SPSS program. The results of the study with the correlation test obtained the value of (r) count 0.754> (r) table 0.223 with a significant level of 5%. Because (r) count is greater than (r) table, it can be concluded that Ha is accepted and Ho is rejected. So there is an influence between providing compensation for improving the performance of Elementary School honorarium teachers in Batang Peranap District, Indragiri Hulu Regency. The percentage effect of variables (X) on variables (Y) is 56.9% while the remaining 43.1% is influenced by other variables. Giving compensation has a close relationship with increased performance, closeness of relations is in the range of 0.600 - 0.799 which is in the strong category.Keywords: Compensation, Performance and Honor Teachers

Abstract

This research was conducted at the Regional Development Planning Agency of Riau Province. With the aim of measuring the influence of organizational culture on organizational performance in the Regional Development Planning Agency (BAPPEDA) of Riau Province. Where the population is all employees of the Riau Provincial Development Planning Agency, which amounts to 160 people. The sample used in this study was 62 people taken using the Slovin formula and processing data using the product moment correlation method with the SPSS program. Based on the test results if the data using product correlation moment can be taken some conclusions, namely the organizational culture of the Regional Development Planning Agency (BAPPEDA) of Riau Province is classified as good which is judged by respondents' responses about indicators of organizational culture, namely: mission, consistency, adaptability, and involvement with values average score of 200 which is in the range of the scale of 188-229 good category. Organizational performance in the Regional Development Planning Agency (BAPPEDA) of Riau Province is classified as good, judging from the responses of respondents about organizational performance indicators, namely: quality, quantity, use of time and collaboration with a score of 208 which is in the range of 188-229 in the good category. Organizational culture has a significant effect on organizational performance in the Regional Development Planning Agency (BAPPEDA) of Riau Province with the closeness of the relationship in the very strong category. Where the results of the correlation test obtained a probability number of 0,000, where 0,000 is smaller than 0.05 (0,000 <0,05), then Ho is rejected, meaning there is a significant relationship between organizational culture and organizational performance. The correlation coefficient produced is equal to 0.832 which is in the range of 00.80-1,000 with a very strong category. The hypothesis (Ha) is accepted and (Ho) rejected.Keywords : Organizational Culture and Organizational Performance

Abstract

Isolated traditional community (ITC) is one of the issues in Indonesia and as issues andchallenge for local government one of the them Rokan Hulu districts. The number of ITC’speople is still quite large. They are scattered throughout the geographic locations which arerelatively difficult to reach and in general, they are lagged behind economically,socially andpolitically in comparison with the orther citizens. At once, ITC’s people are a part the citizenswho have the same obligations and rights as the other citizens to participate in development andto enjoy the results of such development through districts Rokan Hulu.Through communityempowerment of ITC’s be responsibility from local government. Social service form women’sempowerment and child protection be in charge implementation ITC’s of empowerment bonaitribe programs. Expected to be able to help them out from border and inland life to wards abetter life. This study is the study of literature taken from various existing references. Then, thedata were packed and explored as the data and information to give idea overview of strategysocial service for women’s empowerment and child protection Rokan Hulu districts. Abstract

Okura Tourism Village, which the government professes as one of the tourist attractions in the ordinary city, has been moved to develop the government's locality tourism village. The purpose of this study was to find out the synergy of actors in the development of Okura Tourism Village in Tebing Tinggi Okura Village, Rumbai Pesisir Subdistrict, Pekanbaru City and to find out the factors that inhibited it, the theory used was Najiati theory, namely two indicators in synergy namely Communication and Coordination. The method of study used is a qualitative form of research that accommodates both primary and necessary case studies and data through interview, observation, and documentation technique. The results showed that while mutual activism among actors is already underway, state cultural and tourism agencies and tourism officials have recently been the best because they have not made relatively rare visits. Limiting factors are facilities and infrastructure, human resources, and budget. The findings suggest that actors' manners in the development of the Okura Tourism Village come more frequently and interact regularly to cooperate in the development of the Okura Tourism Village, provide volunteer service and training while providing tools and training. a person in the tourist town of Okura. * Keywords : Synergy, Actors, Tourism Development and Tourism Village

Abstract

This research was carried out at the Dumai City Environmental Agency. With the aim of measuring the influence of leadership and management of human resources on performance in the Department of Environment of Dumai City. The sample in this study were all employees of the Department of Environment of Dumai City, amounting to 64 people taken using the census method. Data is taken from the questionnaire on the object under study and other reports. Processing data in this study uses a multiple linear regression analysis test with the SPSS program. Based on the results of statistical tests, several conclusions can be drawn, namely that leadership in the Department of Environment of Dumai City is quite good with an average score of 207 which is in the range of 168-219 with a fairly good category, human resource management in the Dumai City Environmental Service relatively good with an average score of 208 which is in the scale range 168-219 with a fairly good category and the performance in the Department of Environment of Dumai City is quite good with an average score of 209 located in the scale range 168-219 with the category pretty good. Leadership and management of human resources have a significant effect on the performance of the Department of Environment in Dumai City with the degree of closeness of the relationship in the very strong category. Based on the test results simultaneously, F count (329,074)> F table (3,15) with Sig. (0,000) <0.05. The meaning is that the independent variables (leadership and management of human resources) together have a significant effect on the dependent variable (performance). Then H0 is rejected and Ha is accepted. Based on the partial test results, the most influential variable on performance is the leadership variable with t count (8.121)> t table (1,999) with Sig. 0,000 <0,05. This means that leadership variables have a significant effect on performance.Keywords: Leadership, Management of Human Resources, Performance

Abstract

Siak Regency is one of  the Districts that has excellent tourist destinations, which in the presence of superior tourist destinations, transportations facilities and infrastructure are needed as tourism support in Siak Regency. One of the problems of transportation facilities and infrastructure is the management of Tuah Tualang Type C Terminalsin Siak Regency, this is because there are still many shadow terminals and ticket agents around the Tualang Sub-District road and the public transport route network has not been arranged. The purpose of this study was to evaluate terminal management and look at the evaluation factors for the management of  Tuah Tualang Type C Terminal in Regency. The theoretical concept used is the theory of evaluation by Dunn in (Nugroho, 2017), namely : effectiveness, efficiency, sufficiency, equity, responsiveness, and determination. This study uses qualitative methods with a case study approach, and uses purposive sampling technique, with data collection thecniques including : observation, interviews, and documentation. The results of the evaluation of the management of the type C terminal of  Tuah Tualang in Siak Regency have not run optimally and have not been realized properly. it is better to improve the status of the terminal to type A and to arrange a system for the public transport route network at the Tuah Tualang terminal in Siak Regency. Keywords : Evaluation, Governance, Terminal

Abstract

Cerita Baru Centre (CBC) and Riau Creative Centre (RCC) is a program created by the Riau Province Tourism Office with the aim of promoting leading tourism potential which has been the main attraction of Riau tourism in the hope of increasing the number of domestic and foreign tourists visiting. The purpose of this study was to find out how the promotion of tourism sector innovation in Riau Province as well as what were the inhibiting factors of the promotion of innovation through the CBC program and the RCC program. The theoretical concept used in this study is the promotion of innovation by Kotler and Keller which consists of: advertising, sales promotion, events, publicity, and media. This research is a qualitative study with a case study approach. The selection of informants used purposive sampling technique. The technique of collecting data through observation, interviews and documentation. The results of this study indicate that the promotion of innovation in tourism in Riau Province through the CBC program and the RCC program has been carried out but has not run optimally. This is due to the existence of factors that inhibit the promotion of innovation which include: budget, and human resources. Should, tourism office of Riau Province responsible for RCC program can pay more attention goals and objectives program already predetermined and review the program that have been carried out.Keywords: E-Promotion, Tourism, CBC Program, RCC Program
